About this file
This document is Addendum Number 1 to Request for Proposal (RFP) #202518 issued by Erie County Medical Center Corporation (ECMCC) for Reverse Osmosis Dialysis Portable Water Treatment Machines. The RFP deadline remains Thursday, September 4, 2025 at 11:00 a.m. EST, with the addendum addressing five specific vendor questions about the procurement process. The document outlines ECMCC's procurement rules and provides clarifications on key aspects of the RFP, including the organization's approach to pricing, contract terms, and vendor submissions.
The addendum indicates that ECMCC recognizes potential inflation and rising labor/material costs over the proposed five-year contract term. Bidders are encouraged to include a proposed percentage increase in pricing for each year, which should be clearly indicated in their submissions. ECMCC reserves the right to reject non-conforming responses and will not negotiate with vendors prior to award. The organization is seeking a detailed price file in EXCEL format, specifically requesting only the items specified in the RFP rather than the vendor's entire pricing catalog. The addendum emphasizes ECMCC's structured procurement approach, which applies consistently across all potential business relationships.

Addendum Number 1
Erie County Medical Center Corporation
Addendum Number 1 to RFP # 202518
REVERSE OSMOSIS DIALYSIS PORTABLE WATER
TREATMENT MACHINES
The deadline remains:
Thursday, September 4, 2025 at 11:00 a.m. EST.
The following questions have been submitted:
1. Why did this go for an RFP? Why is the legal binding quote not enough to satisfy the requirements of ECMC since we are already doing business together?
ECMCC has established procurement rules and regulations that must be adhered to by all parties, regardless of their current business relationship with the organization.
2. The addendum states the pricing would be locked in for 5 years - with inflation and cost of labor/materials - we cannot agree to that.
ECMCC recognizes that inflation and the rising costs of labor and materials may occur throughout the five-year term. Bidders are encouraged to include a proposed percentage increase in pricing for each year, which should be clearly indicated in their submissions.
3. The RFP itself and Appendix A are fixed documents - there are several items that the legal team would red line and the RFP does not provide that ability - what have you done in the past with this type of situation?
ECMCC reserves the right to reject any responses that do not conform to the terms of the
RFP. While we may, upon review, waive nonconformity (including redlines to the terms in Appendix A), this is not a guarantee, and vendors should be prepared to accept all of
ECMCC’s terms as a condition of responding to this RFP to ensure consideration. We will not negotiate with a vendor prior to award.
4. The RFP states FOB Destination; we ship only using FOB Origin - is there room for discussion on this point?
If chosen as the awarded vendor, discussions regarding FOB Destination and FOB Origin will be conducted during the contract negotiation phase with our legal team.

5. Requested price file in EXCEL form - are you requesting only the items that we have quoted or our entire price file?
ECMCC is requesting that only the items specified in the RFP be included in the price file, rather than your company's entire pricing catalog.
