We are currently responding to a Request for Proposal (RFP) for the NASA Ames Research Center (ARC) NASA Academic Mission Services (NAMS-2) procurement. The purpose of the NAMS-2 procurement is to support scientific research associated with air traffic management, advanced technology, quantum computing, nanoelectronics, and prototype software. Performance of these services will primarily be at NASA ARC.
Past performance is a factor for source selection under this solicitation. As such, a requirement of NASA’s solicitation is that past clients of ours are asked to provide an impartial assessment of our performance and the scope of work performed on the contract reference performed for your organization.
We have identified of your organization as the point of contact based on his/her knowledge concerning our work.

Summary of the scope of work under the NAMS-2 procurement
The NAMS-2 Performance Work Statement (PWS) includes Core Contract Management Requirements, Core Technology Area Requirements: Air Traffic Management Research, and an Indefinite-Delivery Indefinite Quantity (IDIQ) component. The requirements include support of scientific research associated with air traffic management, advanced technology, quantum computing, nanoelectronics, and prototype software.
Core requirements include:
(1) Core Contract Management - ensures that the contract requirements are effectively managed and implemented to support all activities covered in the PWS. The required services include: Contract Reporting, Quality Management, Negotiating Task Orders, Safety and Health Adherence, IT Security Adherence, and Records Management.
(2) Core Technology Area: Air Traffic Management (ATM) Research - consists of research and software development, and supports the objectives and missions of the Aeronautics Research Mission Directorate (ARMD) project technology area, primarily supporting NASA researchers and engineers performing R&D. Areas of expertise relevant to this work include aeronautical engineering, modeling and simulation, artificial intelligence, operations research, software engineering, system engineering, electrical engineering, machine learning, and discrete and continuous control.
The IDIQ component includes the following disciplines:
(1) Academic methods – scope includes technical inputs, key findings, trends, and approaches from academia and industry. The required services included: incorporation of academic resources with the goal of enhancing any of the technology areas of the PWS, and support of R&D efforts through conducting laboratory and field-based experiments, performing data analysis, and reporting results.
(2) ATM research for safety and mission assurance - provide technical leadership and expertise to support Safety and Mission Assurance (S&MA) work for ATM research which includes development of software development management plan, software assurance compliance Matrix, and software development matrix.
(3) Advanced Technological Systems (ATS) – development of Data & Reasoning Fabric (DRF) with the goal of enabling the data exchange and management of the volumes of data that will be required for Advanced Air Mobility (AAM) operations including integration with simulated vehicles, integration with external data services, integration analyses, and maintenance of data models.
(4) Nanoelectronics and Devices - development of flexible hybrid electronics for in-space manufacturing of electronics and integration with associated hardware.
(5) Advanced Software for Digital Twin Systems - research on digital twin operations, machine learning (ML), predictive analytics, data analytics, and artificial intelligence (AI) to improve NextGen capabilities including use cases, algorithms and models, software development and testing, technical training, and prototype design.
(6) Quantum computing technology - devise quantum and quantum-classical hybrid algorithms for challenging combinatorial optimization problems in NASA applications including performance metrics, theoretical models, testing results, and circuit formulations.
(7) Secure Airspace Architectures - develop cybersecurity architectures and conceptual research solutions for securing future national airspace environments including security solutions for UAM, modeling and simulation support, and hardware evaluations.
(8) Machine Learning and Data Mining - organize, extract, and present relevant information contained in a variety of real-world data sets including assessment of existing methods, development of new methods and development of software and visualization modes.
(9) Advanced Air Mobility (AAM) National Campaign - National Campaign (NC) Airspace Test Infrastructure (ATI) is the integrator of airspace components from NASA research projects, industry providers, and the data repository for all flight test and simulation test related data for the advanced air mobility operations. Support includes testing for flight test, support partner simulations, data services, governance and data sharing, data analysis and reporting.
