About this file
This is a Request for Bids (RFB) specification document issued by the City of Lewisville, Texas, for an annual contract to supply activated carbon for the city's Water Treatment Plant and Wastewater Treatment Plant. The City seeks to establish two contracts—a primary and secondary contractor—to ensure consistent supply of activated carbon chemicals. The product specification requires water-grade activated carbon in 30-pound bags with an order size of 5 tons and an estimated annual quantity of 40 tons. All activated carbon must be wood or sub-bituminous coal-based with an iodine number greater than 800 mg/g and must pass 325 mesh at 90 percent minimum, along with compliance to NSF/ANSI standards 60 and 61 for drinking water treatment chemicals. Delivery is required to either the Water Treatment Plant at 1400 N. Cowan or the Wastewater Treatment Plant at 897 Treatment Plant Rd., both in Lewisville, Texas. All bidders must submit adequate samples for in-house testing by June 8, 2026, at 5:00 PM; failure to provide samples will result in a non-responsive bid designation. The contract term is twelve months with an option to extend for up to three additional twelve-month periods. A pre-bid conference is recommended but not mandatory.
Pricing must be submitted on a firm, unit-price basis FOB destination with no escalation allowed throughout the contract period, and all costs for provision of the activated carbon must be included in the quoted price. Delivery is required within ten days of order receipt, and deliveries must occur Monday through Friday between 8:00 AM and 4:00 PM. All delivery vehicles must be equipped with lift gates and tire-chocking mechanisms, and vendors with crane-equipped vehicles must provide annual third-party inspection reports. All bidders must guarantee their response for ninety days or until contract award, whichever occurs first. Bids may be submitted through Bonfire, hand delivery, or U.S. Postal Service to the City of Lewisville Purchasing Division, and all questions must be submitted in writing via Bonfire. The City reserves the right to reject all bids, waive formalities, and purchase activated carbon on the open market if neither the primary nor secondary contractor can fulfill requirements. All deliveries must be conducted by employees who have passed criminal background checks and drug testing.
