About this file

This is a Request for Bids (RFB) event document issued by the Iowa Department of Administrative Services for tuckpointing and masonry repairs at the Cherokee Mental Health Institute in Cherokee, Iowa. The procurement encompasses exterior masonry restoration work including removal of deteriorated mortar joints, repointing of masonry joints, brick and stone repairs, stone sill replacement, steel lintel repointing, expansion joint sealant replacement, window flashing and trim replacement, and application of penetrating water repellent across multiple campus buildings. The project is divided into two bid packages: Option #1 covers the Administration, Rear Center, North A/B/C, and South A/B/C buildings, while Option #2 addresses the Voldeng Building, with bidders permitted to submit proposals for either or both packages. Three additional unit price items are available for supplemental tuckpointing work. Mandatory pre-bid meetings are scheduled for April 23-24, 2026, at 10:30 AM at the Cherokee Mental Health Institute's Main Admin Building. The bid submission deadline is 2:00 PM Central Daylight Time on May 4, 2026, with bid opening scheduled for 3:00 PM via Google Meet teleconference. Construction is anticipated to commence in August 2026 with substantial completion targeted for November 25, 2026. All bids must remain valid for thirty calendar days following the submission deadline.

Bidders must submit a bid bond, certified check, or cashier's check equal to five percent of the total bid amount as bid security, along with a completed and signed bid form submitted electronically through the State's IMPACS Electronic Procurement System. Performance and payment bonds, proof of insurance coverage, and background checks for all on-site employees are required prior to contract execution. Qualified bidders must be registered construction contractors with the Iowa Labor Commissioner, demonstrate compliance with Iowa State Building Code standards, and possess an established place of business in Iowa if claiming resident bidder status. All subcontractors and suppliers must be identified within forty-eight hours of the bid submission date and cannot be replaced without owner approval. Payment applications will be processed with three percent retainage, and the closeout paperwork line item must represent no less than one percent of the contract value or $1,000, whichever is greater. Iowa Sales Tax does not apply to this project, and Davis Bacon Wages requirements do not apply. The award will be made to the lowest responsible bidder whose submission complies with all bidding requirements.
