General:
1. Are there noise restric�ons for work in this space?
All work over 80 dBA measured at 15 feet shall occur a�er normal work hours.
Contractor shall have a meter on hand to measure dBA. Reference GUIDELINES FOR
OFPM CONTRACTORS AND A/E FIRMS PERFORMING SITE INVESTIGATIONS AND
FIELDWORK (including construc�on) AT THE NATIONAL INSTITUTE OF STANDARDS AND
TECHNOLOGY.
2. We assume all work can be completed during normal business hours. If off hours is required, what is the process for base access?
Outages and Noise limits are some of the Out of Hours normal hours ac�ves which is to be coordinated COR. All contractor’s and subs shall obtain Green badges.
3. Curently there are two access points to the work area, (qty:1) general use elevator and an egreess stairwell. Are we allowed to unitize both access points to deliver/remove equipment and material. Please advise.
Both points of access can be used. The elevator and stairway are for public use. At no time should the paths be blocked. The elevator use is limited by the load capacity and cab size to move materials.
4. Is the space considered “confined space” and will need a confined space permit.
Confined spaces are label as such and shall follow the GUIDELINES FOR OFPM
CONTRACTORS AND A/E FIRMS PERFORMING SITE INVESTIGATIONS AND FIELDWORK
(including construc�on) AT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY. The contractor’s safety plan shall evaluate the ac�ves for risk if the condi�ons exist.
5. The drawings specify on Sheet 226-438/ Phasing Notes: CONTRACTOR SHALL
COORDINATE WITH THE NIST COR FOR APPROPRIATE PHASING OF CONSTRUCTION,
SHUTDOWN REQUIREMENTS, AND TEMPORARY EQUIPMENT, TO ENSURE THE FACILITY
FUNCTIONS AND OPERATIONS. CONTRACTOR SHALL ONLY DEMOLISH ONE AIR
HANDLER AT A TIME AND SHALL USE THE OLD AIR HANDLERS AS A GUIDE FOR THE
INSTALLATION OF THE NEW AHUs. ONCE NIST IS SATISFIED WITH THE FIRST NEW AHU
INSTALLATION, THEN THE CONTRACTOR SHALL DEMOLISH THE REMAINING TWO (2)
AHUs. During the site visit, there were men�on of the poten�al that all AHUs would be demolished at one �me. How is this project to be phased? One unit at a �me, or all three at once? Please advise.
The units are not currently in service. The contractor may and should demolish all units, then reinstall all units in a single phase.
6. Are we allowed to u�lize the roof to stage the AHUs. We will set AHUs on the roof and bring them down the egress stairwell into our workspace. Please advise if this approach is approved.
The method may be approved pending COR approval of final plan. A better method may be utilizing the attic elevator.
7. Document entiteled NIST B226 Replace HVAC - 100_ Submission Specs incldues specification section 01000 Unit Quantity Work Items, it appears that this specificatison section is not applicable to this project. Please advise.
The specification does not apply but, the bid breakdown with proposal shall show breakdown of material and labor to make up costs.
- Demoli�on & Abatement:
9. NIST will test items suspected to contain hazardous material. We request that NIST test samples are taken from all the insula�on at each AHU. We believe the lines connected to the AHUs are wrapped in asbestos-containing insula�on. Please provide the results from the tes�ng to ensure we capture all the demoli�on/abatement SOW in our bid proposal.
See the attached material types and testing reports of material in the AHUs location.
NIST’s IH can test additional materials during construction before removing if not contained in the report.
- Mechanical:
10. A�er review of all the solicita�on documents received, it appears that the duct cleaning scope of work is not shown. Please confirm if duct cleaning is to be included in the base contract scope of work. If so, please provide the drawing and specifica�ons which details the extent of the duct cleaning scope of work.
The ductwork for these units go to the third floor labs under the units. See Drawings Original drawing. The cleaning shall follow standard The National Air Duct Cleaners Association (NADCA), 2021 edition.
11. The piping systems appear not to have proper isola�on valves to facilitate demo. Can the en�re system be shut down or will outages be needed to add isola�on valves?
Outage and isola�on valves will be required to isolate from the building. Isola�on valves are a part of the scope on drawings.
12. There are exis�ng drain pans. Are these to be reused or replaced?
Provide New Drain Pans.
13. Exis�ng piping appears to be steel pipe. The drawings call to match exis�ng. Can copper pipe be used in lieu of steel? Please advise.
Follow the requirements of the drawings and specifica�ons.
14. Can we use propress piping on these systems?

- Electrical:
16. Spec sec�on 260533-3.1.A.3 states that raceways in the following loca�ons shall be
Rigid steel conduit:
a. Loading Dock.
b. Corridors used for traffic of mechanized carts, forkli�s, and pallet-handling units.
c. Mechanical rooms.
Our team has performed work in mul�ple NIST buildings in areas considered mechanical rooms where the raceways were EMT. Can NIST verify whether they will accept EMT for this project in the A�c of B226, or if Rigid steel conduit will be required?
Submit bid as per specifica�ons. Provide bid breakdown on the rigid steel breakdown if requirement is changed in the future via a credit modifica�on.
17. Drawing 226-447 shows P-13A being fed by a 30A non-fused bus duct switch, while the Detail #2 Par�al One-Line Diagram on drawing 226-448 shows all three pumps being fed from fusible 30A bus duct switches. These are likely to be long lead �me items. Can NIST please clarify whether the switch is intended to be fused, or not?”
Both the bus switches and combina�on motor starter disconnects are fused.
