About this file

This is Amendment 001 to RFP 1333ND25RNB100008 for Audiovisual (AV)/Video Teleconferencing (VTC) Equipment/Support/Services issued by the National Institute of Standards and Technology (NIST). The amendment primarily provides answers to 34 questions received and clarifies certification requirements for key personnel.

Key updates include: clarifying that CTS-D and CTS-I certifications apply only to the AV Systems Design Engineer Level II role, and CCNA certification applies to either/both the AV Systems Design Engineer Level II and Project Manager roles. The amendment maintains the original proposal due date of December 18, 2024 at 5:00 PM ET. Historical workload estimates are provided, including approximately 3 new AV system installations per year in Gaithersburg and 2 in Boulder, with estimated labor hours across key roles ranging from 60-400 hours annually. The incumbent contracts are identified as 1333ND20DNB100002, 1333ND20DNB100003 and 1333ND20DNB100004. Standard equipment for off-site events includes PTZ cameras, video switchers, audio mixers, microphones, loudspeakers, AV bridges and displays. The amendment confirms that specific personnel requirements, FTEs, and service response times will be defined at the task order level.

A8. See response to Q6. NIST will not be extending the due date/time for receipt of proposals.

Q9. Every AV hardware manufacturer provides different discount structures so providing a standard discount off of MSRP across the board for all hardware is very difficult to ensure the Government gets the best pricing. Can the MSRP Discount sheet be adjusted to have multiple line items detailing a specific discount per manufacturer vs. a standard discount for all manufacturers as higher discounts will be available for certain manufacturers?

A9. Refer to the Attachment named “AV-VTC GEAR MSRP DISCOUNT FILL-IN” which states If MSRP discount varies, the offeror may include a listing of their primary OEM brands and the MSRP discount rate to be offered to NIST.
