About this file
This document is an amendment providing responses to questions related to a federal contract opportunity for a Learning Management System (LMS) for the Baldrige Performance Excellence Program (BPEP) at the National Institute of Standards and Technology (NIST).
The key details are:
- The LMS must be hosted on an AWS E2 cloud environment, but does not require the Federal Government region - the public AWS region is sufficient.
- The vendor will be responsible for providing the cloud hosting environment.
- Since the system criticality is low, an Authority to Operate (ATO) is not required.
- The solicitation number is 1333ND25QNB450016 and the contract opportunity is for a cloud-based, commercial off-the-shelf (COTS) LMS platform to deliver BPEP's online learning content.

AMENDMENT #3
1. The Government mentioned AWS.
(a) Must AWS be used as the cloud environment instead of other FedRAMP certified public cloud environments such as Azure?
GOVERNMENT RESPONSE: The requirement is to have AWS E2 cloud environment.
(b) Does the Government require the Federal Government region of AWS be used, or is the public region enough?
GOVERNMENT RESPONSE: At this time, the criticality is Low, therefore AWS E2 instance is sufficient.
(c) Will the Government provide the cloud hosting environment or will the vendor be providing this?
GOVERNMENT RESPONSE: Vendor will provide.
(2) Is a cybersecurity Authority-to-Operate (ATO) required for the resulting LMS system on AWS, even though the system would already be running/hosted on a FedRAMP-authorized cloud?
GOVERNMENT RESPONSE: Since the criticality is low, an ATO will not be required.
(a) If so, is the contractor responsible for the ATO and creating its supporting artifacts, such as the System Security Plan (SSP), Plan of Action and Milestones (POA&M), Continuous Monitoring Plan, etc?
(b) If so, is the contractor responsible for engaging and retaining a Third-Party Assessment Organization (3PAO) for security controls assessment for the ATO, or will the Government be responsible for this?)
(c) What are the time constraints (schedule, deadlines, etc) associated with obtaining the ATO?
