About this file

This document contains an amendment to a solicitation and details of a related federal contract opportunity. The amendment provides answers to questions from potential offerors regarding a walk-down of the NIST NBSR Thermal Column Tank (TCT) Replacement project. It clarifies that while the current TCT area can be viewed, the actual TCT is behind shielding and contained in a crate for the new one. Pictures of the space have been taken previously and are available upon request. The federal contract opportunity is to supply all labor and materials to prepare for and execute the replacement of the NBSR TCT with a new tank to be provided by NIST. Offerors should review the Combined Synopsis/Solicitation and attachments for full requirement details. The solicitation was issued by the Department of Commerce's National Institute of Standards and Technology for the NIST Center for Neutron Research's 20 MW Test Reactor TCT replacement project.

Amendment 02 to Solicitation# 1333ND23QNB680268 June 1, 2023

The purpose of this amendment is to provide a consolidated list of questions (Q) and answers (A):

Q1) Will we be able to access the TCT area and/or see the TCT during the walk-down?

A1) We will go to the TCT area but will not see the TCT. There is a 20 ton door, graphite blocks and shield frames that have to be removed to see the TCT.

Q2) Is it possible to send a robot operated camera of some type into the TCT area for pictures?

A2) Not feasible. Please see response to Question 1 above. NCNR has pictures taken previously of the TCT that are available upon request. Requests for the pictures need to be sent by email to Nina Lin (nina.lin@nist.gov) and Don Collie (donald.collie@nist.gov).

Q3) Will there be any radiation training required by visitors for this walk-down?

A3) No

Q4) Will we be permitted to take pictures during the walkdown?

A4) Yes, but they must be monitored and reviewed by the NCNR escort.

Q5) Will we have access to and see the new TCT during the walkdown?

A5) Yes, but it is in a crate with limited visibility.
