This document contains questions and responses related to a solicitation for cooling tower maintenance and repair services. The solicitation is for inspection, cleaning, routine maintenance, and required repairs of two sets of cooling towers located at the National Institute of Standards and Technology Center for Neutron Research in Gaithersburg, Maryland. One tower was built in 2002 by Balcke-Durr and has three cooling cells, while the other modular tower was erected in 2011 by BAC and has two cooling cells. The right-angle gear drives in cells 1 through 4 are aged and in need of refurbishment or replacement. The scope of work includes maintenance, repairs, and cleaning of the cooling towers and associated deicing, fire protection, and plume abatement systems over a five-year period.

Request for Quotation 1333ND20QNB610625
Cooling Tower Maintenance and Repair
QUESTION: Please confirm there are no Known Health Hazard in the Cooling Tower Water.
RESPONSE: There are no known health hazards.
QUESTION: Please consider adding option for OEM Gear Box Replacement VS. Rebuild.
RESPONSE: We don’t expect to replace the OEM Gear Boxes. The solicitation remains for the gear boxes to be rebuilt and pricing should reflect this. However, in the event during performance of the contract that we find a gear box in such a state that it cannot reasonably be refurbished, the government will negotiate with the contractor and modify the contract for the purchase of a new gear box.
QUESTION: Just to clarify again are we only quoting the inspection of the towers, cleaning, & gearbox change out for this year? Or are we quoting the work for the following 4 years with the 1st in one comprehensive quote?
RESPONSE: To clarify the term “change out”, the gearbox is a refurbishment. Quoting the work for the following 4 years with the 1st (base year) in one comprehensive quote for all five years.
QUESTION: What’s the Fill depth in Balcke Durr tower?
RESPONSE: 6 feet
QUESTION: What is the horsepower of motor on BAC tower?
RESPONSE: 50 hp
QUESTION: Can we get Design conditions, i.e. water temps, GPM, wet bulb temp for both towers
RESPONSE: See attached document titled “NBSR Thermodynamic Performance Analysis”.
QUESTION: Is there available Water analysis – Balcke Durr tower
RESPONSE: See attached documents titled “H2O Analysis # 16678 08012018” and “H2O Analysis # 109690” that are representative water sample analysis for the make-up and the tower.
