Fire Alarm and Suppression System Testing, Inspection, Maintenance and Repairs on the Gaithersburg Campus

Questions and Answers FOR Fire Alarm and Suppression System RFQ

Question Answer 1 What were the last dates of inspection for all the system and does the site still have those reports? If the reports have been maintained, will they be provided to the contractor?

The site does not have a comprehensive report to provide the contractor. The contractor is being asked to establish their own ITM process and schedule independent of when a last inspection may have taken place.

2 On the systems requiring a limited annual and a full scale 5-year inspection, will the first inspection upon award of the contract be an annual or a 5-year inspection? If not a 5-year, could you provide a schedule of when the 5 year inspections are coming up for each system?

We would like to start with the 5-year inspection.

3 Does the site possess fire alarm system drawings for every building to indicate location of all devices that will be available to the contractor?

As-built drawings are available for the fire alarm system. As-built drawings for suppression systems are currently only available for some buildings.

4 Does the site possess sequence of operation for all the panels to provide to the contractor?

Yes. The sequence of operations is on the as-built drawings.

5 Per the contract, can an apprentice be allowed to accompany a NICET certified technician during testing and maintenance of system?

Yes.

6 Does the site provide a place for contractor to work from and/or a location to store equipment? If no such place is provided, will the site allow a trailer to be placed on site for a contractor work space?

No. The site is not providing a space for the contractor to store equipment. It is not anticipated that any equipment will be needed that would require a dedicated space or site trailer.

7 Could you please provide the quantity and equipment break down for the sprinkler systems on campus?

Beyond the device counts that were provided in the RFP (Attachment A). Additional information is as follows:

Building 101 – 2 Pre-action Systems, 1 Fire Pump, 1 FM200 System, 3 Kitchen Hood Systems Building 205 – 1 Dry System, 2 Deluge Systems, 2 Monitor Systems, 1 Fire Pump Building 215 – 1 Dry System, 1 Deluge System, 15 CO2 systems in Cleanroom

8 Who is the Incumbent? What was the previous Award ID#? There is no incumbent contractor. ITM was previously performed by NIST staff.

9 Can previous test and inspection reports be provided? The site does not have a comprehensive report to provide the contractor. The contractor is being asked to establish their own ITM process and schedule independent of when a last inspection may have taken place.

10 What is the total dollar amount of the previous contract? And what was the length of the previous contract?

There is no incumbent contractor. ITM was previously performed by NIST staff.

11 What additional training will be required for building 215, 235, 245?

How long will the training take? Can we account for those additional labor hours in our total price for the contract?

Bldgs. 215, 235, & 245 will each require additional safety/SOP training which takes approximately 1-2 hours per building. The contract price should account for labor hours associated with NIST required training.

12 When should testing be completed for each building? Example:

between 7am-7pm or 7pm-7am?

Non-disruptive ITM activities can be completed between the hours of 7:00am to 5:00pm, Monday to Friday, excluding Federal holidays. Testing of notification appliances, outside of repairs, should be performed before 9am. Notification appliances can be silenced during testing of most initiating devices.

13 Can the number of levels or stories be provided for each building? See Attachment E - Master Plan- Chapter 14 for comprehensive list of all the buildings on the NIST campus.

14 Is contractor allowed to bill separately for travel time? For emergency repairs, travel time is billable.

Please also state when these tests will need to occur during this contract period.

The contractor is being asked to establish their own ITM process and schedule independent of when a last inspection may have taken place. Do not assume that any specific ITM frequency has already been completed.

17 Attachment B: Vales, Vale Components, and Trim- Line item 6 Dry pip valves/quick opening devices- Please confirm if these inspections will occur as stated on weekly & monthly basis or during quarterly inspections

Attachment B has been updated to reflect quarterly inspections.

18 Please identify how many batteries/power supply units will need to tested and inspect for each building

The number of panels on the site was provided in Attachment A, which will correspond to the number of power supplies. The main FACP typically has 4- 55 Ah batteries while the NAC panels typically have 1- 12 Ah battery.

19 Please confirm the type of gas detection system that is onsite. If the system is controlling the fans will sequencing be required? Will calibration of the of system be required?

To our knowledge, a natural gas detection is present in Bldg 302.

Detectors are integrated with fans and dampers depending on their location, and these integrated systems will need to be tested when devices are tested. Detectors and calibration of detectors will be required at a frequency based on industry standard.

20 Confirm number of dry systems 11 dry systems 21 Confirm number of pre-action systems 6 preaction (air, water); 1 preaction (FM200) 21 Confirm number of FHV (standpipes) This is not within the scope of the contract.

23 Confirm number of fire pumps Currently 2 fire pumps are online with a third pump being added around December 2019.

24 Confirm number of cooking suppression systems 5 kitchen suppression systems 25 Can a bid sheet be provided? No.

26 Will the Government provide a copy of the sign in sheet from the walk thru?

No.

27 The intent was to put this solicitation out as a Total Small Business with a scope of this magnitude?

Yes

28 Are parts and programming included in the maintenance fixed price of the contract?

No. Parts resulting from a repair will be a separate NTE line item within the contract. Programming is outside of the scope of this contract. NIST has identified that the NTE value will be $50,000 per year which has been identified as part of this amendment. The

Fire Alarm and Suppression System Testing, Inspection, Maintenance and Repairs on the Gaithersburg Campus contractor will submit a quote for repairs (materials and labor as a fixed price).

29 How may Kitchen Hoods systems are on campus? 5 kitchen suppression systems 30 Under the Special Hazard systems, are there others systems

(FM200, clean agent) required for us to test besides the Vesda Systems? If so, can you please provide more information on these systems?

17 CO2 systems, & 1 FM200

31 The spreadsheet with the device counts has a column for M&E points. Could you please specify what these points are? It also shows AEDs

M&E: Mechanical & Electrical points. These points are NOT within the scope of this contract with the exception of devices related to duct smoke detection.

32 In the statement of work section 3.0c it states ITM of the fire suppression systems including wet, dry and precaution systems. Do you have the quantities of the sprinkler risers, and if they are wet or dry systems? The spreadsheet show the amount of water flows and tampers but not the amount of sprinkler risers per building in order to price accordingly. I would also request that the suppression system quantities include the number of bottles that are included on each suppression system.

Beyond the device counts that were provided in the RFP (Attachment A). Additional information is as follows:

Building 101 – 2 Pre-action Systems, 1 Fire Pump, 1 FM200 System, 3 Kitchen Hood Systems Building 205 – 1 Dry System, 2 Deluge Systems, 2 Monitor Systems, 1 Fire Pump Building 215 – 1 Dry System, 1 Deluge System, 15 CO2 systems in Cleanroom Building 231 – 1 Dry System Building 235 – 2 PreAction Systems, 4 Dry Systems Building 235-P – 1 Dry System Building 245 – 1 Dry System, 2 Pre-action Systems, 1 Fire Pump Building 301 – 1 Dry System Building 302 – 1 CO2 System, 1 FM200 System Building 309 – 1 Dry System Building 318- 1 Kitchen Hood System Building 320- 1 Kitchen Hood System

35 When are the buildings due for inspection and do you have a spreadsheet that shows when each building is due? If they are all due now (it sounds like this is the case) will we be able to start inspecting and continue inspecting until complete with all annual inspections. Section 5.4 states that building inspection reports need to be submitted monthly, Are the fire alarm inspected required to be inspected monthly due to time constraints?

The contractor is being asked to establish their own ITM process and schedule independent of when a last inspection may have taken place. Do not assume that any specific ITM frequency has already been completed. ITM tasks can start and be continuously worked on until all the tasks are completed. Monthly tasks are not required. The intent of the monthly reports is to capture any series or parallel tasks that be occurring on multiple buildings.

36 Every manufacturer requires a specific model flame detector tester. Will NIST supply the tester for each type of flame detector located on the Campus?

No, NIST will not supply the testing device. The specific make and model of all flame detectors on the campus is unknown.

37 Will any water discharged from an annual fire pump test be required to be de-chlorinated? If so will NIST have an environmental person available to verify acceptable levels of chlorine runoff?
