About this file

This document is an Amendment to Solicitation (Amendment 0001) for the Manchester Campus Addition Construction project at the Manchester Research Station in Port Orchard, Washington. The amendment updates several key aspects of the original solicitation, including modifying the project description to specify two distinct buildings: a Lab and Office Building (15,526 GSF) and a Recirculating Aquaculture System (RAS) Building (8,830 GSF), with a total construction budget of $21,352,305 for base contract line items. The amendment also updates federal acquisition regulations by removing certain clauses related to equal opportunity, affirmative action, and greenhouse gas emissions, and incorporates new provisions in line with recent executive orders.

The solicitation is issued by the National Oceanic and Atmospheric Administration (NOAA) for an unrestricted, full and open competition construction project. The project involves ground-up new construction on the existing Manchester Research Station campus, with NAICS Code 236220 and a small business size standard of $45.0 Million. The amendment addresses multiple offeror questions, including clarifications on proposal submission requirements, past performance documentation, project relevance, and page limitations. Key changes include accepting CPARS reports and existing Past Performance Questionnaires, allowing projects with construction values of $15 million or more, and providing guidance on submitting relevant project examples for evaluation.

Biobased product means a product determined by the U.S.

Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock.

The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. (7 U.S.C. 8101) (7 CFR 3201.2[7 CFR 4270.2]).

USDA-designated product category means a generic grouping of products that are or can be made with biobased materials—

1) That are listed by USDA in a procurement guideline (7 CFR part 3201, subpart B) available at https://www.biopreferred.gov/resources/categories.html; and

(2) For which USDA has provided purchasing recommendations available at https://www.biopreferred.gov [ or 7 CFR part 4270]).

(b) The Contractor shall report to https://www.sam.gov, with a copy to the Contracting Officer, on the product types and dollar value of any biobased products in USDA-designated product categories purchased by the Contractor during the previous Government fiscal year, between October 1 and September 30; and

c) Submit this report no later than —

(1) October 31 of each year during contract performance; and

(2) At the end of contract performance.

Offeror’s Question: Referencing RFP Section L.9.2: Please confirm the email address in L.9.2 to scott.gebhardt is not applicable, and that the copies shall be sent to Ronette McBean and Paul Tucker.

Government’s Response: Confirmed. The information contained in the first paragraph of Section L.9.1 entitled “Specific Instructions” has been updated to reflect:

Submissions must be provided in electronic copies via email to Contracting Officer Ronette C. McBean-Felder at ronette.mcbean-felder@noaa.gov, Contract Specialist Paul Tucker, paul.tucker@noaa.gov, and formatted according to evaluation factors.

Electronic copy shall be one PDF file.

Offeror’s Question: Referencing L.9.1.5.5, Color. Is it acceptable to use colored font for a header to help more easily visually divide text and sections, as long as it meets the other formatting requirements and is legible?

Government’s Response: Confirmed. Color text utilized in the header section will be accepted, providing the remaining text complies with Section L.9.1.5.5.

Offeror’s Question: Please confirm divider tabs for organization do not count against the page limit.

Government’s Response: Confirmed. Diver Tabs for organization does not count against the page limitation.

Offeror’s Question: Referencing paragraph M.5.3, Responsibility.

Please identify when and where M.5.4.3 is to be submitted, as this doesn’t appear to be outlined in the Section L requirements.

Government’s Response: The task outlined at Section M.5.4.3 stating “List of all ongoing/concurrent construction work for prime contractor;” has been removed.

Offeror’s Question: RFP section L.9.2.3.1 indicates the page limit for each explanation of 3. Please clarify this is intended to be 3 pages for each project submitted in factor 2, not the entire factor 2 in its aggregate.

Government’s Response: Confirmed. The page limit for each explanation refers to three (3) pages for each project submitted for Factor 2.

Offeror’s Question: Please confirm that CPARs evaluations do not count against the page limit, rather the page limit is for contractor-generated narrative.

Government’s Response: Confirmed. The page limitation outlined in Factor 2 pertains to the narrative explanation for each relevant project example being submitted.

Offeror’s Question: Factor 2 – Past Performance, L.9.2.3.1.1.2 indicates a list of information that should be provided for each project writeup (“For each relevant project example submitted provide the following information). The first bullet in this section does not seem to be relevant to this section but rather instead appears to pertain to Factor 1, where the proposed personnel information is requested. [referenced requirement in past performance: “The offeror shall provide a brief introduction of the proposed team, identifying the roles and general responsibilities. The narrative will be utilized to improve the Government’s understanding of the proposed team and associated responsibilities.”] Please advise on whether this requested information for the proposed team and responsibilities is intended for Factor 1 Staffing Approach and Key Personnel instead. If this is intended for Factor 2 Past Performance, please indicate whether this information can be provided once, rather than on each project page, to avoid repeating duplicative content across sections.

Government’s Response: The Government is requesting detailed information regarding the Offeror’s team involved in each submitted relevant project example.

Offeror’s Question: As stated on page 132 L.9.2.2.9 All qualifying similar projects must meet the following minimum requirements:

Construction was substantially completed within ten (10) years of the submission deadline; the project exceeded $20,000,000 in construction costs. Should key personnel submission reflect subcontracted efforts by the Offeror, the substantially completed period and project exceeded values shall be maintained as stated. Request: Since projects can be within the last 10 years for resumes and the cost of construction has escalated over 50% in the last 5 years, we would like to request that project values for older projects be reduced to $10,000,000 to demonstrate relevant cost aspect.

Government’s Response: The Government is willing to accept project values of $15,000,000 substantially completed within ten (10) years of the submission deadline. Section L.9.2.2.9 has been revised to reflect:

All qualifying similar projects must meet the following minimum requirements: Construction was substantially completed within ten

(10) years of the submission deadline; the project exceeded $15,000,000 in construction costs. Should key personnel submission reflect subcontracted efforts by the Offeror, the substantially completed period and project exceeded values shall be maintained as stated.

Offeror’s Question: After reviewing proposal instructions for L.9.2.5 VOLUME TWO, we would like to clarify that not even a completed SF1442 and reps and certs are required to be submitted in Phase one?

Government’s Response: The Offeror's proposal must include acknowledgment of all amendments and confirmation that a duly authorized representative of the company, with binding authority, has signed the proposal submission for both Phases I and II; therefore, Section L.9.2.1 has been updated to include the following:

L.9.2.1.10 Phase I - Section A - "Standard Form 1442" Complete blocks 14 through 20C.

L.9.2.1.11 Phase I - Amendment(s) acknowledgement – Standard Form 30 (when applicable). If amendments are issued, the Offeror shall indicate receipt and inclusion of the amendment by completing block 19 of the form. Amendments shall also be acknowledged by signing and returning the SF-30, “Amendment of Solicitation/Modification of Contract,” with the offer.

Offeror’s Question: Can you provide an update on the timeline for respond to questions? Will responses be posted throughout the solicitation timeframe or are they being held until questions close and responded to all at once?

Government’s Response: The Government anticipates publishing Amendment 0001 on or about Wednesday, March 12, 2025.

Offeror’s Question: As stated on page 136 NOTE: Submitted projects citing experience shall only be considered for those projects which are cited under L.9.2.3.1.1.2 Project Examples Past Performance and a Completed Past Performance Questionnaire has been provided prior to the solicitation response date for this Phase. Can you please clarify what this means? It almost sounds as if a PPQ is not received the project won't be considered for experience.

Government’s Response: The Government requires that submitted projects demonstrating experience directly correspond to the Offeror's relevant project example provided under Section L.9.2.3.1.1.2, including the completion of Past Performance Questionnaires, as outlined in the response below for Factor 2. (See response below for Past Performance Questionnaires submitted for Factor 2).

Offeror’s Question: In establishing past performance of Offeror's experience, we request that CPARS be accepted for review of past performance instead of requiring brand-new PPQ forms where existing Government data exists to substantiate Offeror's performance. These are official Government evaluations and already a requirement for any submitted project according to the definitions on page 130. Requiring new PPQs will cause a burden of work for Government employees, as well as be impossible where past project references have retired or left the agency. Additionally, for projects without a CPARs (not for the Government) we request that existing PPQs on the standard USACE/NAVFAC PPQ form be allow for the same logic in that as time passes, project contacts may retired, move companies etc. We request that CPARS reports and existing PPQs be allowed to accompany the projects in Factor 2 and not count towards page limits.

Government’s Response: Due to recent developments and ongoing changes within the Federal Government, the submission of CPARS or previously completed Past Performance Questionnaires will be accepted as part of the projects submitted for consideration under Factor 2.

Offeror’s Question: RFP Section L.9.2.1 defines relevant projects as new construction, for a new construction project. This goes on to state that submitting only building renovation project examples would not be considered relevant to demonstrate technical project experience necessary to perform the new construction outlined in this scope. Will the Government accept any renovation projects submitted for Factor 2 Past Performance & Past Experience?

Government’s Response: The Offer is advised to kindly review Section L.9.2.1 which state:

“The term “relevant projects” means those projects similar in scope, complexity, and dollar value (USD), in that order of importance. For example, for a new construction project, relevant projects would be new construction; for a renovation project, relevant projects would be renovation projects. Therefore, submitting only building renovation project examples would not be considered relevant to demonstrate technical project experience necessary to perform the new construction outlined in this scope.

Therefore, the Government will not accept a proposal package containing only renovation projects for Factor 2 Past Performance & Past Experience.

Offeror’s Question: RFP Section L.9.2.1 defines relevant projects as new construction, for a new construction project. This goes on to state that submitting only building renovation project examples would not be considered relevant to demonstrate technical project experience necessary to perform the new construction outlined in this scope. If the Offeror submits both new construction and renovation projects under Factor 2, will this be rated less favorably than an offeror who submits only new construction project experience?

Government’s Response: The requirement of Factor 2: Past Performance & Past Experience requires the Offeror to provide a minimum of three (3) and no more than five (5) recent and relevant project examples as defined the solicitation. As noted in Section L.9.2.3.6 entitled Project Examples, “If the offeror submits more than the required number of project examples, the Government will evaluate only the stated number of projects, in the order presented in the Offeror’s submittal.”

Offeror’s Question: Under Factor 2 Past Performance & Past Experience, will the Government allow one project with a minimum value of $20 million, and two projects with a minimum value of $10 million? If so, would this be rated less favorably than three projects that exceed $20 million?

Government’s Response: Please reference Section L.9.2.1 “Dollar Value” which states “Dollar Value is defined as projects with a contract value equal to or exceeding $20M.” To be determined relevant this value needs to be associated with each project being submitted.

Offeror’s Question: RFP Section L.9.2.1 under the definition of Recency it indicates the project must have at least one CPARS rating.

Will the Government accept projects submitted under Factor 2 that do not have a completed CPARS?

Government’s Response: Please reference previous response which states “Due to recent developments and ongoing changes within the Federal Government, the submission of CPARS or previously completed Past Performance Questionnaires will be accepted as part of the projects submitted for consideration under Factor 2.”

Offeror’s Question: RFP Section L.9.2.1 defines recency as performance that involves work in process, or that reached substantial completion within eight (8) years of the solicitation release date. However, Section M.3.5.2 indicates that only projects performed in the last ten

(10) years will be deemed relevant. Please clarify whether projects must be completed in the last eight or ten years?

Government’s Response: Kindly reference the defined terms in the solicitation for what would be considered relevant projects and recent projects (Recency).

While Section M.3.5.2 defines Relevance determination as “Only those projects deemed relevant will be considered in the evaluation of past performance and past experience. Relevant projects are those of similar size, scope and complexity to the work required in this solicitation. Note that only projects performed in the last ten (10) years will be deemed relevant. Projects found not to be similar in scope, size or complexity and projects older than ten (10) years are not relevant and will not be considered.” Recency is defined as “performance that involves work in process, or that reached substantial completion within eight (8) years of the solicitation release date, with a performance period of at least twelve (12) months…”

Therefore, it may be possible for a project achieving substantial completion 9.5 years ago may be deemed relevant but not recent as outlined in the solicitation. Please also note the term recency is specifically tied to the period for which substantial completion was achieved, whereas relevancy refers more specifically to projects of similar size, scope and complexity.
