About this file
This is Amendment 0001 to a Request for Quote (RFQ) issued by the National Oceanic and Atmospheric Administration (NOAA) Western Administrative Division (WAD) for Solicitation 1305M326Q0300, effective July 16, 2026. The amendment provides Government responses to five questions submitted by prospective offerors regarding project requirements and acquisition procedures. This is a Low Price Technically Acceptable (LPTA) acquisition.
Key clarifications provided include: (1) the Prime Contractor Project Manager and Site Superintendent may be the same person, provided that individual is onsite during all contractor work; (2) quotes must remain valid for 90 days from the RFQ due date; (3) proposed schedules with overall durations of less than the specified 365 calendar days are acceptable if realistic and achievable; (4) the Government intends reuse of existing Lightning Protection System (LPS) components where serviceable, with new components only where existing ones cannot be salvaged, followed by system certification; and (5) site visits are now mandatory for all prospective Prime contractors to ensure all bidders price the same scope of work, with all vendors required to sign in to verify completion. Interested parties should contact Joe Pisel (631-456-9072, joe.pisel@noaa.gov) to schedule required site visits. The document confirms that except as amended herein, all terms and conditions of the original RFQ remain unchanged and in full force and effect.

The purpose of Amendment 0001 is to provide responses to the questions received to date. While this amendment precedes the question deadline, it contains critical information that the Government is releasing immediately for all interested parties. Should additional questions be submitted, a subsequent amendment will be issued.
Question 1: Please confirm the PM and Superintendent can dual-hat and be the same person as long as that individual is on-site when work is ongoing.
Government Answer: The Prime Contractor Project Manager and Site Superintendent can be the same person. An assigned individual designated as the Site Superintendent must be onsite during the performance of all contractor work.
Question 2: Please confirm proposals are required to be valid for 90 days from the RFQ due date. The solicitation mentions 60 days in RFO 52.212-1(b) Section 6, but this seems to be standard language. The project specific language seems to require a 90 day period. Please confirm.
Government Answer: Yes, Quotes need to be valid for 90 days from the RFQ due date submission.
Question 3: The RFQ specifies a Period of Performance of 365 calendar days. Since a schedule is required with the proposal, are we able to show an overall duration of less than 365 days? Please confirm a schedule with a duration of less than 365 days will not be considered a deficient proposal.
Government Answer: Yes. A proposed schedule with an overall duration of less than 365 calendar days is acceptable and will not be considered deficient, provided the schedule is realistic and achievable. The submitted project schedule—including the proposed progress milestones and completion percentages used for invoicing—must demonstrate a logical and reasonable execution plan and be in accordance with the RFQ Instructions.
Question 4: The RFQ documents contain a potential conflict for the lightning protection system. SOW §§
2.2.9 and 2.3.13 direct temporary removal and re-installation of existing LPS cables and air terminals, while SOW § 2.6.7 directs installation of new cables and air terminals 'as necessary,' and NWSM 30-4106 § 2.7.1 states all equipment should be new. Please confirm whether the Government intends (a) reuse of existing LPS components where serviceable, with new components only where existing ones cannot be salvaged, or (b) a complete new LPS system and installation.
Government Answer: The Government intends reuse of existing LPS components where serviceable, with new components only where existing ones cannot be salvaged,; after re-installation, a system certification is required.
Question 5: The RFQ states pre-bid site visits by prospective offerors are NOT required. Since this is a Low Price Technically Acceptable (LPTA) acquisition, we are concerned that not having all bidders go on a site visit may inadvertently result in lower pricing from a bidder who does not visit the site as they will not be aware of things like all of the roof top equipment, appurtenances, conduit, etc that has to be removed and relocated or replaced. As such, that prospective bidder will not price that effort, which could result in the difference in being the lowest overall price. While the government may receive a lower overall initial price, this issue will likely result in missed scope that may result in budget and schedule issues for the winning bidder and thus potential budget recovery (changes) efforts during performance of the work. In light of the aforementioned issue, we would request that a site visit be mandatory for any prospective Prime contractors to ensure all prospective bidders are pricing the same scope of work. Since this is LPTA and lowest price will be awarded the contract, we are just trying to ensure the field is level and the lowest price isn’t a result of the prime with the least understanding of
1305M326Q0300 0001 the level of effort required.
Government Answer: A site visit will be required for any prospective PRIME contractors to ensure all prospective bidders are pricing the same scope of work. All vendors will be required to sign-in to ensure that all quoters did complete a site visit as required by this RFQ. To schedule a site visit, please contact Joe Pisel, 631-456-9072, (joe.pisel@noaa.gov).
