About this file

This is a Statement of Work for the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) located in Manchester, Washington.

The contractor shall remove an existing Century 80-ton chiller (installed in 2005, R22 refrigerant) and install a new air-cooled 80-ton chiller that maintains equivalent performance using existing infrastructure. The new chiller must be corrosion-resistant for the marine/coastal environment with copper tubes, aluminum fins, hermetically sealed scroll-type compressors, galvanized steel frame with powder-coat finish, and be constructed per UL 1995 and NEC standards with AHRI 550/590 & 551/591 ratings and ANSI/ASHRAE 15 compliance. The new system shall operate in ambient temperatures from –18°C to 46°C, integrate with the existing 3000-gallon glycol tank (20–25% propylene glycol), and utilize existing seawater heat exchangers from Clam Bay providing two recirculating loops (Broodstock: 160 GPM at 5°C; Hatchery: 50 GPM at 4°C). The basis of design is a TRANE Model CGAM air-cooled chiller or approved equal, with single-point 3-phase 480VAC electrical service, BACnet-ready DDC components, and EPA-approved low-GWP refrigerant (e.g., R32 or equivalent).

Required deliverables include a detailed work plan (due 30 calendar days after Notice to Proceed), project schedule (7 days prior to start), OSHA-compliant safety plan, product substitution requests, commissioning report, training records within 5 days post-commissioning, one-year labor and craftsmanship warranty, as-built drawings (2 hard copies, 1 PDF, 1 CAD file), and operation & maintenance manual (2 hard copies, 1 PDF) prior to acceptance. Work shall be completed as soon as possible after NTP during standard campus hours (Monday–Friday, 7:00 AM–4:00 PM), with 24-hour advanced notice required for work outside these hours. Daily cleanup and debris removal at contractor expense are required. Points of contact include Thanh Minh Trinh (Contracting Officer Representative) and Shawn Katz (Task Monitor at Manchester Research Station).
