About this file
This is a Request for Quote (RFQ) for maintenance and repair services for ozone depuration systems at two NOAA/NMFS facilities in Washington state. The solicitation is a Total Small Business Set-Aside for a hybrid Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) purchase order with a base period and two option periods, each 12 months long. The total estimated price range is $60,000 to $72,000 for three years, covering annual preventative maintenance and testing of ozone depuration systems at Burley Creek Hatchery and Manchester Research Station, as well as unscheduled repairs and related services.
Key requirements include one annual maintenance visit per year for each location, with service of primary and backup systems, and a not-to-exceed amount for unscheduled repairs and travel/parts. Quotes are due by 11:00 AM Mountain Time on September 17, 2025, to be submitted electronically to specified NOAA contacts. The base period is anticipated to start September 19, 2025, with the government reserving the right to adjust timing based on award date and funding. Evaluation will prioritize the technical approach and capability, with price becoming more important if technical solutions are deemed equivalent.

Per Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications— Commercial Products and Commercial Services. Accordingly, NOAA anticipates amendment of the solicitation after the receipt of quotes to update these clauses. NOAA does not anticipate such amendment would reopen the competition to allow submission of new quotes, or would allow respondents to materially revise the submitted quotes.
(xiv) Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.
(xv) Quotes are required to be received by the contracting office no later than 11:00 AM MT on September 17, 2025. All quotes must be submitted electronically via email to Monica Cowdrey at monica.cowdrey@noaa.gov, and Hannah Montoya at hannah.montoya@noaa.gov.

Section 7 - Evaluation
Addendum to FAR 52.212-2 Evaluation - Commercial Products and Commercial Services
BASIS FOR AWARD:
Quotes will be evaluated based on price and the factors set forth in the evaluation criteria below.
The evaluation will consider the Non-Price Technical Solution (Technical Approach and Capability) to be significantly more important than price. However, as quotes are determined to be more equal in the non-price evaluation factor, price becomes more important and may become the determining factor for award. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, Non-Price Technical Solutions, price could become the factor in determining which vendor will receive the award.
The Government intends to evaluate the quotes and award a purchase order based on the offeror’s initial quote; therefore, the initial quote should contain the best terms from a Non-Price Technical Solution and price standpoint.
Evaluations will be based solely on the information in the quote. During the evaluation process, the Government may, solely at its discretion, communicate with quoters regarding quote elements. At any time prior to selection, including upon receipt of quote, the Government may exclude a quote from further consideration for any material failure to follow instructions, including the omission of required information, or when the quoter is no longer considered to be among the most highly rated being considered for award. The Government reserves the right to make award based on initial quotes;
therefore, quoters are encouraged to submit their best quote from both a technical and price aspect and not assume the Government will hold exchanges. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received. The Government intends to award without exchanges; however, the Government may conduct exchanges if determined necessary and in the best interest of the Government.
The Government reserves the right to cancel the solicitation or not to award a purchase order, depending on the quality of the quotations, the prices submitted, and the availability of funds. The Government will not compensate any respondent for any costs that it incurs in the preparation or submission of its quote. All quotes shall remain with the Government and will not be returned.
Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received.
https://sam.gov/content/home
The Government may make award to other than the lowest-priced offeror or the offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.
EXCHANGES WITH BEST-SUITED CONTRACTOR:
Once the Government determines the contractor that is the best-suited (i.e., the apparent successful contractor), the Government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a purchase order with that contractor. These issues may include technical/staffing/skill mix/level of effort and price, as well as increasing or decreasing the level of effort and/or requirements due to funding availability and changes to the period of performance at the Government’s discretion. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited contractor, no further communications with the original best contractor will be entertained until after the purchase order has been awarded. This process shall continue until an agreement is successfully reached and a purchase order is awarded.
EVALUATION CRITERIA:
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Evaluation will be based on the following:
1. Factor 1: Technical Approach and Capability:
The offeror’s overall technical approach and capability will be evaluated to assess the Government's level of confidence in the offeror’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. The Government will also evaluate the quality, depth and degree of the offeror’s experience and any proposed personnel/technicians.
2. Factor 2: Price:
The quoted prices will be evaluated but not scored. The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements. Quoted prices must be entirely compatible with the Non-Price Technical Solution. A quote that does not fully address pricing may not be evaluated for award.
The total evaluated price (TEP) will be calculated by adding the sum of the base period and all option period CLINs and the value of FAR Clause 52.217-8, Option to Extend Services. Calculation of FAR 52.217-8 will be by the total quoted price of the last option period (Option Period 2) and dividing by half and adding that value to the total quoted price.
RESPONSIBILITY DETERMINATION:
In addition, in order to assess the responsibility of each quoter, the Government, in accordance with FAR 9.104-1, will review records found in the System for Award Management (SAM) and Contractor Performance Assessment Reporting System (CPARS). In addition, the Government may review any other sources of information for assessing responsibility. Other sources may include, but are not limited to, inquiries of owner representative(s), Electronic Subcontracting Reporting System (eSRS), and any other known sources. Quoters are required to complete the representations included in the solicitation as part of the responsibility determination.
