About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for maintenance and operations services at four NOAA Northeast Fisheries Science Center (NEFSC) laboratories located in Woods Hole, MA; Narragansset, RI; Milford, CT; and Sandy Hook, NJ. The amendment provides detailed site information for each laboratory, including gross square footage and significant equipment inventories such as boilers, chillers, air handlers, and pumphouses.
The Performance Requirements Summary outlines key performance elements including facility maintenance and operations, emergency response, preventative maintenance, personnel qualifications, safety and environmental compliance, equipment and tools management, customer service, and overall contract performance. Each performance element has specific surveillance methods, frequencies, acceptable quality levels (AQLs), and incentive/disincentive mechanisms tied to Contractor Performance Assessment Report System (CPARS) ratings. The performance standards emphasize effective, safe, and compliant execution of maintenance tasks across the four laboratory locations, with most performance elements requiring 95-98% satisfactory completion.
