DEPARTMENT OF COMMERCE

NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)

NOAA FISHERIES

NORTHEAST FISHERIES SCIENCE CENTER (NEFSC) OPERATIONS, MANAGEMENT & INFORMATION

(OMI) DIVISION FACILITY OPERATIONS BRANCH (FOB)

I.INTRODUCTION

The Northeast Fisheries Science Center (NEFSC), Facilities Operations Branch (FOB) is responsible for all aspects of facilities management and operations and Government vehicle management. The Operations, Management and Information (OMI) Division supports environmental compliance and safety functions.

II.TASKS

The FOB requires Facility Maintenance Support in the following areas:

TASK 1 - Maintenance Technician I The task includes the following:

a.Plumbing – troubleshoot, repair, and replace operating systems, pumps, domestic water supply, filters, heating, seawater system supply, and lavatory equipment.

b.Electrical – troubleshoot, repair, and replace electric motors, electrical receptacles, wires, switches, lighting fixtures, bulbs and ballasts.

c.Heating and Air Conditioning – change system filters, fan belts, and replace blower motors.

d.Equipment Operation – demonstrated skill and knowledge in fork truck operation, maintenance hand tools, table saw, band saw, bench grinder, drill press.

e.Problem Solving - Inspect and diagnose problems and figure out the best way to correct them. Reading blueprints or diagrams is desirable.

f.Daily/Weekly/Monthly Preventative Maintenance (PM) on electrical, plumbing, Support and HVAC&R systems.

Experience and Education The Contractor shall provide qualified individuals with sufficient education, training, and experience to adequately maintain the quality standards at an acceptable level that is consistent with identified standards cited in this contract. The Contractor, through innovation, training, or other means, shall perform the required services in order to meet the quality and performance standards to achieve desired results.

General Description:

-Three (3) years of experience with general maintenance mechanic duties are required.

-Successful completion of high school, GED or trade school is required.

-Apprentice level program is desirable but not required - plumber, HVAC, or electrician. Equivalent documented work experience is acceptable.

-Experience with laboratories, manufacturing, hospitals, high volume seawater, water treatment, and marine/shipboard systems is desirable.

-Specific electrical requirement: knowledge in 208volt/3phase motor controls, switches, motor starters, lock-out-tag-out, familiar with Northeast Fisheries Science Center.

- Experience in monitoring, installing, and recovering refrigerants in accordance with EPA standards is desirable.

-Experience in plumbing, mechanical, and pipe fitting systems (install, repair, and maintain according to manufacturers’ specifications and national codes).

- Valid Real ID driver’s license or valid driver’s license plus a valid passport, and complete all Northeast Center required training to operate a GSA vehicle -Meet all National Agency Check and Inquiries requirements and successfully pass security and background checks.

-Be capable of standing for long periods of time, bending and lifting object up to 50 pounds, performing maintenance work on ladders up to 24 feet, and working in environmental temperatures ranging from -10 degrees F to + 90 degrees F.

-Demonstrated ability to identify and solve problems, and also to recognize when a job is above their skill level.

-Ability to use computers desirable to complete reports and also work with electronic systems.

-Ability to work independently with little oversight. Ability to work in a team environment with professional interface to ensure satisfactory customer service and result.

TASK 2 - Maintenance Technician II The task includes the following:

-Journeyman license is desirable but not required- plumber, HVAC, or electrician. Equivalent documented work experience is acceptable -Experience with laboratories, manufacturing, hospitals, high volume seawater, water treatment, educational institutions and marine/shipboard systems is desirable.

-Specific electrical requirement: minimum of two (2) – five (5) years knowledge in 208volt/3phase motor controls, switches, motor starters, lock-out-tag-out, familiar with the National Electrical Code (NEC).

-Experience in monitoring, installing, and recovering refrigerants in accordance with Environmental Protection Agency (EPA) standard is desirable.

-Experience in plumbing, mechanical, and pipe fitting systems (install, repair, and maintain according to manufacturer’s specifications and national codes).

-Valid Real ID driver’s license or a valid driver’s license plus a valid passport, and ability to operate a GSA vehicle are required.

-Meet all National Agency Check and Inquiries requirements and successfully pass security and background checks.

TASK 3 – Maintenance Technician Lead The task includes the following:

a.Shall include all requirements identified in Tasks 1 and 2.

b.Shall distribute and assign task work assignments in coordination with Facility Manager to include coordinating schedules and mission operations to other maintenance mechanics.

c.Report on ongoing facility construction and operation work and assist with tracking budget expenditures.

d.Work closely with the NEFSC leadership to include Facility Manager, Safety and Environmental Compliance Officer (SECO), and Science Center Officer in charge e.Perform analysis on required maintenance, emergency repairs, and general work requirements.

f.Coordinate and oversee contract vendors performing new and recurring services at the facility to include but not limited to: elevator maintenance, lawn care, snow removal, pest control, security systems, fire prevention and protection systems, engine generator, electrical and HVAC service providers.

g.Coordinate with the GSA Point Of Contact (POC) for Government vehicles.

h.Ability to assist and develop statement of work documents and job estimates.

i.Shall have computer skills and experience with Microsoft applications (Excel and Word), email and other IT applications as required.

TASK 4 - Safety and Environmental Compliance Officer (SECO) The task includes the following:

a.Responsible for overseeing the NEFSC comprehensive safety, occupationally, and environmentally responsible program plans.

b.Shall apply a broad technical knowledge for safe operations in a marine laboratory environment in order to determine safety and environmental concerns.

c.Assist as a technical advisor and analyst; recommends technical advice on standards, practices and policies.

d.Assist with the Continuing of Operation Plan, facility, evacuation, and shelter in place drills. Tracks, renews, and applies for all required environmental facility permitting and deliverables. Reports on environmental, and safety requirements.

e.Assist with managing compliance programs in accordance with federal, state, and local regulations.

Interface with regulatory agencies, including Occupational Safety Health Assessment (OSHA) and EPA.

f.Coordinates training such as Hazardous Communication, Lock- Out-Tag-Out, Forklift Certification, Personnel Protective Equipment, confined space, etc.

g.Coordinate and undertake environmental monitoring.

h.Assist with developing and recommending written procedures and conduct safety, and environmental assessments.

i.Conduct safety inspections, environmental audits, and recommend corrective action. Lead incident investigations as necessary.

j.Maintain files and records in compliance with all applicable policies and regulations.

k.Promulgate NOAA Fisheries Environmental Health and Safety Action Plan and Safety Action Plan.

l.Collection and analyze research and information development necessary to execute and disseminate environmental compliance reports as required.

m.Review NMFS-wide compliance procedures, evaluates, regulations, recommends training programs;

identifies and ensures that environmental/occupational operations including hazardous control activities are in place.

n.Assist with evaluating the effectiveness of occupational safety requirements in the work environment.

o.Tracks, reports, schedules, and recommends required training for all safety related personnel, new employees, supervisor and managers. This includes Hazardous shipping/receiving, CPR and first aid, Personnel Protective Equipment, electrical safety, ladder safety, OSHA required training, NOAA training and the like.

p.Serve as a technical advisor and makes recommendations in the development, interpretation or application of the principal NMFS environmental, safety and occupational health policies. Monitors storage of hazardous material and hazardous waste.

q.Assist with overseeing the disposal of hazardous waste via a private contractor.

r.Assist with conducting facility safety assessments/investigations of reportable mishaps involving personal injury accidents, property damage, and occupational illnesses.

s.Analyzes and conducts risk assessments, operating practices to minimize risk, identifies and makes risk mitigation strategies.

t.Recognizes hazardous and potentially hazardous conditions, develops, recommends solutions and or control measures; provides advice for maintenance and safety equipment.

u.Provides safety training and education, evaluates problem areas, documents concerns, and develop plans and adjustments to establish compliance and adherence to all OSHA and NOAA Safety regulations, policies and procedures.

v.Utilizes administrative knowledge and abilities to perform analytical evaluations for safety and environmental concerns, develop reports, and produce documentation in support of tasks.

Experience/Education Undergraduate and Graduate Education:

- Major study--safety or occupational health fields (safety, occupational health, industrial hygiene, environmental science or engineering), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

-Applicants must have at least three (3) full years of experience as a Safety, Environmental, Occupational Specialist or related field.

TASK 5 - Maintenance Technician III The task includes the following:

III.PLACE OF PERFORMANCE

IV.OPERATIONAL HOURS

NEFSC Facility access is from 6:00am-6:00pm, Monday through Friday. The positions are full-time and the hours are expected to be 40/week with availability on weekends, holidays, and emergency situations as necessary.

-Shall be contacted after normal working hours for emergency operational responses.

-Weekend/holiday security and operational checks on a rotational basis.

-Overtime requirement: two (2) weekends per month, two (2) hours per weekend day (total of 4 hours) when required.

-Shall carry a duty phone on a rotational basis.

V.OVERTIME, TRAVEL, AND TRAINING

Overtime is anticipated on rotational basis and for emergency responses for Maintenance Technicians and other staff as necessary. If additional overtime is required, it shall be coordinated through the COR and approved on a case-by-case basis by the Contracting Officer in writing. Any overtime worked prior to the receipt of proper written authorization from the Contracting Officer will be done at the Contractor’s own risk and expense.

Training is authorized for DOC/NOAA/Fisheries specific systems and requirements only as required by the contract.

-NOAA IT Security -NOAA Safety Training -NOAA Diving Certification -Confined Space - specifically for Milford, CT and Sandy Hook, NJ locations -GSA Defensive Driving Training -Underground Storage Training (UST) training levels A, B and C.

Travel will be reimbursed in accordance with the Federal Travel Regulations, and all contractor travel must be approved prior to the actual travel by the COR, using the NMFS Travel Authorization Form.

This contract includes a Performance Requirements Summary (PRS) and Quality Assurance Surveillance Plan (QASP). The PRS plays an integral role in the administration of the contract. In addition to any applicable inspection clauses or other related terms and conditions contained in the contract, the PRS serves as a primary tool for inspection and acceptance of services as facilitated by the Contracting Officer’s Representative (COR). Evaluation of the Contractor’s overall performance will be in accordance with the performance standards set forth in the PRS, and will be conducted by the COR.
