Amendment 0003 is to update the line item list to include Not-to-Exceed values and line item types.

Answers are also provided to vendor questions below.

1. The Government states "The services could be provided at any one of the following NEFSC Facilities:

166 Water Street, Woods Hole, MA 02543; 212 Rogers Ave, Milford, CT 06460; 28 Tarzwell Drive, Narragansett, RI 02882; 74 Magruder Rd, Highlands, NJ 07732". Can the Government clarify if the roles prescribed in the PWS are to be filled at each of these locations, or stationed at one or multiple locations?

See Amendment 0002 Page 3 for estimated staffing levels for informational purposes only.

2. The Government specifies a Maintenance Technician I, II, II, Lead and SECO are required in accordance with the PWS. Can the Government specify FTE's for each task area within the SOW that are required?

See answer 1.

3. The Government provides CLINs for Travel & Overtime, but does not clearly specify the parameters for estimation within the PWS. Can the Government provide historical overtime and travel data for bidders to use when developing proposed pricing?

See Amendment 0003 page 4.

4. The Government specifies that key personnel will be completed at the time of award and requires CO approval before substituting. The PWS does not reference key personnel requirements. Can the Government clarify if key personnel will be billable (one of the task areas within the SOW) or non-billable roles (Contract Manager)?

See CAR 1352.237-75. This is a Firm Fixed Price (FFP) contract, all costs (labor for services, materials, direct and indirect costs) shall be included in the monthly FFP amount.

5. The Government specifies technical proposals must be double-spaced. Would the Government consider loosening the language to be single spaced?

No, not at this time.

6. Can the Government confirm that the cover page, cover letter, and certifications & representations do not count against the fifteen (15) page limit?

Please see FAR 52.212-1 Addendum under Volume 1 - Technical proposal on Page 47 of the solicitation for page limit information.

7. The Government specifies that the proposed staffing and management plan will include the key personnel/site manager, however the PWS does not have any language regarding this requirement. Can the Government clarify on whether key personnel are required as part of the technical proposal or the overall management plan?

8. Will the Government provide an extension to the current due date by seven (7) calendar days?

The solicitation is not extended.

9. Will the Government allow for a second round of industry questions based on any modifications to the existing solicitation?

No, not at this time.

10. Can the Government confirm which specific positions require resumes at the proposal stage?

Resumes are only required for Key Personnel.
