Statement of Work NOAA Navigation Response Team – Patuxent (S3008) Hull Repair and Bottom Paint Renewal
A] GENERAL INFORMATION
1] This Statement of Work contains the requirements for hull repairs, installation of an active cathodic protection system, and bottom paint renewal on the NOAA Navigation Response Team – Patuxent vessel, NOAA hull number S3008.
2] The general characteristics of the vessel are as follows:
Length: ~34 feet (w/ stern guard rail) Beam: 8.5 feet Draft: ~2 feet Displacement: ~11,500 fully loaded Vessel location: Patuxent, MD Propulsion: Twin Honda 225’s w/ SS props
3] PLACE AND PERIOD OF PERFORMANCE. S3008 is home ported at 46970 Bauhof Rd, Patuxent River, MD 20670. Offerors must be within 100 miles by road of this location. Work shall be completed at the contractor’s facility or a mutually agreed upon location to be determined and documented at contract award. NOAA shall deliver the vessel to the contractor’s facility or agreed upon location, and NOAA shall retrieve the vessel at the same location at the end of the period of performance.
The required performance period for all work defined herein is: 90 Days from the contract award date.
4] Coordination of the work schedules will be the responsibility of the Contractor to avoid any delays or disruptions in order to meet the performance period. The Contractor will provide all facilities, labor, materials, tools, and services required to complete the work UNLESS exceptions are noted in the specified tasks below.
5] Upon arrival at the Contractor’s facility the contractor will accept full responsibility for the safety of the vessel, including but not limited to fire protection, security patrols, water-tight integrity, protection from adverse environmental conditions, etc. This responsibility will terminate only after all work defined herein (or added during the work period) is complete, accepted by NOAA, and NOAA personnel remove the vessel from the Contractor’s facility.
6] The Contractor will ensure that all weight lifting machinery and equipment are fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of required lifts, and operated by trained, competent personnel.
7] Any welding that may be required as part of the tasks defined below shall be performed by certified welders working in accordance with approved welding procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these certifications shall be presented to the TPOC before work begins. Any new plate used during the course of this contract shall be 5083-H116 aluminum and any extruded support structure shall be 6061-T6 or 6063-T52 aluminum alloy. Weld filler shall be 5356 or 5183. Weld throat widths shall equal the original welds.
After welding, remove all smoke, soot, and oxides with a wire brush, and deburr all sharp edges.
8] All work performed under this SOW (or added to it during the period of performance) will meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below.
9] In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor will submit a Condition Found Report (CFR) to the TPOC. The CFR will define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the performance period. CFR’s will address only one issue each, and be identified numerically as “CFR-1”, “CFR-2”, etc.
10] NOTE: All work performed on the vessel will be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and those alternatives are agreed to by NOAA.
B] HULL REPAIR AND BOTTOM PAINT RENEWAL
01] – HAUL, BLOCK, CLEAN, STORE, and LAUNCH Remove the vessel from the trailer with an appropriately sized and rated lift. Pressure-wash the entire hull from sheer line to keel removing all dirt, grime, and marine growth. Block the vessel in a level attitude. Inspect the hull, coatings, and all attachments and report any damage or discrepancies to the NOAA TPOC in writing.
As completion of all work nears an end, provide notification to the TPOC approximately 1 week before anticipated readiness to perform required inspections and testing. Provide follow-up notification 24hrs before inspections and testing. At the scheduled time, the TPOC will conduct a walk-through of the vessel. Required inspections and testing are listed in Section C of this document. At completion of the TPOC walk-through, place the vessel back on the trailer using an appropriately sized travel lift.
2] OUTBOARDS ANS MOTOR MOUNTING BRACKETS:
In the fall of 2024, a doubler plate was added to the motor mounting bracket. As part of that work package, the entire motor bracket was blasted and painted with a paint system equivalent to the paint system for the vessel’s underwater hull as described in this SOW. When preparing the boat for blasting and painting per Section 6 of this SOW, the contractor shall protect the engines and painted areas of the motor mount and the immediate vicinity of the motor mounting bracket and transom. See the image in Appendix C. The yellow areas in the image are have new paint and do not require repainting. The contractor will feather into the area depicted in yellow when applying the new coats of the paint system described in Sections 7, 9, and 10 of this SOW.
3] MOON POOL:
The vessel has a moon pool located under the aft deck Freeman hatch. The moon pool is fitted with an adapter plug that houses the vessel’s multibeam sonar. The adapter plug is made of 3/16” 5083-H116 aluminum. The adapter plug is attached with fasteners around the perimeter flange and sealed with a marine grade gasket maker compound. The adapter plug lowers out from the bottom of the hull. The vessel’s sonar equipment will be removed prior to delivery to the contractor’s facility. Prior to prepping the hull for paint, the contractor will remove the fasteners and the gasket adhesives securing the adapter plug in the moon pool and remove the adapter plug from the vessel. The exterior surface of the adapter plug and the portion of the moon pool exposed to water will receive the same surface preparation and paint application as the rest of the vessel’s underwater surfaces, as detailed in this
SOW.
After all primer and antifouling coats have been completed, the contractor will remove any overspray, debris, or contaminates from the mating surfaces of the adapter plug and moon pool and reinstall the adapter plug into the moon pool using a marine gasketing material applied in accordance with the product’s specifications. Use of a bedding compound to electrically isolate the fasteners from the hull is required.
4] EXISTING BOTTOM PAINT:
The barrier coat currently on the boat is e-Paint EP1000 and the Antifouling paint is e-Paint SN-1.
Remove all remaining bottom paints using an appropriate removal technique. Primer shall not be applied over existing bottom paints.
5] HULL INSPECTION:
After the bottom paint has been removed from the hull and moon pool plug, inspect the hull to identify any pits that may be present that exceed 1/16” depth in the hull or exceed 3/64” depth in the moon pool plug. Using a pit gauge, measure the deepest pits (if present) and submit a Condition Found Report (CFR) listing the number of pits that exceed the stated thresholds and a cost estimate to address them.
Work on pitting (if required) may not proceed until receipt of an Authorization to Proceed Notice.
Prior to any welding (if applicable), a marine chemist or other qualified person must certify that the bilge areas to be welded are gas free and safe for hot work. Spaces certified as safe for hot work must be labeled. Grind out the pits to remove oxides, chlorides, and other contaminants. Clad weld the pits using MIG or TIG welding techniques. Inspect to ensure there are no porosities in the weld and correct if necessary. After welding, remove all smoke, soot, and oxides with a wire brush, and deburr all sharp edges.
6] SURFACE PREPARATION:
The underwater hull up to 4” above the waterline, exterior surfaces of the moon pool plug, and the transom deck shall be prepared to no less than a near-white metal blast cleanliness in accordance with NACE 2, SSPC-SP-10, SA 2.5 specifications. If primer and antifouling coats are to be applied with a sprayer, take measures to ensure that primer and paint overspray do not get on other portions of the boat.
7] PRIMER APPLICATION:
This vessel is an aluminum hulled work boat that is frequently trailered and operates all year. The epoxy barrier coating selected shall be appropriate for aluminum hulled vessels and the intended vessel usage.
Immediately after surface prep, apply the first coat of the primer system to the underwater hull surfaces to 4” above the waterline; the moon pool adapter plug’s exterior surface (4 sides plus the bottom); and the transom deck. Follow the manufacturer’s application instructions for number and thickness of coats and recoat intervals based on surface temperature and other environmental conditions. Random wet film thicknesses shall be taken during the application process to ensure proper coverage is achieved.
Before applying each additional coat, random dry film thicknesses shall be taken to ensure proper coverage has been achieved. Document starting and ending air and substrate temperatures, recoat intervals and wet and dry film thicknesses. Provide the written documentation to the TPOC.
Note: Installation of the Electro-Guard 620A anodes as described in ITEM 8 of this SOW requires application of a dielectric epoxy in the vicinity of the ICCP anodes after the barrier coats have been applied and before the antifouling coats are applied. Cure times of the various products will need to be monitored closely. Following the cure time of the di-electric epoxy around the anodes, it may be necessary to apply a final coat of barrier epoxy to the underwater hull to allow chemical bonding of the first antifouling layer.
8] IMPRESSED CURRENT ACTIVE CATHODIC PROTECTION SYSTEM INSTALLATION:
Purchase and install two ElectroGuard 620A impressed current active cathodic protection (ICCP) systems in accordance with the manufacturer’s instructions. Because the vessel does occasionally work in fresh water, an additional ICCP anode is required for each system. Each of the two ElectroGuard 620A systems, therefore consist of 2 ceramic coated titanium anodes, a reference cell, controller, monitor display, and dielectric shielding epoxy kit. Install the anodes and reference cells in the locations indicated in the picture provided in Appendix A. All electrical work shall be in accordance with ABYC E-
11. Appendix B includes a quote from ElectroGuard for a single system configured for fresh water. This SOW requires two such systems. ICCP systems from other manufacturers are acceptable, as long as it results in an equivalent level of protection.
9] ANTIFOULING PAINT APPLICATION:
This vessel is an aluminum hulled work boat that is frequently trailered and operates in all seasons. The Antifouling paint used shall be appropriate for the intended vessel usage. The first coat of antifouling paint must be a different color to serve as a signal coat. Chemically bond the first antifouling coat to the barrier/tie coat as applicable for the chosen paint system. Following the signal coat, apply the manufacturer’s recommended number of coats to the underwater hull surfaces to 4” above the waterline; and to the moon pool adapter plug’s exterior surfaces that comes in contact with the water (4 exterior sides and the exterior bottom). Follow the manufacturer’s application instructions for recoat intervals based on surface temperature and environmental conditions. Random wet film thicknesses shall be taken during the application process. Before applying each additional coat, random dry film thicknesses shall be taken to ensure proper coverage has been achieved. Document starting and ending air and substrate temperatures, recoat intervals and wet and dry film thicknesses. Provide the written documentation to the TPOC.
10] ANTI-CORROSION PAINT APPLICATION:
Following the application of the barrier coats, apply 2 coats of anticorrosion paint to the transom deck.

Random wet film thicknesses shall be taken during the application process. Before applying each additional coat, random dry film thicknesses shall be taken to ensure proper coverage has been achieved. Document starting and ending air and substrate temperatures, recoat intervals and wet and dry film thicknesses. Provide the written documentation to the TPOC.
11] CLEAN UP:
Ensure that the boat is free from paint flakes, dust, and debris generated during paint removal and surface preparation. Any overspray shall be removed.
C] INSPECTIONS AND TESTING
In the presence of the TPOC during acceptance, take a final set of random coating thickness measurements to demonstrate achievement of the manufacturer’s specified dry film thicknesses. This final set of measurements shall include measurements at the bow, waterline, keel, and chines. The TPOC will verify that all paint flakes, dust, and debris generated during paint removal and surface preparation has been removed and that the vessel is free from overspray on unpainted surfaces, engines, etc.

E] INVOICING REQUIREMENTS
The contractor shall submit invoices via IPP.gov for payment.
F] SECURITY REQUIREMENTS
The Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.
The contractor will not access, store, process, or transmit any government privileged information. The contractor will not have access to any government owned equipment or access to any non-public government systems or networks.
