THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED
AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
This synopsis/solicitation 1305M225Q0073 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-03.
The National Oceanic and Atmospheric Administration’s (NOAA), The NOAA Navigation Response Team – Patuxent vessel (hull number S3008) is in need of hull repairs, installation of an active cathodic protection system, and bottom paint renewal.
All work shall be in accordance with the attached Statement of Work (SOW) and/or Drawing Package.
The Period of Performance is Date of Award through 90 days. The Place of Performance is to be determined (please see
SOW).

0001 Lift, block, and store the vessel. Remove the moon pool plug from the moon pool. Prep surfaces of the hull and exterior of the moon pool plug for paint. Apply coats of epoxy primer and antifouling per the manufacturer's recommendations and meeting the Government's specified requirements. Return the vessel back to its trailer when all other work on the contract is complete.
Delivery: Within 90 days ARO FOB: Destination

0002 Purchase and install two (2) Electroguard EG620A (or equivalent) impressed current active cathodic protection systems. Each system shall include an additional ICCP anode for optimal system performance in both fresh and saltwater. Install the systems per the manufacturer's recommendations in the locations indicated in the SOW.

Contract Type/Evaluation
The Government will award a firm fixed price contract based on Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.
This RFQ is a 100% small business set-aside. The associated NAICS code is 336611, Ship Building and Repairing, with a size standard of 1,300 employees.
Service Contract Labor Standards
A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4281, Revision Number 32, dated December 23, 2024.
Offeror Instructions
Each offeror must provide the following information with the quote:
1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and Unique Entity Identifier Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ.
Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
5. Completed Past Performance Reference form.
Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.
Site Visit
A site visit is strongly encouraged. Offerors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. Please contact LT Carly Robbins at (541) 283-3914;

Quotes in response to this solicitation shall be submitted electronically via email by 11AM Eastern, on March 10, 2025 to the following Government representative(s):

It is the Offeror’s responsibility to ensure that any submission transmitted to the specified Government representative(s) is received prior to the due date specified herein.
Offerors are highly encouraged to contact the Government representative(s) specified above prior to the solicitation’s stated time and date for receipt of offers to ensure the Government has received the submission. Offers received after the date and time specified in this solicitation may be excluded from consideration.
The anticipated award date is on or about March 28, 2025.
