1305M225Q0073 Q&A

1. In October of 2024 under solicitation 1305M224Q0249, the transom bracket and surrounding transom was blasted, and an approved barrier coat and bottom paint system was applied. Attached photo shows the extent of the area with new coatings (in yellow). Leaving this area undisturbed, and only applying a final overcoat of bottom paint would represent a significant savings to the government while ensuring the corrosion protection and antifouling protection are still like new. Would the government accept a bid that leaves the outboards and recently recoated transom bracket untouched?

a. We agree with the assessment that the referenced areas don't necessarily need to be repainted since they have new paint. A revised SOW is provided.

2. Will this job require Dry Docking Facilities certification, SFLC Standard Specification 8634, which is the standard held for dry docking USCG small boats?

a. SFLC Standard Specification 8634 certification is not required.

3. Blast cleanliness will be in accordance with NACE 2 standards. Will a NACE level 2 inspector be needed to approve? If so will they only inspect after blasting, or will they be required to be present during all blasting? Will they be needed to inspect final paint, or will they need to be present during all painting operations?

a. A NACE Level 2 inspector is not required. The successful offeror is required to meet paint system manufacturer’s specifications for prepping and painting, and warrant the work in accordance with applicable warranty clauses in the contract.

4. Does the bottom of the boat that needs to be blasted make the bottom of the fuel tank, or are the tanks separated from the hull? If shared, are you considering the NACE 2 blasting hot work and will a marine chemist be needed to certify fume free before blasting?

a. The fuel tank and the hull are separated.
