Requirements for Style: Each offeror shall submit a proposal that clearly and concisely describes and defines the contractor’s response to the requirements contained in the RFP. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the offeror’s lack of understanding of cost consciousness. Elaborate art work, and expensive visual or other presentation aids are neither necessary nor desired. Where page limitations are specified for offers in response to this solicitation, one page is equivalent to one side of a double-sided printed piece of 8.5” by 11” paper. Font sizes must be no smaller than Times New Roman, size 10 type. Any material submitted, including appendices and attachments, that exceeds the page limitations specified will not be considered during the evaluation process. Failure of the offeror to comply with the page limitations, resulting in the excess pages not being evaluated, shall not constitute grounds for a protest.

● Cover page (inclusive of a table of contents and/or a glossary) shall not be more than 3 pages.

b. In order for the technical proposal to be evaluated strictly on the merit of the material submitted, no contractual price information is to be included in Volume II-Technical Proposal.

c. The Technical Proposal shall not exceed 60 pages. Any pages in excess of 60 will be disregarded, and will not be included in the proposal evaluation.

(ii) Evaluation Factors

Evaluation Factor 1 - Technical and Management Approach

(i) The offeror shall provide a Technical and Management Approach that will successfully accomplish the requirements of the solicitation, including the PWS. The offerors Technical and Management Approach shall clearly describes the management controls, techniques, and procedures that will be used to ensure the requirements in the PWS are performed in a timely, responsive, professional, and efficient manner.

Offerors Technical and Management Approach shall provide a plan that describes how the offeror will perform the requirements in the PWS that addresses the following:

· Field Maintenance Support (including but not limited to PWS sections 2.1.1.1 and 2.2). Offerors shall describe how they will address field maintenance support requirements, at sites where this is required, per

Attachment 1A1.

· Logistics Support (including but not limited to PWS sections 2.2, 2.3.1 and 2.3.4). Offerors shall describe how they will address the logistics support requirements, at sites where it is required, per

Attachments 1A1, 1A2 and 1B.

· Depot Maintenance Requirements (including but not limited to PWS 2.1.1.2, 2.2.1.5, 2.3.2 and 2.3.4).

Offerors shall describe how they will address the depot maintenance requirements, at sites where it is required, per Attachments J.5, J.6, and J.7.

· Satellite Ground Terminal support requirements (including but not limited to PWS 2.4). Offerors shall describe how they will address the satellite ground terminal maintenance and support requirements for

GNC and NWWS sites.

· General staffing approach for utilization of the offeror’s personnel resources that demonstrates an understanding of the skill sets required to successfully accomplish the tasks of the PWS.

· Approach for recruiting, development, and retention that demonstrates the offeror’s plan to minimize staff turnover.

· Property Control plan to address proposed approach to control, protect, preserve, and maintain all

Government property.

· Transition Plan to identify the approach for accomplishing the transition services.

(ii) The offeror shall also describe any risks associated with the solicitation, including the PWS and any risks associated with implementation of the offeror’s management approach; describe any techniques and actions to mitigate such risks; and explain whether the techniques and actions identified for risk mitigation have been successfully used by the offeror.

(iii) If the offeror simply restates the requirements of the solicitation, the proposal will be deemed unacceptable as it does not demonstrate that the offeror has an understanding of the work to be performed.

(iv) The Government reserves the right to exclude from further consideration and evaluation of Factor 2 -

Past Performance, if its Technical and Management Approach is considered unacceptable and no longer considered for award.

Evaluation Factor 2 - Past Performance

(i) The offeror shall demonstrate recent and relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under different contracts within the past three (3) years prior to the RFP closing date with at least one (1) year of completed performance that is the same as or similar to, the scope, dollar value, and complexity of the work described by this RFP.

(ii) To demonstrate its past performance, the offeror shall identify up to three (3) of its most relevant contracts within the past three (3) years from the RFP closing date in Attachment J.3 Relevant Project

Form. Offerors shall provide a detailed explanation demonstrating the relevance of the contracts to the requirements of the RFP in Attachment J.3 Relevant Project Form. Submission of the three (3)

Attachment J.3 Relevant Project Form for the three (3) references will not be included in the page count for Volume II- Technical Proposal.

(iii) The following minimum information shall be provided in Attachment J.3 Relevant Project Form:

· Contractor Name, Address, and Point of Contact Information

· Unique Entity Identifier (UEI) Number

· Referenced Contract/Project Name

· Referenced Contract Number/Order Number

· Contract Type

· Contract Award Date

· Period of Performance

· Estimated/Actual Completion Date:

· Explanation of Delay if applicable

· Contract Value: Award Value and Current Value

· Contract Agency or Commercial Entity and Reference Information

· Brief Contract Description to include rationale supporting offerors assertion of relevance and how it was determined that the work performed previously was the same or similar in size, scope, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. How was the relevant contract comparable to the NWR Maintenance project?

· Complexity of Work (low, moderate, high)

· Complete questions identified on page 3 of the attachment.

· Specify Prime, Subcontractor, Joint Venture, or Other Agreement

· Prime Contractor’s Information (if subcontractor)

(iv) Ensure correct phone numbers and e-mail addresses are provided for the client point of contact. The

Government must be able to verify each past performance reference received.

(v) If a Contractor Performance Assessment Report (CPAR) is completed within three (3) years, then the offeror shall NOT send the Attachment J.4 Past Performance Questionnaire to those Government and commercial activities. If a CPARS is not completed, the offeror shall send Attachment J.4 Past

Performance Questionnaire to those Government and commercial activities provided by the Offeror in their submission. Email the completed survey form directly to Brent Frost at Brent.Frost@noaa.gov and

Carrie Perry at carrie.l.perry@noaa.gov only if CPARS has NOT been completed within three (3) years of the completion of performance for the past performance reference by the due date of this solicitation. The

Government reserves the right to consider past performance information received after the due date of the

RFP and to contact references for verification or additional information.

(vi) For purposes of this RFP, a contract is defined as a purchase order, a contract, a single task order or call order, an IDIQ, or Blanket Purchase Agreement (BPA). An IDIQ, BPA, or other indefinite delivery vehicle can be submitted as only one (1) of the three (3) past performance references. If an IDIQ, BPA, or other indefinite delivery vehicle is submitted, in addition to the minimum information required to be submitted in Attachment J.3 Relevant Project Form, the offeror must also provide the total number of orders issued, the associated value of each order, each order number, number of full-time equivalents performing under each order, and description of the methodology to ensure timely and quality performance across all orders. For references that are not an IDIQ, BPA, or other indefinite delivery vehicles, the Government reserves the right to not consider multiple delivery orders, call orders, task orders, and/or technical direction letters that are combined to be used as one (1) past performance reference. The contract used for one (1) past performance reference cannot be used as a duplicate reference. If the same contract is used for two past performance references, the latter reference will be omitted.

(vii) If the reference submitted is from a subcontracting effort then the prime contractor’s contract/order number must be submitted as well as the subcontract number.

(viii) The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including Government past performance databases and sources outside the Government. These contracts, if any, must meet the “recency” and “relevancy” requirements to be considered. While the Government may elect to consider data obtained from other sources, Offerors are responsible to submit recent and relevant references that the Government can readily contact and for presenting information establishing the relevance of their experience to the Government’s requirements under this RFP.

(ix) Consent Letters (To be submitted in the (Volume 2 – Technical Proposal- Evaluation Factor 2- Past

Performance) - The offeror shall submit a written consent letter from each proposed subcontractor, teaming partner, and joint venture partner authorizing the release of Past Performance information to the offeror and to allow NOAA to discuss the Past Performance information with the quoting offeror.

(x) Offerors shall assume that the Government has no prior knowledge of their Past Performance and that the Government will base its evaluation solely dependent on the information offeror’s provide in the submission of their Volume 2 - Technical Proposal - Evaluation Factor 2 - Past Performance. Therefore, offerors are required to present a detailed, comprehensive and self-contained description of their past performance. This means offerors should not expect that the Government has any pre-existing information or context about their previous work, and should include all relevant details in their submission.

Volume III - Price Proposal

Evaluation Factor 3 - Price

(i) Price proposals must adhere to the pricing structure established in attachment J.2, Schedule of Prices.

(ii) Offeror shall complete Attachment J.2, Schedule of Prices. Offerors are required to provide a unit price for all pricing and an hourly labor rate for all labor categories listed. An estimated quantity of stations and estimated labor hours are provided for evaluation purposes only. The actual quantities required or needed during each Ordering Period may change. Offerors shall not alter the CLIN structure provided in Attachment J.2, Schedule of Prices. Offerors shall only provide inputs for rates and estimated totals for each CLIN and ordering period.

(iii) Each offeror's price proposal must be based on the offeror's technical proposal, the Government's specifications, and other contractual requirements. If the prices to be used are based on a published price list or catalog, the offeror shall so state, and provide a copy of the document with its price proposal. If the prices are to be based on established market prices, not otherwise published, or are prices applicable only to the proposed contract, the offeror shall so state.

(iv) The Government expects that this IDIQ contract will be awarded based upon adequate price competition. However, in order to determine that offered prices are fair and reasonable, the Government reserves the right to request that the offeror to provide further information to support proposed prices.

(v) Offerors may choose to submit a price narrative to explain pricing, however it cannot exceed 5 pages in length.

(vi) NOTE: Unit prices and/or hourly labor rates left blank or annotated with something other than a dollar figure shall be considered unacceptable and the Proposal may be rejected without any further consideration.

(End of Provision)

NWR RFP Questions

1305M224R0004

1. Q: ATCH J.2 Schedule of Prices (Labor Categories tab) – Are the hours listed for each labor category representative of the current labor hours being reported by the incumbent or are they modeled on what? the Government has determined to be an appropriate staffing level to support this contract?

A: The hours listed for each labor category have been determined by the Government.

2. Q: ATCH J.2 Schedule of Prices (Labor Categories tab) – For the purposes of this solicitation, does the government consider 1880 hours to be one FTE (Full Time Equivalent)?

A: The Government considers 1,880 hours to be one FTE.

3. Q: 2.2.1.1 On-Site Routine Maintenance – In paragraph 6 it states that: “The Government reserves the right to periodically modify the "Maintenance Schedule” attachments defined in this section.”

– Since a change to the maintenance schedule will cause a change to the scope of the on-site maintenance requirement, we presume that the government will agree to have detailed conversations with the contractor regarding requests for equitable adjustments that could result from these changes.

A: Any changes to the maintenance schedule will be taken into consideration prior to a Task

Order Request for Quote.

4. Q: 2.2.1.2 Corrective Maintenance – “The Contractor shall perform all corrective maintenance whether identified by the Contractor or requested via a service call. Corrective maintenance is defined as a repair action required because a transmitter is operating outside of its normal, defined operating parameters. When corrective maintenance is required due to a service call, routine maintenance in accordance with Section 2.2.1.1 shall also be performed prior to leaving the transmitter site.” – Since this is a FFP priced item, can the government provide any historical data about how many corrective maintenance visits are typically required annually? We understand that there’s no guarantee that historical trends will continue, but it will at least provide a rough order of magnitude of how much travel offerors should be prepared to support.

A: Historically on average, 165 corrective maintenance site visits have been conducted annually over the span of the previous contract.

5. Q: Para 2.2.1.3 Routine Maintenance Monitoring – Will this software be provided to the contractor by the Government, or will this be procured separately by the contractor? What is the name of the software that is used to access the transmitters?

A: The Federal Government will provide the required software for routine maintenance monitoring of NWR Transmitter sites. As noted in the solicitation, there are 4 different and unique NWR transmitter brands/manufacturers that require maintenance and logistics support: Armstrong, Crown, Continental Electronics, and Nautel. Each transmitter manufacturer developed its own unique software package for remote control and monitoring of their transmitters, and the Federal Government will provide each of these 4 software packages to the successful bidder at the time of contract award.

6. Q: Para 2.2.1.5 Required Maintenance Services – Can the government provide any failure history or data that would indicate the number of transmitters that have historically had to be replaced annually at the contractor’s expense?

A: Since this question focuses on replacement of transmitters, vice just repair of failed transmitter subassemblies, the Government assumes the question is focused on this particular sentence out of the referenced PWS requirement: “If a received transmitter assembly is deemed un-repairable by the Contractor, the Contractor shall replace it with a new assembly at Contractor expense.” The

Government does not specifically track instances where transmitter assemblies needed to be replaced in their entirety, vice just needing to be repaired, so we are unable to provide a specific answer to this question.

7. Q: Para 2.2.2 System Availability – Is there a specific calculation that the government would like the contractor to use when reporting and tracking the average System Availability? Additionally, can the government provide historical data for system availability for the past 5 years?

A: System Availability as it relates to this requirement, is the average number of hours of out of service time for transmitter specific issues, per contractor maintained site, when the out of service hours are averaged across all the contractor maintained sites (103 sites). For the past 5 years, system availability of the NWR transmitters themselves has averaged just under 1 hour of out of service time per site, as averaged across all 103 contractor maintained sites. It’s important to understand that this system availability is only for the NWR transmitter component, and does take into account other NWR system components, like telecommunications links that provide audio to the NWR transmitters, the NWR broadcast antenna systems, availability of commercial power, etc.

8. Q: Para 2.2.2 System Availability – Are there any exceptions to the calculated/reported site outage time of 88 hours for things that are outside of the contractor’s control? For example, inclement weather, waiting for time and repair costs approval by the COR, pending site access approval by the facility manager, spare parts availability, etc.

A: The Government concurs that factors beyond the immediate control of the contractor will not factor into system availability calculations, such as site accessibility issues due to severe weather/other causes or delays in waiting for site access or repair approvals from the

COR. However, availability of spare parts in general is not an exception to system availability requirements and getting repairs done, as the contractor is expected to maintain a sufficient spare parts stock to effect repairs in a timely manner. This is true even if the required spares are not part of the GFE spare parts inventory that the Government provides the contractor at the time of award. There may be cases where a “specialty” replacement part is required, that could not reasonably have been anticipated in advance, and the Government will take instances such as these under advisement as an exception to system availability on a case by case basis.

9. Q: Para 2.2.2.3 Notification of Outage – Is there a minimum acknowledgement/return call response time requirement for the contractor to respond to a reported site outage via an inbound call to the helpdesk?

A: Return call response times shall be considered a part of the overall required maximum restoration time for site outages defined in PWS section 2.2.2.1 and degraded operational capability defined in section 2.2.2.2 of the PWS.

10. Q: Para 2.3.1.1/2 – Can the Government provide a log of shipments to sites in support of routine and emergency requests?

A: The Government is unable to provide a log of actual shipments that occurred for logistics support, but below is a summary of how many logistics support shipments occurred each calendar year, for the past 5 years. This is a representation of the number of shipments that occurred, and not the number of parts actually shipped, as some shipments contained multiple parts. The

Government does not track which of these requests were in response to routine requests, vice emergency requests, so we cannot provide a breakdown of these numbers on that basis.

Calendar Year Number of Logistics Support Shipments

2019 604

2020 601

2021 559

2022 641

2023 587

11. Q: Para 2.4.2 Help Desk Support - Can the government provide copies of the associated trouble tickets that were opened and closed by the helpdesk during the previous contract?

A: The Government is unable to provide copies of specific trouble tickets for satellite ground terminal support. In general, there have been very few trouble tickets opened relative to section

2.4.2 of the PWS in the past 5 years (Three total, over the 5 year period). All those trouble tickets were the result of either a part failure in the satellite ground station, or a dish misalignment issue. All 3 cases resulted in follow up corrective maintenance to the satellite ground station under section 2.6.1.10 of the PWS.

12. Q: Para 2.4.2 Help Desk Support – Does the Government have a preferred software system that they would want to see used for the opening, updating, and closing of trouble tickets?

A: The Government does not have a preferred software system for trouble tickets of satellite ground stations covered under the PWS.

13. Q: Para 2.5.1.5 Logistics Support for Major Items Parts Inventory – To clarify, all parts that are not identified as MII per Attachment 1C4 are to be maintained at the End Of Contract (EOC) levels and replenished as necessary at the contractor’s expense?

A: Major Items Inventory (MII) parts do not have End of Contract (EOC) replenishment requirements, as was stated in the question. ROAMS spare parts inventory (attachment 1C5) do not have EOC replenish requirements either.

Parts and assemblies which do require EOC replenishment are all parts listed and provided in

Attachments 1C2a, 1C2b, 1C2c, 1C2d, and 1C2e of the PWS.

14. Q: Para 2.5.2.1 Monthly Status Report – Can the government provide copies of all MSRs throughout the previous contract period?

A: No

15. Q: Para 2.5.2.2 Monthly Maintenance Activity Reports – Can the Government provide all

Monthly Maintenance Activity Reports from the previous contract period?

A: No.

16. Q: Para 2.5.2.3/4 Site Activity Reports – Can the Government provide all Site Activity Reports from the previous contract period?

A: No.

17. Q: Para 2.5.2.5 Logistics Activity Database – Does the Government have a preferred database system that they would like the contractor to use?

A: The Government has no preference on which database system the contractor uses for tracking

Logistics activity.

18. Q: Para 2.6 Miscellaneous Services – Can the government provide a history of the hours expended on Miscellaneous Services during the previous contract period and the associated task and labor categories?

A: On average, the following number of labor hours/categories have been expended on miscellaneous services annually over the span of the previous contract.

1. Transmitter/Satellite Ground Terminal Maintenance Technician: 1625 hours

2. Broadcast Tower Maintenance Technician: 1750 hours

About 70% of our miscellaneous services orders are for NWR broadcast antenna repairs/replacements, while the remaining 30% are for other varied NWR maintenance tasks.

19. Q: Most of the part numbers shown in the attachments appear to be Project Part Numbers rather than actual OEM part numbers from each supplier. Can the government update the tables to include the actual OEM Part numbers as well as the Project Part Numbers?

A: The only part numbers the Government has access to at present time are the ones listed in the

PWS attachments of parts. Additional part number references are unavailable at this time.

20. Q: Is the cost of transition considered in the TEP? What impact would the cost of transitioning the program from the incumbent to the new contractor have on the source selection board’s award decision?

A: All prices in Attachment J.2 Schedule of Prices will be factored into the total evaluated price of each Offeror’s proposal during the evaluation process.

21. Q: RFP States - Logistics Support (including but not limited to PWS sections 2.2, 2.3.1 and

2.3.4). Should the sentence refer to "PWS Sections 2.3, 2.3.1 and 2.3.4"?

A: The reference to PWS section 2.2 in this portion of the RFP is correct, and as intended by the

Government. Even though PWS Section 2.2 focuses on primarily on field maintenance the vendor is required to perform at attachment 1A1 sites, there is also an underlying logistics support requirement to this requirement, as the vendors personnel performing the maintenance will require logistics support to obtain parts needed for the repairs they perform, and also to return the failed parts they remove for depot maintenance and repair. This mimics the logistics support requirement for section 2.3 of the PWS, which addresses the NWS maintained sites.

22. Q: RFP States - If a Contractor Performance Assessment Report (CPAR) is completed within three (3) years, then the offeror shall NOT send the Attachment J.4 Past Performance Questionnaire to those Government and commercial activities. Should the offeror provide copies of the CPARS or will the

Government retrieve them? If the Offeror provides the CPARS will the Government confirm that they will not count against the page count?

A: To demonstrate its past performance, Offerors shall identify up to three of its most relevant contracts within the past three years from the RFP closing date on Attachment J.3 Relevant Project

Form. If any past performance reference provided has also been completed in CPARS within three years, the Government will retrieve it from the CPARS database, and the Offerors do not need to also send the Attachment J.4 Past Performance Questionnaire to those Government and commercial activities.

23. Q: Will the Government confirm that the Cover page, table of contents, and a glossary will not count toward the page count limits?

A: The RFP has been revised in Section L, Instruction, Conditions and Notices to Offeror, cover page, to include a cover page limitation of 3 pages.

24. Q: Can the Government please confirm that RFP Tabs 1 - 8, "J.2 Pricing Schedule" is to be submitted under Volume I- Business Proposal and Volume III- Price Proposal?

A: Attachment J.2 Schedule of Prices shall be submitted in respect to Volume III - Price Proposal.

25. Q: The CLIN #s in Ordering Period 2/3/4/5 do not align with the CLIN # in the Summary tab.
