About this file
This document contains Vendor Questions and Answers Part 3 related to a federal contract opportunity for custom built oscillators. The key details are:
The solicitation is for a Request for Quote (RFQ) to procure custom built oscillators for the Radar Operations Center in Norman, OK. The oscillators must meet specific technical requirements outlined in the solicitation, including an output fault signal behavior, phase noise profile, and frequency configuration. The government has a strong preference for oscillator configurations that do not require special software or licensing. The connector interface is also specified. This is a small business set-aside opportunity under NAICS code 334419, using simplified acquisition procedures. Award will not be made to any contractor not registered in the System for Award Management (SAM).

Vendor Questions and Answers Part 3
12. Can you clarify what the OUTPUT FAULT means and how it behaves?
The OUTPUT FAULT needs to be -300 mV +/- 20 mV when the output RF signal is at rated power, i.e. +10 dBm +/- 0.5 dBm. Put another way, -300 mV +/- 20 mV indicates “GOOD”. We have no specific requirements for how the OUTPUT FAULT should indicate “BAD”, i.e. should it behave as an analog or a digital signal. Regardless, the OUTPUT FAULT signal is fed to a comparator that is nominally set to generate a fault when the OUTPUT FAULT signal rises above -150 mV.
13. Is the phase noise profile (Diagrams 1 and 2 provided in Amendment 0001) valid for this particular oscillator?
See Question 3 on Amendment 0001. The phase noise profile is for the overall RF Generator assembly. This oscillator cannot degrade the performance of the overall RF Generator assembly.
This oscillator must meet or exceed the performance defined in the Vendor Item Drawing 2200689. Example measurements of a unit that meets the requirements are found in Diagrams 3 through 8 provided in Amendment 0001. The diagram on page 9 has a slightly higher output jitter than required.
14. Can an external connector be used to configure the oscillator’s frequency?
See Question 11 on Amendment 0002. The NWS wishes to stress that, while any method of configuring the frequency can be entertained, it is strongly recommended that the method chosen not require special software and/or software licensing. This oscillator must be supportable by the NWS through 2040.
15. Can you provide the connector part number so that interface with your system is assured?
The connector interfaces with our system by using a connector specified in Drawing 2200689 Rev C Section 2.1.1 and Figure 3; it is secured using 4-40 UNC slide-lock posts.
