About this file
This document contains Vendor Questions and Answers, Part 2 related to a federal contract opportunity for custom built oscillators for the Radar Operations Center in Norman, OK. Key details include:
The drawings for the oscillator contained an error regarding the 9-pin D connector, which is actually a 5-contact connector in a 5W1 layout, as shown in the revised Drawing No 2200689 Rev C. The government will not accept deviations from the critical dimensions for the oscillator mounting, as specified in Figure 1 of the drawing. There is no RF-input required, only +15V and -18V DC power inputs. The oscillator unit must be configurable, but without any deviations from the specified dimensions or changes to the J1 connector. The NAICS code for this solicitation is 334419, and it is set aside 100% for small businesses. The government intends to procure the oscillators using Simplified Acquisition Procedures under FAR Part 13.

Vendor Questions and Answers, Part 2
8. It was identified that there was an error in the drawing in regards to the 9 Pin D connector.
Please see the revised Drawing No 2200689 Rev C.
The connector is not a standard D-type, Shell size E, 9 pin connector; it has a total of 5 contacts. Pin arrangement is a 5W1 layout (which was mistakenly referred to as 5S1 in Section 2.1.1 of Dwg No 2200689 Rev B), and an image representation of this layout can be found in Figure 3 with additional information about the size of contacts in Table I.
9. Will the Government accept deviations from the dimensions as defined in Drawing No 2200689 Rev C?
No, the through hole spacing described in Figure 1 is critical for the oscillator to mount to the Next Higher Assembly. Therefore we require there to be little to no deviation from the dimensions shown in Figure 1.
10. What is the placement of the RF-input?
There is no RF-input to the oscillator. The only inputs that are required or needed are +15V and -18V DC on pins 1 and 3, respectively, on the J1 connector. Pin arrangement is a 5W1 layout (which was mistakenly referred to as 5S1 in Section 2.1.1 of Dwg No 2200689 Rev B), and an image representation of this layout can be found in Figure 3 with additional information about the size of contacts in Table I.
11. Is there a specific way to make the unit configurable?
The NWS Radar Operations Center is willing to work with any proposed method of making the unit configurable as long as there is no deviation from the dimensions shown in Figure 1, no visible protrusions on the right or left sides of Figure 1, and connector J1 remains unchanged.
