STATEMENT OF NEED

NEXRAD OSCILLATOR

PR# 142082-24-0442

1.0 INTRODUCTION

1.1 Background

The Logistics Management Branch (LMB) provides overall management of the National Weather Service (NWS) logistics for the NWS Radar Operations Center (ROC) NEXRAD program. Responsibilities include developing national logistics policy and guidance; integrated logistics support planning for new systems; inventory management; procurement initiation;

repair ordering; cataloging; source, maintenance, and recovery coding; modifications; customer support and obsolescence programs. It implements computerized systems that interface with military and Governmental systems for logistics data, parts issues, parts receipts and funds transfers. The Branch is the NWS focal point for multi- agency logistics management and serves as a designated Primary Inventory Control Activity (PICA) for the Department of Defense and the Federal Aviation Administration on NEXRAD and ASOS programs.

1.2 Discussion

In order to support the overall life-cycle of the NEXRAD WSR-88D weather radar, the National Logistics Support Center (NLSC), through a Memorandum of Agreement (MOA), provides technical logistics support to agencies within the Department of Commerce (DOC). Emergency shipping, project distribution and other services are provided to DOC field sites at locations world-wide. The NLSC provides highly technical logistical support of equipment spares, critical to the diverse missions of the participating agencies.

For this procurement, the NEXRAD oscillators are not currently stocked in the NWS Consolidated Logistics System (CLS), and are required as sustainment repair parts to place into stock for continued NEXRAD field support. This part is custom manufactured.

1.3 Requirement

The ROC and LMB has a requirement to procure twelve (12) each Oscillators to be used to support the operational radar readiness, maintenance and repair associated with the WSR-88D NEXRAD radar.

2.0 SCOPE OF WORK

The contractor shall manufacture and deliver 12 each Oscillators as per the attached Vendor Item Control Drawing 2200689 Rev B for part number 2200689-201 (NOTE: The NWS is open to discuss the material and coating specification to ensure it does not impact the performance of the oscillator). Any deviation from the attached drawing and material specification must first be discussed and approved by the Contracting Officer and the ROC.

3.0 DELIVERABLES

- CLIN 0001: FIRST ARTICLE, Oscillator, Vendor Item Control Drawing 2200689 Rev B, Part Number 2200689-201, quantity 1, to be delivered FOB Destination within 12 weeks of contract award. The Government will complete a physical inspection on the delivered First Article for quality and adherence to the attached Drawing 2200689 Rev B. The Government will also perform a test installation and run the First Article for one week; final First Article Acceptance/Rejection will be no later than two weeks after delivery.

- CLIN 0002: PRODUCTION, Oscillator, Drawing 2200689 Rev B, Part Number 2200689-201, quantity 11, to be delivered FOB Destination within 12 weeks of First Article Acceptance.

Partial deliveries are acceptable.

3.1 Period of Performance: 6 months after contract award.
