About this file
This document is a set of Vendor Questions and Answers related to a Request for Quote (RFQ) for custom built oscillators for the National Oceanic and Atmospheric Administration's (NOAA) Radar Operations Center.
The key details are:
- The oscillation frequency range is specified as 114.75 to 133.60MHz, with an approximate frequency step size of 0.0625MHz.
- NOAA's preference is for a single oscillator that can be tuned or configured to specific frequencies, such as 115.11021875, 115.23521875, and 115.42271875MHz.
- The jitter specification is 5ps maximum, with an assumed integration bandwidth of 10Hz to 10MHz.
- This solicitation is not related to NEXRAD interference with FAA ARSR-4 frequencies.
- NOAA is seeking clarification on the appropriate measurement techniques for output frequency stability and accuracy.
The related Federal Contract Opportunity is a small business set-aside for custom built oscillators, with a NAICS code of 334419. First Article Testing is required, and the government intends to use Simplified Acquisition Procedures under FAR Part 13.

Vendor Questions and Answers
1. The oscillation frequency is specified as 114.75 to 133.60MHz. Can you indicate the frequency step size required between these two frequencies?
.0625 MHz would be the approximate step size. See the last page for an example of the required oscillator frequencies (highlighted in green), how they correspond to the site frequencies, and what an acceptable frequency to the nearest kHz would be.
2. It is assumed a single oscillator is required to cover all frequencies over the indicated range and that the unit will be shipped preset to one of these frequencies, please confirm if this understanding is correct.
It would be ideal to have a single oscillator that is capable of covering that entire frequency range. But, our desire is to have an oscillator that is capable of being “tuned” or “configured” to a specific frequency by our depot team. For example, we have sites that operate at 2705, 2707, 2710 MHz (115.11021875, 115.23521875, 115.42271875
MHz Oscillator Frequency, respectively). We would like to have a single oscillator that is capable of being “tuned” or “configured” to those frequencies (and all of the other frequencies).
3. The jitter is specified as 5ps max. Can you indicate the integration bandwidth over which this jitter is required. We are assuming 10Hz to 10MHz.
This isn’t something that we can directly measure (integration bandwidth), but we can point you to the figures that we have for the next higher assembly regarding this. See figures 2 and 3.
4. Can you tell me if this NOAA oscillator solicitation is related to Nexrad interference with
FAA ARSR-4 frequencies?
No, it is not related. The Radar Operations Center is not aware of the interference between
NEXRAD and the ARSR-4.
5. The current NOAA solicitation has some requirement ambiguities that need to be resolved (e.g. frequency selections).
Our desire is to have an oscillator that is capable of being “tuned” or “configured” to a specific frequency by our depot team. For example, we have sites that operate at 2705, 2707, 2710
MHz (115.11021875, 115.23521875, 115.42271875 MHz Oscillator
Frequency, respectively). We would like to have a single oscillator that is capable of being
“tuned” or “configured” to those frequencies (and all of the other frequencies).
6. Please provide clarification on what technique or method of measurement to use for output frequency stability.
Oscilloscope, spectrum analyzer, frequency counter, phase noise analyzer.
7. Please provide clarification on what technique or method of measurement to use for output frequency accuracy.
Oscilloscope, spectrum analyzer, frequency counter.
In regards to questions 6 and 7, we can share our measurements that we took using the spectrum analyzer and oscilloscope; please see below.
