Question: Is it acceptable that this part of the Stability Test program be satisfied six (6) weeks in advance of the test?
Answer: Yes
31. WI 3.30 Stability Test/ Inclining Experiment - Paragraph 4.1.6 requires that the inclining test be completed within the first week of arrival at the contractor facility. Paragraph 4.3 requires that preparation tasks be completed approximately one week before the inclining experiment.
These two requirements have conflicting schedules. Preparation for the inclining cannot take place until the vessel arrives at the contractor facility and the requirement of Section 4.3 cannot be achieved based on Section 4.1.6.
32. Question: Will NOAA accept a modified schedule for preparation and/or the inclining date?
Answer: Inclining schedule change proposal: NOAA is open to discussion on alternative plans, but alternatives should still be completed in the first 25% of the period of performance.
33. WI 3.30 Stability Test/ Inclining Experiment - Paragraph 4.9 requires that the Contractor shall develop a detailed weight-report as a result of the work performed during the contract period of performance. Changes in buoyancy must also be reported. NOAA will provide buoyancy changes for Work Item 114 in this Work Package.
Changes in buoyancy result in changes to the vessel’s hydrostatics. If the vessel’s buoyancy and hydrostatics change after the conductance of an inclining experiment, the results of that experiment will be invalid and require that a new inclining experiment be performed. Details of this work item should be discussed and ABS/USCG should be included in the discussion.
34. Question: Work Item 114 does not appear in the references will this be provided?
Answer: Please see Amendment 004 revised work specification 002 WI 3.30 Stability Test/ Inclining Experiment Paragraph 4.9.

Paragraph 4.9 requires that a detailed Weight Report be developed and submitted one (1) week prior to the end of the period of performance.
The submission of the Stability Test Data Report will be incomplete without the known quantity of items that will be included in the Weight Report at the end of the period of performance.
Question: What is NOAA’s expectation of the contractor to produce a complete report for the inclining experiment without the known quantities of additions during the period of performance?
Answer: A weight change report is required for every item as per the general requirements.
36. WI 3.30 Stability Test/ Inclining Experiment – Paragraph 4.9.c requires the final Weight Report to be submitted two (2) weeks after completion of the period of performance.
Question: What is the contractor’s responsibility if the final Weight Report results in an aggregate total of weight added and removed that exceeds 2.0% of the recorded light ship weight from the inclining experiment?
Answer: The government does not anticipate that amount of change to the vessel during this work period.
33. WI 3.30 Stability Test/ Inclining Experiment – Paragraph 4.9.d requires the contractor to submit a NOAA approved Stability Report to ABS for approval. A Stability Report is not included in the list of documents for the Stability Test program.
