The purpose of Amendment 001 is to provide questions and answers:

1. Concern: Work Item 3.30: Stability Test/ Inclining Experiment - The contractor has concerns regarding the timing of the incline test specifically with paragraphs 4.1.3.1, 4.1.5, 4.1.6, 4.3, and 4.3.1 and 4.9.

The contractor suggests that a much more accurate stability test could be achieved by performing the experiment near the end of the project rather than at the beginning. The accurate accounting of additions and subtractions of components removed or added to the vessel based upon calculated centers of gravity of weight of individual components using a crane operated scale tends to add a level of uncertainty to the test results. Scheduling of repairs is also complicated. The specification states that the dead weight survey shall be completed one week prior to the incline test, but the test is to be completed in the first week of the project. An impossible requirement to meet. During that first week, interferences impacting the removal of components scheduled for repair at vendors’ shops cannot be disturbed. Typically, operational liquids in machinery must be kept at normal levels for an incline, delaying any draining. It is suggested that the Stability Test be performed prior to trials. Shifting the timing will provide not only a less costly overhaul but a more accurate test result for vessel’s operational use.

Government Response: It is the government’s intent that this work happens at the beginning of the project. If there are any finding as a result of this work the findings can be addressed before the end. If the work is done at the end there will not be enough time to address any findings.

2. Concern: The contractor has concerns regarding work specifications providing conflicting requirements regarding the relationship of the ABS, NOAA and the Contractor specifically within General Requirements 2.0 paragraphs 2.1.15, 2.3.1.2, 2.3.8.3 and within Work Item

3.1 Temporary Services paragraph 10. Please confirm the contractor is responsible for the following:

a) Arrange a “kick off” meeting with the local ABS surveyor, COR, vessel technical staff and Contractor to review ABS requirements to satisfy necessary load line inspections.

LUDC will act as recording secretary for this meeting and distribute the results to interested parties.

b) Perform any inspections specifically outlined in the work specification.

c). Contractor will notify ABS of upcoming inspections and confirm their intent to attend.

d). Contractor is not responsible for ABS fees, unless a failure on the contractor’s part requires a second, follow up inspection.

e). If there is a discrepancy between the work specification and the NOAA Standard Work Items, the work specification has precedent.

f). Contractor will pass on inspection requests that the vessel may have to the ABS office. Contractor is not expected to follow up on the status of the inspections or conversations performed strictly between ABS and the vessel.

g) Contractor will provide updates to the ABS schedule that was originally developed during the “kick off” meeting as changes may occur.

Government Response: Confirmed, this summary is accurate.

3. Work Item 6.2 Dial Telephone & Public Address/ General Alarm Systems Upgrade is removed from the Dry Dock Repairs Work Specification.

4. Attachment II Price Schedule has been updated.

5. Attached are questions and answers for Amendment 001.

6. Attached are references for Amendment 001.

7. The date inquiries are due has been extended until May 25, 2023. CAR Clause 1352.215-72 Inquiries of the RFQ has been updated.
