C. QUESTIONS AND ANSWERS: All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only – Answers are shown in bold type.
Item 3.2
1. Please provide a copy of reference 3.2.1.10- Tech Manual Bird Johnson or excerpt information necessary for bidding.
- Either Rolls Royce or Sound Propeller is required to be on site to assist with the work on the CPP system. The tech manual is available hard copy only on site at the port office or on the ship. Either required tech rep has the knowledge to provide bidding information.
2. Ref. 3.2.1.8 – missing – need to get number of blades, blade material, OD.
- Drawing OT-S7-0-1 depicts the propeller. It is bronze 4 blade and approximately 6 feet in diameter.
Item 3.4
1. Please confirm location of tank, dimensions of tank. We need square footages. Drawings do not give you the answer.
- The trim & stability booklet shows the tank holding 27.86 tons of seawater, this is an approximate volume of 960 Cubic Feet or approximately 7200 gallons. For bidding purposes assume the tank to be a cube of 10’ X 10’ X 10”. This yields 600 square feet. If the actual square footage is more or less an AIR will be required.
Item 3.5
1. Paragraph 3.5.3.2- How much fuel will be onboard at arrival to contractor’s plant?
- Paragraph 3.2.2 states the ship will be delivered to the contractor’s facility with a maximum liquid load of 70%.
2. Paragraph 3.5.3.7.3- Need to know how many of the gooseneck fittings are welded?
- Assume 10
3. Paragraph 3.5.3.7.4- Need to know how many of the gooseneck pipe fittings will be removed?
- Assume 10
4. Paragraph 3.5.3.8.1- Need pictures or how many deck plates will have to be removed?
- Ship is underway; cannot provide pictures at this time. The deck plating starts at the forward bulkhead of the engine room and ends at the beginning of the shaft alley. It runs between the main engines and the generators and around the back of the main engines. Deck plating is also located between the main engines.
5. Paragraph 3.5.3.8.3- What type of deck plate and hardware? Need to know what type of plating and what sizes and types of hardware.
- Deck plating is stainless steel diamond tread, assume 5/16” dia x 1” counter sunk head bolts.
Item 3.6
1. Need to know what interferences are involved in way of steel repairs.
- A ship check will be required; the general arrangement drawings show the types of spaces involved where the work is being performed. 3.6.4.4.1 gives an idea of systems that will require removal. Other piping system may be required but will require further review when work is performed.
2. Paragraphs 3.6.7.7 & 3.6.8.3- Need drawings of sizes, lengths, locations, what type of drains?
We do not design.
- This requires removing approximately 6 feet of 2 inch steel pipe in each location, inserting the deck and creating a simple deck edge drain that directs the water overboard instead of down thru a pipe. No design work is needed, just discussions on final execution.
Item 3.7
1. Please provide pictures of the areas to be replaced. The drawings call for bolts but the item calls for bimetallic joint. How many linear feet will be replaced? Need to know how much of the bulkheads will be replaced and what is the measurement of the steel plate attached to the deck. What are the interferences involved in the renewals? Submitted on Mon 8/9/21- Need the linear feet to be replaced, how much of the bulkhead will be replaced and what are the interferences involved in the renewals.
- The drawing show the layout and scale of the superstructure to determine length. The deck connection is created by steel flat bar welded to the deck and aluminum connected by mechanical fastening (bimetallic joint). The drawing shows the use of “Hi-Lok” fasteners. Assume the aluminum bulkhead 8” up from the connection will require replacement. Drawing OT-S11-5-1 also show the required size of the steel deck connection. The drawings show the types of spaces impacted by this work but ship checks will be required to get exact info. The spec also include galley work, lounge work and chem lab work in conjunction with this item since these spaces will be heavily impacted.
Item 3.8
1. Need sq.ft. of galley & Vestibule, what type of decking? What are the interferences? Submitted Wed 8/11/2021- Answer- Drawing OR-S9-0-5 depicts the general size and shape of the Galley, all bulkhead sheeting and the overhead will be replaced. Drawing does not give square footages, how much dead end cables to remove, what type of light fixtures, what type of stainless steel custom cabinetry.
Item says to replace with similar. The drawing indicated does not show anything. CANNOT QUOTE ON THE INFORMATION GIVEN. Have sent this out to my subcontractors to see if they can price according to what the specs say and by the drawing told to use.
- Square footages can be estimated using the S9-0-5, the frame are shown and basic sizes can be estimated using frame spacing and general dimensions form the ship.
Item 3.10
1. What are the interferences involved for paragraph 3.10.4.
- This is a painting spec, deck plates will be removed by another item.
2. What is the square footage of the aft Peak Tank Void
- See answer to item 3.4 above.
Item 3.11
1. What are the square footages for paragraphs 3.11.3- 3.11.3.2; 3.11.4.1- 3.11.4.8; 3.11.4.9-

- The reference is only available on the ship and is now underway.
Item 3.19
1. Question from Quincy rep.- What space is it in and are there any interferences that need to be removed in order to install the new pumps?
- The compressor is located in the engine room, no interferences should exist except for discounting the equipment.
2. Question from my Quincy Rep.- Also, in order to have the correct belts on hand during the pump swap, we will need the compressor serial numbers or belt number. The belts vary depending on tank size, configuration, etc. The serial number allows me to see what confirmation they currently have onsite.
- NOAA cannot provide the serial number at this moment; the compressor and electric motor are skid mounted with the tanks mounted in a separate location.
Item 3.20

2. This is a message from ISA Engineering: Submitted on 8/11/21 “¨We are not sure what they refer to by “required equipment and accessories”. This could be anything from EBM’s to bypass module or PDU, if there is not any additional specifics regarding the job it will be difficult to proceed but I’m happy to put this on paper in the meantime. With regards to replacing the Ferrups unit (and assuming this is in fact for shipboard use), also keep in mind that this 9PX does not have conformal coated boards, does not have the neutral to ground bond removed, and does not provide galvanic isolation like our legacy ferroresonant transformers did. The 9PX8KSP is split phase and also requires an input neutral for operation, just making sure customer is aware.
- This item to be descoped.
Item 5.2
1. After talking with Art Anderson, they say that they are currently developing the contract guidance installation drawings. We need drawings of the existing system for removal. Will an access cut be necessary for the removal of the MSD Tank? Paragraph 5.2.4.3- what electrical components are needed to support the MSD Renewal. Need what type is needed.
