i) The technical factors, when combined, are considered significantly more important than price. The closer the total evaluated non-price ratings are to one another, the greater importance of the price evaluation in making the Best Value determination. The closer the final price evaluations are to one another, the greater the importance of the total evaluated non-price ratings in making the Best Value determination.
2. SELECTION PROCESS
All offers received in response to this solicitation will be evaluated in accordance with source selection procedures. The principal objective of this process is to select a responsible offeror who submits the offer that is the Best Value to the Government. More recently completed projects.
Projects at similar locations within the 14 state region described in the statement of work Projects in more multiple states within the 14 state region is better.

VOLUME 1, TAB C – FACTOR 3 – PAST PERFORMANCE
The past performance evaluation is the assessment of the offeror’s probability of meeting the RFP requirements based on the quality of past performance and the relevance of prior experience. The evaluation considers each offeror demonstrated recent/prior record of performance in supplying quality products and services, and its relevance to the RFP requirements.
In reviewing each past performance effort by the offeror, the government will evaluate how relevant the recent effort is to the work required by this RFP. The relevancy determination will be based on the Factor 1 Evaluation Criteria above, i.e., the similarity of the submitted projects to the size, and scope required by this RFP. For each past performance effort, the government will then evaluate how well the contractor performed on the contracts. The past performance evaluation will not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process will gather information from customers on how well the offeror performed those past contracts.

Pricing for Seed Project 1 shall include: a) Applicable firm-fixed-price from the pricing schedule to complete Seed Project
PAGE 21 OF 22 1305M220RNWWR00250003
1. b) The number of units proposed for each line item required to complete Seed Project 1. c) The total price for Seed Project 1 multiplied against the Geographic Location Factor for the PAH location to calculate the Grand Total Price for the Seed Project.
