The following are responses to questions relating to Solicitation 1305M220RNWWR0025 issued for Regional Roof Replacement Single Award

IDIQ.

Question 1, the solicitation Section C, 4.4 states " Applicable Davis-Bacon or Service Contract Act Wage Rates will be provided with the RFP and incorporated into the individual task orders. (Reference FAR Part 22 – Application of Labor Laws to Acquisitions)".

Please clarify if labor rates are to be included or excluded from the pricing spreadsheet. Thank you.

RESPONSE: The Wage Rates specified in Section J, Attachment D entitled Davis Bacon Wage Decisions, of this RFP and any resultant contact will be incorporated into individual task orders issued against the contract. (Reference FAR Part 22 – Application of Labor Laws to Acquisitions)

Question 2, It is difficult to provide one firm-fixed labor price for 14 states where the DBA wage rates vary significantly from state to state. Please advise if it is the Government's intent to require one firm-fixed labor pricing for all 14 states or if I am misreading Note 4 on the pricing spreadsheet. Thank you.

RESPONSE: The DBA/SCA rates are the minimum required to be paid based on local. Refer to Section B.1, Attachment A, Pricing Schedule, Note 4. Offerors shall provide a fixed-price for each contract line item (CLIN) in the price schedule. This price will be fixed for all locations.

Question 3, Additionally, the solicitation Section C, 4.4 states "Applicable Davis-Bacon or Service Contract Act Wage Rates will be provided with the RFP and incorporated into the individual task orders. (Reference FAR Part 22 – Application of Labor Laws to Acquisitions)".

Please clarify if labor rates are to be included or excluded from the pricing spreadsheet.

RESPONSE: Refer to Section B.1, Attachment A, Pricing Schedule, Note 4. Offerors shall provide a fixed-price for each contract line item (CLIN) in the price schedule. This price will be fixed for all locations.

Questions 4, Note 4 states that "All DBA rates are locked for the entire term of the contract." FAR 22.404-12(b), states "If a contract with an option to extend the term of the contract has indefinite-delivery or indefinite-quantity construction requirements, the contracting officer must incorporate the wage determination incorporated into the contract at the exercise of the option into task orders issued during that option period.

The wage determination will be effective for the complete period of performance of those task orders without further revision."

RESPONSE: The period of performance for the resultant contract is 5 years. There are no "option" years.

Question 6, as I'm reading this solicitation more in depth, the seed project states the following:

Contractor shall Provide labor, material, and equipment to remove and replace asphalt roof located in West Paducah, Kentucky accordance with the Base Statement of Work specifically SOW paragraph (7.1.2) for the specific requirements for an asphalt roof.

(Northern Location specifications does not apply) and the Davis Bacon General Wage Decision NumberKY20200030, dated 4/17/2020 or the most recent Davis Bacon General Wage Decision is applicable to this project. Please advise if the pricing spreadsheet included in the solicitation should include all items necessary to perform reroofing services with the exception of labor. Labor would be priced in each task order utilizing the most recent applicable Prevailing Wage for the area where the reroofing is occurring.

RESPONSE: The description for CLIN 0001 located Section C.2, Attachment C Seed Pricing Schedule for Project 1 will be revised to read as follows:
