About this file
This document is an amendment to a solicitation for drydock repairs to the NOAA Ship Ferdinand Hassler. The amendment provides responses to vendor questions, adds additional references to the specification, and extends the closing date for responses from August 14, 2020 to August 18, 2020. The questions and answers clarify details regarding the location and piping runs for freezer and reefer units aboard the ship, confirm the intent for an emergency modification to allow one compressor to cool both chill boxes if needed, and direct the vendor to Caterpillar dealer resources to obtain correct part information for heat exchanger cleaning. The National Oceanic and Atmospheric Administration is seeking these drydock repair services for the Ferdinand Hassler through this competitive solicitation process.

DRYDOCK REPAIRS TO NOAA SHIP FERDINAND HASSLER
This amendment is being issued to answer questions, add references, and extend the closing date to the RFQ for Attachment D1: FERDINAND HASSLER FY21 DRYOCK REPAIR SPECIFICATION.
X The above numbered solicitation is amended as set forth in item 14. The hour and date specified for receipt of Offers X is extended
The purpose of this Amendment is as follows:
1. Address questions submitted by the vendor.
Q1: I don’t see on the supplied drawings where it indicates the distance between the freezer/cooler condensing units, evaporators and decking is for me to know how long of a piping run it will be. I see both freezer / reefer units in the galley but it does not specify the location of the compressors/condenser units. Can you tell us what that distance is and how many bulkheads we will have to penetrate through?
A1: The freezer and reefer and side by side in the galley on the main deck. The condensing units are also side by side, on the 02 level. The piping is run through a shared conduit, and is accessible on the 01 deck just outside the CO's stateroom. Additional references have been added to the RFQ for Attachment D1: Specification entitled “NOAA Ship FERDINAND HASSLER FY 2021 DRYDOCK REPAIR SPECIFICATION” (Rev-3).
Q2: You can’t take a single condensing unit that only has the refrigerating capacity to either cool or freeze a single compartment, simply open a common valve and expect that single condensing unit to then cool or freeze two compartments. It MAY kind-of work in an limited emergency setting, which we are assuming is likely the reason for the request, but it’s a lot more involved than opening a valve and walking away. We just want to be 100% certain that the end user understands the complications and limitations with this request.
A2: The intent is that one unit would cool both chill boxes only in an emergency situation. The modification was suggested by Multimarine of Baltimore, MD after a failure of the reefer compressor delayed the ship for many days and caused spoilage of all food aboard. Additional references have been added to the RFQ for Attachment D1: Specification entitled “NOAA Ship
FERDINAND HASSLER FY 2021 DRYDOCK REPAIR
SPECIFICATION” (Rev-3).
Q3. I have run into a problem with Item 342 heat exchanger cleaning. Is it possible to get pictures of the data tags or at least the model & serial numbers of the (x4) heat exchangers? This information is not on the included drawings or in the tech manual. We need this information to quote the proper amount of seals to put the unit back together as well as the quantity of plates so we know the magnitude of the cleaning effort required. Please let me know.
A3: The starboard side are the same model. A caterpillar dealer familiar with government sails should be able to look up the engine serial numbers #1SSDG C9J00507 arrangement 264-0721, #2SSDG C9J00506 arrangement 264-0721, #1 MDERND00124, #2 MDE RND00123, and determine the correct part information. Additional references have been added to the RFQ for Attachment D1:
Specification entitled “NOAA Ship FERDINAND HASSLER FY 2021 DRYDOCK REPAIR SPECIFICATION” (Rev-3).
2. The closing date is hereby extended from Friday August 14, 2020 at 10:00 am (EST) to Tuesday August 18, 2020 at 10:00 am (EST).
