STATEMENT OF WORK
FOR
VIDEO DISPLAY AND DISTRIBUTION SYSTEMS
FOR THE NOAA GULF OF MEXICO DISASTER
RESPONSE CENTER

STATEMENT OF WORK
FOR
VIDEO DISPLAY AND DISTRIBUTION SYSTEMS
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, parts, licenses, permits, supplies, supervision, and other items and services necessary for new video wall display and distribution systems at the NOAA Gulf of Mexico Disaster Response Center (GoMDRC) to ensure that staff will be able to display one or multiple inputs on a large video wall at the facility and video display in a conference room. These services shall include the acquisition of system components and software for a new video wall and smaller video display, removal of the existing video systems, testing and training on the use of the new systems, and support to maintain operation of the new systems. These systems will be for the Incident Response Room (RM128) and Command Control Room (RM135) located at 7344 Zeigler Blvd., Mobile, AL 36608. The Incident Response Room and Command Control Room play a vital role in the GoMDRC mission, and are the primary rooms activated during emergency events. These rooms are intended to deliver live, immediate and vital information to NOAA team members and public participants during an emergency. The end result should be a fully integrated, configurable, scalable video architecture that can support the needs of the GoMDRC during emergency response situations.
All work shall begin on a day pre-determined by the GoMDRC Government Contact Point (GCP) and the contractor. On-site work shall be conducted during normal business hours of 8 a.m. to 4:30 p.m. on the pre-determined day of the normal work week of Monday – Friday, excluding Federal holidays.
1.1. SUMMARY OF SERICES REQUIRED.
• The contractor shall provide design, installation, integration, documentation, testing, training, and maintenance/warranty services for all installed equipment.
• Installation of a video systems consisting of displays, processing, video distribution, integration with existing audio systems, and programming.
• Video systems required include one video wall in the Incident Response Room (RM 128) and a single video panel in the Command Control Room (RM 135), as well as distribution and controllers for these systems.
• Removal of the existing video displays prior to the installation of new video systems.
• Assembly, calibration and testing of the video displays, as well as on-site training for up to 5 staff at the facility.
• Identification of necessary maintenance and warranties and provide user and operation/maintenance manuals for all applicable hardware and software.
1.2. GENERAL REQUIREMENTS AND INFORMATION.
• The video distribution enhancements shall include scalers, transmitters, and receivers to distribute high definition video signal via existing Cat 6.
• The system shall include (3) iPads for end-user control and operation.
• The GoMDRC facility shall provide all necessary electrical power requirements as defined in the proposed design and agreed upon during the project kick-off meeting.
o Power requirements breakdown of all provided equipment shall be provided as part of the submittal process.
• All program files and source code will be open source software or, if not, provided to the GoMDRC facility at the completion of the project in an uncompiled format.
• All existing equipment shall remain property of the GoMDRC facility and is not permitted to leave the site.
1.3. VIDEO WALL DISPLAY.
1.3.1. Removal of existing video displays.
• The contractor shall first remove the existing video wall display consisting of twenty four
(24) 42” screens in a 4 high by 6 wide array and video panel in RM 135.
• The contractor shall remove the current mounting bracket assembly supporting the existing video displays.
• The contractor shall work with GoMDRC staff to relocate existing video display panels and mounting brackets to a nearby storage room to prevent damage to existing equipment.
1.3.2. Installation of new video wall substructure.
• The contractor shall install a modular structure compatible with video wall panels and rated for displays weighing up to 125 lbs. each.
• The contractor shall prepare and submit structural design plans and calculations (i.e.
weight, airflow, etc.) for a modular assembly anchored to the wall no more than 30 days after the award date of the purchase order.
• The contractor shall provide all equipment necessary for the substructure onto which the video wall display will be placed.
• The substructure shall fit within the constraint of the recessed opening measuring approximately 21 feet wide by 12 feet high.
• The completed modular assembly shall allow micro-adjustment of up to 1.5” on each axis as well as a quick release for service without pressing on the front of the display.
• No modifications may be made to existing facility structures, including doorways, walls, ducts, floors, and ceilings.

1.3.3. Installation of new LED HDTV flat panel video displays.
• The video wall panels must support HDMI with HDCP video input to support current and future video distribution.
• The video wall panels shall be a new off-the-shelf product of the current production line.
No discontinued products will be allowed.
• The video wall display and all related appurtenances, shall be designed for 8 hours a day/5 days a week control room-type assemblies.
• The configuration of the video wall display shall be a single system consisting of 16-24 LED flat panels creating an array 7ft to 11ft high by 16ft-20ft wide.
• The lower sill of the lowest row of flat panels shall be located at least 72” above the finished floor level of the operations room.
• The video wall panels shall be edge-matched allowing the creation of one large, continuous video display with thin bezel (</= 3.5mm vertical and horizontal spacing between display images).
• Two (2) additional LED Flat Panels units shall be provided as spare units.
• One (1) additional LED Flat Panel unit shall be installed in the Command Control
Room o This unit shall be the same make and model as the video wall panels.
• LED Flat Panel Units shall meet or exceed the following requirements:
Native aspect ratio 16:9 Response time </= 12 ms
Minimum refresh rate 60 Hz Minimum viewing angle 178 degrees horizontal/vertical Brightness uniformity of 85% minimum across all displays Rated lifespan 30,000 hours or greater Minimum brightness 500 candelas per square meter Even center-to-edge brightness Contrast Ratio 1400:1 (full field) Minimum resolution 1920x1080 pixels (Full HD) Anti-reflection screen Maximum screen depth of 5” Maximum weight 80 pounds Power 100-240VAC @50/60 Hz Power Consumption 210 W (max), 120-170 W (typical) Operation Temperature of 50oF to 95oF Operation Humidity 10% to 80%
1.4. VIDEO DISTRIBUTION SYSTEM.
1.4.1. General requirements.
• System shall provide a complete all digital solution for routing, displaying, and managing visual information on the video wall and conference room display.
• System components shall be new off-the-shelf products of the current production line. No discontinued products will be allowed.
• System shall support all HDMI and HDCP compliant devices.
• System shall require main core video processor system to replace existing video wall server.
• System shall require a 16x16 professional HDMI matrix switch to replace existing DVI
Matrix switch.
• System shall require HDMI video extenders (encoders/decoders) to support up to 8 independent hdmi video inputs pre wired with Cat 6 cabling to include the following locations:
1 existing satellite receiver in server room, 1 existing dvd player in server room, 1 spare connection in server room, 1 laptop located at podium in Incident Response Room, and 4 laptops located on side wall of Incident Response Room.
• Video extenders shall have the ability to transmit digital video up to 300ft.
• System shall have the ability to display all video inputs in both the Incident Response
Room and Command Control Room.
• System shall require programming of the control system to integrate with the existing
Biamp audio system.
• Video control equipment should be installed in supplied 19” rack space in RM 137 whenever possible.
1.4.2. Cable management.
• The contractor shall provide for all cabling necessary to connect the video wall distribution system to the video wall display to include HDMI cables and any necessary adaptors.
• The contractor shall provide all power cords for installed equipment.
• The contractor shall provide all UPS units suitable and necessary to protect the equipment.
• All cabling shall be concealed above ceilings, behind video wall, and inside console cabinet.
• Cable management best practices shall be followed for all newly installed cables.
1.4.3. Programming requirements.
• Control system configuration and layouts will be approved by the GCP prior to programming.
• Display a minimum of 6 simultaneous video streams on video wall.
• Multiple layout choices to include all combinations of 1 to 6 video sources to be displayed on video wall in various configurations.
• Select from any available sources to display in Command Control Room (1 source displayed at a time).
• Fully integrate with existing biamp until to select audio source and adjust volume level for Incident Response Room and Command Control Room.
• Power on and off all displays in Incident Response Room and Command Control Room.
• Install control capabilities on (3) iPads provided by installer.
1.5. SYSTEM TESTING.
• The contractor shall be responsible for conducting and documenting all test results.
• The contractor shall be responsible for the maintenance of all equipment furnished and installed until final acceptance.
o Any inoperable materials will be replaced by the contractor at no additional cost to GoMDRC facility.
• No later than 30 days following the award date of the purchase order, a test plan shall be developed by the contractor to include the following testing phases:
o System Acceptance Test
Testing the system post install to ensure it is properly installed and the all components function as a system to meet the requirements herein and meet the manufacturer’s performance specifications.
o Final Acceptance Test Final acceptance shall be issued upon completion of the system acceptance test and verifications that all project requirements have been met.
1.6. TRAINING ON SYSTEM USE.
• The contractor shall prepare a training course for operators of the video wall system to be held within one week of final acceptance of the video wall.
• The training shall cover operation and maintenance of the system hardware, software (where appropriate), and communication infrastructure.
• The contractor shall provide all materials and an instructor for the training.
• The training material shall be tailored to represent the video wall system and features installed at the GoMDRC facility.
• The contractor is responsible for providing two hard copies of the training materials and one electronic copy.
• All training will be held at the GoMDRC facility in Mobile, AL.
1.7. SYSTEM MAINTENANCE AND REPAIRS.
• Contractor shall propose all hardware and software maintenance options, including cost that shall be available post completion.
• Each additional maintenance yearly cost will be presented as one (1) year optional costs and include all labor, travel and materials.
• The contractor shall be responsible to provide and install all firmware and software updates and/or upgrades for the products procured under this contract as part of the maintenance package.
• The contractor shall respond to all system-related operational problems, through remote support when possible and on-site support when necessary.
• Critical and non-critical response options and service levels shall be included in the solicitation response.
o If an on-site visit is necessary for resolution of a non-critical issue, the contractor shall be on-site within 2 business days of notification.
o Critical issues shall require an on-site response time of not more than 4 hours from the notification.
• At the discretion of the GoMDRC, the contractor may be provided temporary Secure Remote Access to the video wall system for maintenance and troubleshooting upon agreement of IT Policy and Terms of Use.
1.7.1. Critical and non-critical repairs to systems.
Perform any repairs to video display systems or components that are necessary or recommended in order to maintain optimal functioning of the systems. These repairs may be the result of contractor recommendations following routine inspections or may be due to failures of the equipment or operating system. All repair services shall be performed by a trained technician.
The contractor shall stock commonly used repair items and shall have a network of suppliers that will deliver ordered items without delays. All repairs shall use supplies, materials and parts of the highest quality available appropriate for the repair of the given equipment or system. Any replacement part used shall be of comparable or higher quality. Energy consuming items shall be the most efficient in their class. Any replacement panels shall be compatible with the existing panels. Whenever parts are replaced, the display shall be tested and recalibrated as necessary.
Any installed replacement equipment or component shall remain the property of the Government. All literature including, but not limited to, guarantees, warranties, installation manuals and operation manuals, accompanying new equipment or components shall be given to the COR. The Government reserves the right to furnish the contractor any or all parts and materials required for repairs.
The contractor shall use the contractor’s applicable labor hourly rates provided for under this purchase order. Costs shall be calculated using applicable labor rates in Attachment B – Schedule of Supplies/Services. Parts and materials shall be the manufacturer published price or invoice cost, whichever is less. Material price shall be reduced by all discounts and rebates for core value or salvage value that accrue to the contractor. Where there is no manufacturer published price list, the contractor shall be reimbursed at invoiced cost plus normal shipping and mailing costs. Special handling including, but not limited to, supplier delivery and premium freight, require advance approval from the COR. Subcontractor costs and parts and materials costs shall be passed through directly without application of mark-ups by the contractor. Where labor is obtained from a subcontractor and such labor is a type itemized in the price schedule, the contractor may charge the Government no more than the price schedule rates regardless of actual subcontractor labor costs.
Written work authorization requests will be used by both the Government and contractor for repair work (critical and non-critical) to be performed. Work requests from the Government will include, but is not limited to, requests to correct or perform a particular task, request a quote, and perform rework of defective service. The contractor shall provide exact location, costs for parts, materials and equipment, number of labor hours required and cost, and description of any additional materials, equipment or tasks that are necessary to accomplish the overall work.
Description of work specifics shall be included. If the contractor elects to perform work or portions thereof outside normal business hours, payment shall be made at the price provided for work permitted during normal business hours. Work authorization requests will be approved by the COR authorizing performance of the work. Subject to the dollar limitations in the below paragraph, if the COR determines that the repair is critical, the COR may verbally authorize the contractor to perform repairs.
Single repairs less than $7500.00 or cumulative repairs less than $7500.00 in a given year may be requested and authorized under this purchase order by the Contracting Officer’s Representative. No work, critical or non-critical repairs, may be performed without a modification to the purchase order or a Notice To Proceed, either verbally or in writing, issued by a Contracting Officer in advance if a single repair exceeds $7500.00 or the cumulative repairs in a year exceeds $7500.00. If the purchase order has been modified to increase the Not-To- Exceed (NTE) value for critical and non-critical repairs, the COR is permitted to the authorize work up to the modified NTE value.
An on-site response time of not more than 4 hours from notification by the Government is required for critical services. The contractor shall be compensated for the additional work at the hourly rate in Attachment B – Schedule of Supplies/Services. If the company charges a minimum service fee, this information should be provided in the price quote. This work shall be completed during normal work hours.
1.7.2. Documentation of repairs.
The contractor shall provide the GCP with documentation of the services performed during a service call. All tasks performed shall be documented with the following information: date, time, name and certification of the personnel performing work, specific task performed, status or findings, and required follow-up monitoring and/or maintenance. This documentation may be a work order form or checklist, but shall describe the actions taken by the contractor to show that work has been performed in accordance with the SOW. Documentation shall be provided to the GCP upon completion of services for each service call to the facility.
1.8 WARRANTIES.
• The contractor shall provide all manufacturers’ warranties for all hardware provided as part of their video wall solution.
• The warranty period shall begin at final acceptance of the video wall system.
• Warranties for the video distribution system and LED monitors shall be a minimum of three (3) years.
• If the manufacturers’ warranty does not meet the 3-year requirement, the contractor shall include extended warranty price in the price proposal.
1.9 MANUALS.
The Successful Bidder shall submit the following types of manuals for the video wall system prior to training:
• Installation Manual This manual shall describe the installation procedures for all components, subassemblies, and assemblies.
• User Manual This manual shall describe how the equipment is to be operated. The user manual shall include control layouts and diagrams for operating a fully functioning video wall.
• Maintenance Manual This manual shall describe the maintenance procedures for all components, subassemblies, and assemblies.
This manual shall include information on preventative maintenance and repairing the equipment, hardware, software, connections, interfaces, and cabling as applicable.
• System Documentation/Operation Manual
This manual shall describe the overall module and option numbers, give a functional description for each system element, and explain how they function together in a complete operational system.
This manual shall include detailed specifications prepared by the manufacturer for all products installed.
• Software Manual This manual shall fully document the system management software including full descriptions of functions, flowcharts, and utilities.
This manual shall describe the operation of the software, including all the features of the graphical user interface.
This manual shall describe the process for installing control software on additional iPads should a replacement be needed.
2. PROJECT MANAGEMENT.
2.1 Project Manager.
• The contractor shall designate a Project Manager who will have overall responsibility for the project and demonstrate good project management practices while working on the project.
• This person will be responsible for the project management and coordination with GoMDRC and others as necessary, management of time and resources, and documentation.
• The Project Manager shall maintain complete and accurate project records of all activities and any other events relating to the contract.
2.2 Government Contact Point (GCP).
• The GCP for this project will be the GoMDRC facility manager, Jessica White.
• The GCP will also serve at the Contracting Officer’s Representative (COR) for this contract.
• GCP can be reached by email at jessica.white@noaa.gov or phone at 251-544-5009.
• All invoices and project coordination regarding facility access and project details shall go to the GCP.
• The Contracting Officer has the authority to approve any changes or modifications to this contract, not the GCP.
2.3 Project Kick-Off Meeting.
• The contractor shall attend and participate in a project kick-off meeting to be held at the GoMDRC facility in Mobile, AL no later than 20 days following award of the contract.
• GoMDRC will coordinate the scheduling of the meeting with the Project Manager.
• The kick-off meeting will focus on the project requirements, schedule, staffing, and coordination necessary for the project implementation.

• The contractor’s key staff is required to attend the kick-off meeting.
• The contractor shall provide an updated baseline project schedule based on meeting discussions.
2.4 Project Design, Schedule, and Deliverables.
The contractor shall dedicate the time and resources necessary to develop a thorough understanding of the technical requirements for this project and the business goals of the agency for this project.
• The contractor shall provide a project schedule with applicable tasks and work breakdown prior to starting the project.
• Provide a detailed infrastructure design and installation plan that incorporates and maximizes the use of existing compliant cable infrastructure no more than 30 days after the award date of the purchase order.
• The proposed design for all facets of construction and installation shall be submitted to the GoMDRC for review and approval no more than 30 days after the award date of the purchase order.
• The proposed design shall be fully configurable to allow for future functionality.
• Contractor shall provide design documentation consisting of design calculations, construction plans, and schematics of the planned video wall system architecture and tie-ins to the existing equipment no more than 30 days after the award date of the purchase order.
• The design documentation submitted shall adequately address the complete design of all elements of the video wall system.
• Site work (removal, installation, programming and training) shall begin within 30 days after the project is given notice to proceed.
• Work described in this SOW shall be completed within 30 days from the time site work begins.
3. GENERAL INFORMATION.
3.1. SITE VISIT.
Instructions for requesting a site visit to the NOAA Gulf of Mexico Disaster Response Center, Mobile, AL are located on page 58 of the RFQ, paragraph 15. Addendum to FAR 52.237-1 SITE
VISIT (APR 1984).
3.2. PLACE OF PERFORMANCE.

3.3. HOURS OF OPERATION. The facility hours of operation are from 8:00 am through 4:30 pm on Monday through Friday (except on Federal holidays). Federal holidays are:
New Year’s Day – 1 January Martin Luther King Day – 3rd Monday in January President’s Day – 3rd Monday in February Memorial Day – last Monday in May Independence Day – 4 July Labor Day – 1st Monday in September Columbus Day – 2nd Monday in October Veteran’s Day – 11 November Thanksgiving Day – 4th Thursday in November Christmas Day – 25 December
If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day post the holiday observance.
3.4. SECURITY REQUIREMENTS. Contractors are required to provide a state or federal issued identification and check in to the visitor log each time they are on site. The Assessment and Authorization (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.
The contractor will only supply hardware and/or software and/or product license and will not require the use of any contractor owned equipment. The contractor will not have remote access to any government owned equipment. The contractor must ensure the hardware and/or software provided disables “phone home” or similar capabilities.
The contractor includes the necessary product support and supporting documentation for the hardware and/or software that allows the sanitization (following NIST Special Publications 800- 88 Guidelines for Media Sanitization, http://nvlpubs.nist.gov/nistpubs/SpecialPublications/NIST.SP.800-88r1.pdf) of the hardware and/or software upon the disposal of the product.
The contractor must provide sufficient documentation prior to award demonstrating the software being provided complies with Office of Management and Budget Memorandum M-07-18 entitled Ensuring New Acquisitions Include Common Security Configurations and the FAR 39.101(d) regulations involving NIST common security configuration checklists including United States Government Configuration Baseline (USGCB) initiative. More information is available at National Checklist Program (NCP), (https://nvd.nist.gov/ncp/repository), is the U.S.
government repository of publicly available security checklists (or benchmarks) that provide detailed low-level guidance on setting the security configuration of operating systems and applications.
The contractor must provide sufficient documentation which demonstrates the acquiring information technology has implemented common security configurations prior to award.

The contractor must ensure that the product being purchased complies with the Homeland Security Presidential Directive 12 (HSPD-12) requirements from FAR 4.1302 stating: (a) In order to comply with FIPS PUB 201, agencies must purchase only approved personal identity verification products and services. (b) Agencies may acquire the approved products and services from the GSA, Federal Supply Schedule 70, Special Item Number (SIN) 132-62, HSPD-12 Product and Service Components, in accordance with ordering procedures outlined in FAR Subpart 8.4. While it is not a requirement that equipment is purchased under Federal Supply Schedule 70, we may need Common Access Card (CAC) enabled products that are consistent with HSPD-12.
The contractor must ensure that the product being purchased complies with Internet Protocol Version 6 (IPv6) requirements from FAR part 11.002 requirements which state that unless the agency Chief Information Officer waives the requirement, when acquiring information technology using Internet Protocol, the requirements documents must include reference to the appropriate technical capabilities defined in the USGv6 Profile (NIST Special Publication (SP) 500-267- https://www.nist.gov/programs-projects/usgv6-program) and the corresponding declarations of conformance defined in the USGv6 Test Program (http://www-x.antd.nist.gov/usgv6/index.html). To meet this requirement each DOC acquisition of IP protocol technology must express requirements for IPv6 capabilities in terms of the USGv6 Profile (i.e., using the USGV6 Capabilities Check List) and vendors must be required to document their product’s support of the requested capabilities through the USGv6 test program (reference http://www.antd.nist.gov/usgv6/) using the USGv6 Suppliers Declaration of Conformity.
The contractor must provide sufficient document demonstrating the software being provided meets the following:
1) The standard installation, operation, maintenance, updates and/or patching of software shall not alter the configuration settings from the approved USGCB/other secure configuration.
2) Applications designed for normal end users shall run in the standard user context without elevated system administration privileges.
The contractor must provide all supporting documentation or a reference to obtain the necessary material which describes the security capabilities, the design and development processes and the testing and evaluation procedures used by the product or services being provided for this acquisition prior to award. The contractor must provide all supporting documentation or a reference to obtain the necessary material which describes all product or service updates and enhancements as they are implemented. The product or service supporting documentation could be the user and system administrator guides, which is documents the functional properties of the security controls employed to permit the analysis and testing of the security controls.
If the vendor proposes the use of cloud services, NOS requires an integrated technical solution which meets the security requirements below. For any cloud services being used by the contractor to support this acquisition, the following conditions must be met:

b. Must use Cloud Services that are covered under the Federal Risk Authorization Management Program (FedRAMP; http://www.fedramp.gov/),
c. NOS IT Security Program and Program Office Information System Security Officer (ISSO) must review appropriate FedRAMP package(s) and conduct a risk assessment of the appropriate FedRAMP package(s) and associated cloud services prior to using any cloud service(s),
d. The use of the cloud services must have either received an NOS or NOAA Authorization to Operate (ATO) or have a NOAA or NOS approved risk acceptance for the pending ATO prior to award,
e. The contractor must provide the necessary information to support the documentation of the security posture (NIST Special Publications 800-53 Security and Privacy Controls for Federal Information Systems and Organizations) covering the contractor’s solution (the solution can consist of [mobile/web] application/ database/ network operating systems (aka, virtual machines)) prior to award,
f. The contractor must ensure all NOAA information and contractor solution resides within the United States.
g. Integrate into DOC, NOAA and NOS enterprise solutions for systems management and incident management systems. Systems management and incident management examples include Enterprise Continuous Monitoring Operations (IBM Bigfix), enterprise logging/analysis (Arcsight), enterprise incident management, enterprise vulnerability management (Tenable Security Center), enterprise systems management (Microsoft Systems Center Configuration Manager/Redhat Satellite/JAMF Software Casper Suite), and enterprise endpoint anti-virus/anti-malware management (Intel McAfee ePolicy Orchestrator). If integration is not possible, vendor working with the government-identified Information System Security Officer must obtain a risk acceptance from Authorizing Official and Co-Authorizing Official prior to award.
Provide Government with full administrative control to the master account, subscription administrator or its equivalent. A master account, subscription administrator is defined as a highest (or root) privileged level access mechanism that has control over the information technology resources residing within the cloud subscription/boundary assigned to this contract.
The Contractor will ensure that only the activities supporting this contract reside within the master account, subscription administrator or its equivalent. The Contractor must relinquish all administrative control and/or access to resources residing within the cloud subscription/boundary assigned to this contract. The Government may grant access to the Contractor as needed.
3.5. OPERATING CONSTRAINTS. The contractor must procure and maintain at his/her own expense, all necessary permits and licenses to perform in accordance with the SOW and shall comply with all applicable municipal, State and Federal regulations.
3.6. INSTALLATION. The contractor shall be responsible for all tools, equipment, and materials necessary for installing video system components to include hydraulic lift platforms, ladders, or other tools necessary to perform the job.

3.7. FACILITY MAINTENANCE. Any existing building structure, ducts, dry wall, paint, floor, or carpet damaged during construction and/or installation of the video systems shall be repaired and/or replaced by the contractor at no additional cost to the government.
