About this file
This Evaluation Criteria Exhibit C document outlines the scoring methodology for Johnson County, Texas's RFP 2026-301 for an Insurance Consultant. The selection process is based on a 100-point maximum scoring system designed to identify the proposal offering the best value to the County. The evaluation will assess proposals for a qualified, independent employee benefits consultant to provide comprehensive consulting services related to the County's group health and employee benefit programs, with the selected consultant expected to act in the County's best interest while providing objective, unbiased recommendations.
The evaluation criteria are weighted as follows: Qualifications and Experience (30 points), Past Performance on Similar Assignments and/or with Johnson County (30 points), Management Plan or Approach (20 points), and Fee Proposal (20 points). The proposer achieving the highest overall score will be selected to provide the consulting services. This weighting structure places significant emphasis on the consultant's qualifications, experience, and demonstrated track record, while allocating equal weight to the proposed approach and fee structure, ensuring that cost considerations do not overshadow capability and performance history.
