Project Manual Summary: Erie County Medical Center Tank #13 Removal and Replacement
This is a comprehensive project manual and bid specification document prepared by LaBella Associates, D.P.C. for Erie County Medical Center Corporation located at 462 Grider Street, Buffalo, New York, outlining the complete removal and replacement of a 5,000-gallon underground storage tank (UST). The project, designated IFB 2026-02, requires qualified contractors to provide all labor, equipment, materials, and services necessary for tank removal, site remediation, environmental compliance, backfilling, and installation of a new above-ground fuel storage system with dispensing capabilities. The bid due date is Monday, June 8, 2026, with a project duration of 120 calendar days from Notice to Proceed. The scope includes removal of the existing underground diesel fuel tank #13, proper handling of any petroleum-contaminated soils per New York State Department of Environmental Conservation (NYSDEC) requirements, installation of a new 5,000-gallon double-wall above-ground Fireguard tank on a reinforced concrete pad, installation of a complete fuel dispensing system with remote fill station and access controller, concrete and asphalt pavement restoration, and all associated site work.
The contractor must comply with extensive regulatory requirements including NYSDEC Petroleum Bulk Storage regulations, OSHA worker safety standards, and EPA guidelines for hazardous waste operations. A contingency allowance of $100,000 is included for unforeseen conditions. The specification mandates prevailing wage compliance per New York State Labor Law, OSHA 10 safety training certification for all workers, and comprehensive environmental oversight throughout the project including field screening for volatile organic compounds, soil sampling, and closure report documentation. All waste materials, contaminated soils, and the removed tank must be properly characterized, manifested, and disposed of at NYSDEC-approved facilities. The contractor must obtain required permits, coordinate with UDIG NY for utility locating, maintain detailed records of all disposal activities, and provide training to facility personnel on the new fuel management system and equipment operation. Payment for work is structured through periodic applications based on the Schedule of Values with retainage provisions, and the contractor bears all costs associated with additional testing, material replacement due to non-compliance, and any damage to existing adjacent structures or utilities.
