SECTION A – SF 1449

SECTION B – CONTINUATION FROM BLOCK 20 OF SF-1449
1.Introduction. The United States Coast Guard (USCG) has a requirement to provide a services relocating a well and adding a chlorine injection system at USCG Station Still Pond, located at 24192 Still Pond RD Worton, MD 2167.
2. Delivery Location.
U.S. Coast Guard STA Still Pond 24192 Still Pond RD Worton, MD 21678
3. Applicable North American Industry Classification System (NAICS) Code. The applicable NAICS code is 237110 “Water and Sewer Line and Related Structures Construction”.
4. Type of Contracts to be Awarded. As a result of this solicitation, USCG plans to award one Firm-Fixed Price (FFP) Purchase Order.
5. Commercial Item Determination. This contract meets the definition of “Commercial Items” in accordance with FAR Part 2.101.
6. Type of Solicitation. This solicitation is governed by FAR Part 13.302, “Purchase Orders”.
7. Basis for Award. The Government intends to award the purchase order to the Vendor who’s quote is determined to be the Lowest Price, Technically Acceptable (LPTA).
8. Site Visits. All bidders are strongly encouraged to visit the site field to verify any/all quantities before submitting bids. Interested parties shall make arrangements for a site visit with MKC Preston Humbard, at preston.m.humbard@uscg.mil, or 804-514-1633.
Site Visits will be held Monday, August 18th, 2025 – Wednesday, August 20th, 2025 between the hours of 1000 – 1500.
9. Questions. All questions regarding this solicitation must be received by Wednesday, August 20th, 2025 at 12:00 PM Eastern Daylight Time (EDT). Questions received after this time and date may or may not be addressed by USCG.
Questions will only be accepted in email format. Questions received in any other format will be disregarded. Emails should be addressed to the Contract Specialist, SK2 Isiah Mack, at Isiah.R.Mack@usucg.mil and to the Contracting Officer, SKC Samuel Salerno, at Samuel.T.Salerno@uscg.mil.
10. Quote Submissions. The deadline for quotes submission is Monday, August 27th, 2025 at 12:00 PM Eastern Daylight Time (EDT). Any quote received after the aforementioned date and time risks immediate rejection by the Contracting Officer.
Quotes will only be accepted by email; any quote received by USCG that is not emailed will not be considered for award. All quote emails shall be addressed to the joint attention of Contract Specialist, SK2 Isiah Mack, at Isiah.R.Mack@uscg.mil and to the Contracting Officer, SKC Samuel Salerno, at Samuel.T.Salerno@uscg.mil.
The email must have the offeror’s name in the subject line and have attachments formatted as noted below:
a. Technical Capabilities Volume, and
b. Price Volume
11. Disclaimer. This RFQ shall not be considered direction to proceed with the subject effort. This RFQ is not a promise of future direction to proceed. Offerors are solely responsible for all RFQ submission costs.
12. Quote Submission Instructions. Quotes shall be limited per the instructions outlined below.
Technical Capability Volume (Vol. 1). In this volume, the offeror shall:
a. Demonstrate its ability to perform all requirements in accordance with the Statement of Work (SOW).
b. Limited to five (5) single-spaced pages.
Price Volume (Vol. 2). In this volume, the offeror shall:
a. Provide a completed quote pricing for well relocation and chlorine injection system, unit per section 4.0 of the SOW using the Excel spreadsheet attached to this RFQ as (RFQ Attachment 2), “Pricing Spreadsheet”, which contains the full CLIN structure.
b. Provide any pricing details (e.g., details on discounts, how pricing was established, etc.) if the offeror so chooses. The offeror may do so in a document readable in Adobe PDF or in Microsoft Word.
13. Evaluation. The Government reserves the right to award without discussions. The following evaluation factors will be utilized in determining the quote for award on a LPTA basis in descending order of importance:

12.A Evaluation – Technical Capability. The Government will evaluate the lowest-priced offeror’s Technical Volume to determine understanding of and adherence to all of the requirements outlined in the SOW.
An evaluation rating of technically “Acceptable” or “Unacceptable” will be assigned upon completion of the technical quote’s evaluation. If an offeror receives a technical rating of “Unacceptable”, it will not be considered for award.

12.B Evaluation – Price. The Government will evaluate the total price in attachment 2.
Once the Total Evaluated Price (TEP) is calculated, the TEP will be compared against the Independent Government Cost Estimate (IGCE) for price reasonableness.
