APPENDIX A – WORK ACTIVITY ITEMS
*NOTE: TECHNICAL SPECIFICATIONS AND REQUIREMENTS ARE DESCRIBED IN APPENDIX B –
TIMBER REMOVAL SPECIFICATIONS AND APPENDIX C - ROAD MAINTENANCE REQUIREMENTS.
ITEM 1 – CUT, SKID, AND CHIP: Felling, skidding, and chipping live standing biomass material 3.0 inches to 9.9 inches DBH and dead standing conifer material.

Cutting: Subdivisions 7, 16, 17, and 18. Individual Tree Mark.
1. Individual trees are designated for cutting only if Marked with butt marks with green tracer paint. See K-C.3.5# - Designation of Timber and Subdivision/Payment Unit Boundaries (6/12).
Subdivisions 5, 6, 8, 19, and 20. Designation by Spacing See K-C.3.5.1# - Designation by Spacing
1. Leave healthy/vigorous biomass mass size trees in order of preference Jeffrey pine, ponderosa pine and white fir,using 35’ x 35’ spacing with a live crown ratio (LCR) of 30% or greater. Do not leave trees within 35’ (+/- 9’) of residual overstory trees. Use residual sawlog trees towards spacing. Where existing structure allows, leave clumps of trees (2-4 trees spaced 15’ apart). Think of these clumps as individual trees and space 35’ to the next individual tree or clump.
2. Leave biomass trees in existing or created canopy gaps.
3. Vary spacing 25% (+/-9’) to leave the healthiest preferred trees.
4. Do not leave trees 3.0”-6.0” dbh infected with Dwarf Mistletoe (DMT).
5. Do not leave trees 6.0”-10.9” dbh with a Dwarf Mistletoe Indicator (DMI) rating greater than 3 (see
Hawksworth guidelines on page 102 Appendix A.
6. Do not leave biomass size trees within aspen clones or within 45’ of outermost aspen stem.

Chipping: All biomass material 3.0” DBH to 9.9” DBH along with the tops and limbs from sawlogs shall be processed through a chipping machine. No chipped material will be left in the landing.
All stumps will be flush cut to the ground unless unsafe to do so. Biomass thinning and Removal requirements shall be done concurrently with the logging activities.
Skidding and Landings: Skidding equipment shall be confined to approved skid trails.
Skidding is permitted on asphalt surfaces as long as pre- cautions are taken to minimize damage to existing asphalt. If new skid trails are needed, they shall be placed in a manor to minimize the amount of disturbance to the current condition of slope, soil, effective soil cover, which includes slash, duff, down logs, stumps, snags, and standing live trees. Place landings in naturally open areas and/or constructed asphalt parking lots taking per-cautions to minimize damage to existing asphalt. Landings shall not be tilled, but rehabbed in a manner that returns the landing area to the original condition. All skid trails and landings must be approved by the Contracting Officer’s Representative (COR) before use.
Equipment shall not be operated when ground conditions are such that excessive damage shall result, as determined by the Contracting Officer’s Representative (COR). Refer to specifications of soil protection in K-G.3.1.5# - PROJECT OPERATIONS SCHEDULE.
(12/2006). The erosion control work required of the contractor shall vary according to ground conditions and the necessity for controlling runoff. Backblading will be mandatory to skid trails to rehab back to original conditions.
ITEM 2 – HAUL OF BIOMASS: Haul all chipped material processed from biomass material and tops and limbs from sawlogs to nearest cogeneration power plant.
Haul: All products removed from contract area shall be transported over the designated route of haul. The Contractor shall notify the Contracting Officer or designee when a load of products, after leaving the project area, shall be delayed for more than 12 hours in reaching the Scaling location.
ITEM 3 – ROAD MAINTENANCE:
See Road Maintenance Plan in Appendix C; K-F.3.1# - Road Maintenance Requirements/Dust Abatement Pan/Road Maintenance T-Specifications, K-F.3.5# - Road and Water Supply Use.
ITEM 4 – CLEAN UP AND HAUL OF MATERIAL TO DESIGNATED DISPOSAL SITE:
Material from landing clean up that cannot be chipped shall be removed to a Forest Service designated disposal site (see CAM). This material shall be piled in a manner for the Forest Service to dispose of by burning. See K-G.7# - SLASH TREATMENT. (12/2006) PILING SPECIFICATIONS and LANDINGS AND DISPOSAL SITES.

A.1 GOVERNMENT QUALITY ASSURANCE PLAN
INSPECTION (GENERAL):
Government inspections are for the purpose of satisfying the Government that the services are acceptable and do not relieve the Contractor of the responsibility for maintaining quality control. The Contractor shall conduct inspections on all units in accordance with the Contractor’s Quality Control Plan included in the Contractor’s technical proposal which is made part of this contract.
INSPECTION (SPECIFIC):
Item 1 – Cutting, Skidding, and Chipping
Measurable Performance Standards Selection and condition (damage) of leave trees Quality and spacing of leave trees Amount of material left uncut that meets the cutting specifications Removal of cut trees Avoidance of restricted slopes, and other protected areas Height of stumps after cutting.
Rehab of skid trails and landings meets at least 90% of specifications listed in Appendix A - Work
