Questions and Answers as of 2/1/2019
1. Sub-excavation & Embankment
a. Does the Government have geotechnical information, including in-place moisture content and gradations, available for the areas to be sub- excavated?
No.
b. Will the material that is to be excavated meet the requirements for embankment without processing or special handing? It is assumed that it will not need any processing or special handling, but it is possible that some of the material will.
c. If the sub-excavated material does not meet the required specifications for Embankment specification for any reason including moisture content ,will the Government pay for the replacement of any of the sub-excavated material with the Bid Item 20407-Select Borrow Excavation? Known sites requiring material replacement are noted in the road logs. Should unsuitable materials be encountered during excavation, it is possible that a Differing Site Condition could apply and an equitable adjustment to the contract time or price could be made.
d. If it is necessary to dry the sub-excavated material, does the Government have an area available where the Contractor could process and dry the sub-excavated material? Yes.
2. Asphalt Millings
a. Can all the existing asphalt that is to be removed, be pulverized at one time and have traffic drive on the pulverized surface until the pulverized asphalt is excavated? Yes.
b. Does the Government have an area where the Contractor could leave the asphalt millings and any excess dirt? Yes.
3. Soil Erosion Control
a. Since there are no erosion control measures listed in the bid schedule, the
Contractor will not be required to install any temporary soil erosion control measure for this project? Temporary control measures should not be necessary unless the project runs into the wet season. If it does, then the Contractor would be required to install temporary erosion measures in compliance with section
107.02 of the Special Project Specifications.
4. Traffic Control
a. Can the Contractor close the roadway during construction? Yes.
b. If the roadway cannot be closed, will the Government establish a bid item for flaggers or pilot cars, as per 635.26 of the Standard Specifications?
No.
c. How many excavation areas can be worked and left open at a time? As many as can be reasonably reopened in a standard working day.
d. Can excavated areas be left open overnight? No. It is expected that the road woul close around 8 AM and reopen by 5 PM each day, with mid-day openings at noon when possible.
e. Do we need to use K-Rail (concrete wall barrier) to protect the traveling public from the drop offs? If traffic is expected over the partially constructed areas, then yes.
5. Section 5H of the Fire Plan requires a full lime Fire Patrol person, whose sole responsibility is to patrol for and prevent fires. Section H also slates that, "No patrol person shall be required on Specified Road construction jobs except during clearing operations unless otherwise specified." Since there is no Clearing item listed on the bid schedule, is it correct to assume that the Fire Patrol person will not be required for this project? That is a correct assumption.
6. Paragraph B.1 Option for Increase Quantity Separately Price Line item states that “Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree." Does this paragraph require that all the unit bid prices in the Options are the same as the unit bid prices in the Base Bid? Not necessarily. If the Government accepts different bid prices for like-items in the Options, then the parties have agreed otherwise.
7. Section E - Inspection and Acceptance, requires that Contractor maintain an adequate inspection system and perform inspections as to ensure that the work performed conforms to the contract requirements. In the Special
Contract Requirements for this Contract, the Modifications to Section 153.07 states that the Contractor quality control will be paid at the contract price.
There is no Bid Item for the Contractor Quality Control. Will the Contractor be required to provide an inspection system or perform any quality control for this project? Contractor Quality Control requirements on this project are minimal and are considered incidental to the pay items included in the bid schedule.
8. If an Inspection and Acceptance system or Quality Control is required, please clarify the following; Section 153.03 (b) stales that the Contractor is to, "Furnish a laboratory equipped with all test equipment necessary..." This laboratory is to be "...moved to its permanent location on the project site...”
Where is this laboratory lo be located? The laboratory can be off-site.
9. Is there an appointed mile post where we can stockpile?
There are several stockpiling areas located throughout the project. 15N01 is a two-lane road with several wide areas, turnouts, etc. and it is expected that each work site will have a stockpile area located within ¼ mile.
10. Who will establish finish grade elevations?
The finished grades will be established by the Government, but finished grades will simply be matching existing grades to road segments on each side of the dig outs.
11. Is there a milepost for 20407 Select Borrow?
The farthest borrow pit is 6 miles out the Donahue Flat road (approx. 7 mi up
15N01). There are others in the area and they are located closer than that.
