About this file
This document is a Questions & Answers (Q&A) memorandum related to Request for Quote (RFQ) 12970224R0018 for the installation of boundary and recreational fencing for the Pecos-Las Vegas Ranger District in the Santa Fe National Forest. The Q&A addresses the eligibility requirements for the Local Area Set-aside, noting that vendors must be physically located in the designated set-aside counties to be considered for award. The related federal contract opportunity is a Solicitation for the fencing project, with a projected contract value between $1,000,000 and $5,000,000. The Solicitation is a 100% Small Business Set-aside, and a site visit is scheduled for April 19, 2024, weather permitting. The work includes removal of existing fencing, hazard tree felling, and installation of new barbed wire fencing to support fire rehabilitation efforts. The Contract Specialist, Matthew Killian, is the point of contact for this opportunity.

MEMORANDUM FOR RFQ 12970224R0018
FROM USFS PPS SPOC SW
SUBJECT: RFP 12970224R0018 Questions & Answers
1. Question: “I run a fencing business in [location omitted for anonymity] and was curious if this was a job I could bid on?”
Answer: “Local Area Set-aside eligibility is verified based on the vendor’s physical (headquartered) location associated with the vendor’s UEI, as represented in their SAM.gov registration. If that physical address, associated with the vendor’s UEI in SAM.gov, is outside of the Set-aside area, the CO may determine it is ineligible for award consideration. A CO may determine a firm eligible for award consideration under a major disaster or emergency if that firm can demonstrate that it does business primarily in the Local Set-aside area.”
