MEMORANDUM FOR RFP 12970224R0007
FROM USFS PPS SPOC SW
SUBJECT: RFP 12970224R0007 Questions & Answers
1. Question: “Is Gregory Creek Campground going to be closed during construction?”
Answer: “Yes. This campground is closed most of the time and is only open when a large group reserves it.”
2. Question: “Is a Quality Control Manager (QCM) required on site at all times?”
Answer: “No. A QCM will only need to be on site during critical phases of the contract such as during subgrade compaction, paving, etc.”
3. Question: “Are buggy transfer trucks needed for hauling over 1000 tons?”
Answer: “No. Due to the nature of the work, multiple trucks such as truck-n-transfers are usually used to haul materials.”
4. Question: “Is a test strip going to be required during the chip sealing portion of the project?”
Answer: “Yes. This is where we will agree to the spread rates of oil and chips for the whole chip seal project. Good test strips can remain in place.”
5. Question: “Where are all the water drafting sites located?”
Answer: “Please refer to the Salt Fire Water Sources Map (Attachment 4: A10_1-12970224R0007- Att4-WaterDraftingSites) in the solicitation package.”
6. Question: “Please provide [access] to the Forest Service Supplemental Specifications (FSSS).”
Answer: “The FSSS will be uploaded to the SAM.gov Solicitation Posting and made accessible to all interested vendors as of 8 July 2024.”
7. Question: “Within the [Schedule of Items] in rows 11 and 25, it looks like the title of the base [proposal] and option 1 [proposal] have quantities associated with them, is it the intention of the [USFS] for the contractor to place the total [proposal] price in these rows?”
Answer: “The Schedule of Items (SOI) rows you referenced represent the Line Item headers. The values to be entered into cells F11 (Unit Price), G11 (Amount), F25 (Unit Price), and G25 (Amount) should reflect the Lump Sum Unit and Overall Line Item $-values. In other words, these values should represent the additive $-values (Line Item subtotal, less bonding) of the activities under each respective Line Item.
Cells F12 through F22, G12 through G22, F26 through F29, and G26 through G29 should reflect an itemized breakdown of those line item subtotals – the Unit and Overall $-values for each individual activity under their respective Line Items.”
