AMENDMENT A0002

Solicitation RFP no. 1291S819R4004

Road Maintenance IDIQ Southern Area Forests US Forest Service

The following replacement pages and attachments are included.

A. Attachment 2 – Individual Project Task Order RFP, Cleveland NF Palomar District Area.

Replacement Page 3.

B. Attachment 3 – Individual Project Task Order RFP, San Bernardino NF Roads 2N09-3N34.

Replacement Page 2-3, 16, 21. Project TO RFP Attachment 1 – MAPS is replaced.

The following are responses to Request for Information [RFIs] 5-17 received for this solicitation:

5. How does work related to Blading (811) on Palomar District compare to work related to 30307 Surface Maintenance on San Bernardino? Is this Surface Maintenance analogous to 813 Surfacing? Also, will water for compaction be required for either?

ANSWER: For maintenance on San Bernardino Nation Forest, Specification 30307 includes blading and cleaning of drainage structures and maintaining of dips and drainage. For maintenance on Palomar Ranger District [PRD] specifically, specification 811 is simply just existing surface blading with no placing of any aggregate. Due to the cost of hauling and placing water in such remote locations water for compaction will not be required for maintenance of PRD.

6. Reference Section I-15 52.236-7. Will any permits or licenses be required for the proposed task orders? Also, if work is in progress and a heavy rain occurs, damaging previously completed work, will contractor be responsible to re-grade previously completed work until the entire project is complete and accepted?

ANSWER: No permits or licenses are required. Contractor is responsible for the work until it is accepted.

US Forest Service

San Bernardino NF, Mountain Top and Front Country Ranger Districts – RFP Attachment 3.

7. Reference B-1 bid schedule. What does BMP and EMP represent in the table? If EMP represents mileage, the totals at the bottom are a little different.

ANSWER: Beginning Mile Post and Ending Mile Post.

Totals were incorrect. Section B-1 Bid Schedule has been revised. Refer to RFP Attachment 3 Replacement Page 2 included in this amendment.

8. In Bid Schedule there is only 1 mobilization. Should mobilizations for all sites be included in one cost?

ANSWER: Yes; mobilization is one price for the entire task order.

9. Is there a map for the location of the pothole patching/ asphalt repair work? Are the 10 SY in one area? Or in multiple locations throughout?

ANSWER: Pothole patching is at various locations along Forest Service Road 3N06, which is 2.9 miles in length.

10. Reference C-3 Period of Performance. Would this work need to be completed in 30 days?

ANSWER: Yes; contract time/work complete within 30 days.

11. Reference Standards - D All Roads. Where will the wash stations be located? Will this require additional trucking?

ANSWER: Equipment is to be washed prior to unloading on Forest Service Roads to ensure no non-native weeds are spread. Equipment should be washed at the beginning of the project and before moving to a new location

12. Standards – Will all standards need to be met? For example, “Cross slope or crown is a uniform 3%+/-1%....” Will roads need to be re-graded to this spec, regardless of current site conditions?

ANSWER: To the extent feasible.

US Forest Service

13. Cleaning and Reshaping ditches. ix - where will sediment from silt trap excavation be deposited? Will this require trucking?

ANSWER: No trucking required. Work into project. Remove unsuitable material.

14. Reference C-5 Maintenance and control of Traffic. Will these roads be open to the public during time of work? In other words, will this work require flaggers, lane closures, etc.?

ANSWER: Contractor is to provide signage. Roads will remain open to the public.

15. Reference C-5 Erosion and Sedimentation Control. Since this work will require cleaning silt traps, culverts, etc., are there any specifications on re-vegetation requirements? Seed mix, mulching rates, etc.

Will a plan need to be developed and submitted? Also, are there any success criteria and will monitoring be required?

ANSWER: Section C Statement of Work C-5 has been revised to remove language. Refer to RFP Attachment 3 Replacement Page 16 included in this amendment.

Cleveland NF, Palomar Ranger District – RFP Attachment 2.

16. Bid Schedule Table lists 56.78 miles of blading while the Statement of Work lists 55 miles. Should price be based on the Bid Schedule?

ANSWER: Yes. The Bid Schedule 56.78 miles is correct. Section C Statement of Work listing 55 miles is a typo. Section C SOW has been revised; included as Task Order RFP (IDIQ RFP Attachment 2) replacement page 3.

17. Under C-4 Specifications it states 831 – Blading. 831 is listed as drainage ditch maintenance so will this need to be completed or is the work limited to 811-blading?

ANSWER: Section C.4 831 – Blading is a typo. Correct is 811 – Blading. Section C SOW has been revised; included as Task Order RFP (IDIQ RFP Attachment 2) replacement page 3.
