AMENDMENT A0001

Solicitation RFP no. 1291S819R4004

Road Maintenance IDIQ Southern Area Forests US Forest Service

The following are responses to Request for Information [RFIs] 1-4 received for this solicitation:

1. Section B-5, Attch. 2 and 3 are Task Orders for work in locations outside of our desired location of work. Bidding a task order outside of the Los Padres National Forest will have elevated costs for Mobilization and Subsistence. Will this affect the consideration factors for a base IDIQ contract award in our desired location?

Answer: Offerors selecting ONLY Angeles National Forest [ANF] and/or Los Padres National Forest [LPF] under Areas of Consideration/Location of Work (page 1) are not required to submit pricing for the Individual Project Task Orders / Seed Projects.

Revised RFP language – included in the attached RFP replacement page 6 – as follows:

B-5 Active Individual Project Task Orders / Seed Projects for IDIQ and Task Order Awards

This solicitation includes real/active Individual Project Task Orders. Offerors indicating San Bernardino National Forest [BDF] and Cleveland National Forest [CNF] under Areas of Consideration/Location of Work (page 1) shall submit pricing for the applicable task order projects. The proposed pricing may be used to determine price reasonableness/realism for the base IDIQ contract awards. The task orders shall be awarded to successful offerors at time of the base IDIQ contract award.

See Section J - List of Attachments and Attachments 2 and 3.

NOTE: The Active Project Task Orders/Seed Projects are for San Bernardino National Forest [BDF] and Cleveland National Forest [CNF].

Offerors selecting ONLY Angeles National Forest [ANF] and/or Los Padres National Forest [LPF] under Areas of Consideration/Location of Work (page 1) are not required to submit pricing for the Individual Project Task Orders / Seed Projects.

2. Section A-1 requests “contractors shall place a mark by all location(s) they desire to be considered for award of individual IDIQ projects.” Likewise, in Section A 2 it states “contractors must mark the dollar range of projects they are interested in……”. G-10 C3 states “IDIQ contractors shall submit an offer on all projects offered.” Will contractors need to bid on all task orders solicited? Or can they selectively bid?

Answer: IDIQ contract holders are not required to bid/submit proposals on all task order requirements solicited.

AMENDMENT A0001

US Forest Service

3. Will both task orders in the RFP be viewed collectively and awarded to the same contractor?

Or may each task order be awarded to different contractors?

Answer: The RFP Task Orders (Seed Projects) may be awarded to different contractors.

4. Section M – Factor 2 B: Where can we get Attachment 1 Past Performance Questionnaire?

Answer: Attachment 1 Past Performance Questionnaire is included this amendment. Attached.
