RFP# 12905B25R0005 - Construct New Farm Shop Building (Kimberly, ID)
Amendment # 0004
Round 2 - Questions and Answers:
1. We have spoken with several metal fabrication builder suppliers regarding the warranty requirements, and the consensus is that the type of warranties being requested are not standard practice and are generally not provided within the industry.
Given this, we’d appreciate your guidance on how you’d like to proceed. Would you be open to discussing alternative options or adjustments that can still meet your expectations while aligning with industry norms?
ANSWER: Attachment 8, Revised Specification 13 34 19_Amendment #0002, paragraph 1.10.2 “Roof System Weather-tightness Warranty” will not be required for an exposed fastener roof panel system. Provide manufacturer’s standard product warranty. Contractor must still provide the finish warranty as indicated in paragraph 1.10.3 “Roof and Wall Panel Finish Warranty”.
Contractor shall provide a Bid Option for a standing seam metal roof that meets the panel requirements listed below and provides a warranty as indicated in Attachment 8 Revised Specification_13 34 19_Amendment 0002, paragraph 1.10.2 “Roof System Weather- Tightness Warranty”.
This bid option is titled “CLIN 2001 Standing Seam Metal Roof & 20- Year NDL Weather Tightness Warranty”, and will be as follows:
CLIN 2001 Standing Seam Metal Roof & 20-Year NDL Weather Tightness Warranty:
Roll-form steel roof panels to the specified profile, with 22 gauge and depth as indicated. Steel sheets must contain a minimum recycled content of 25 percent. Provide data identifying the percentage of recycled content for steel sheet materials. Material must be plumb and true, and within the tolerances listed:
Individual panels to have continuous length to cover the entire length of any unbroken roof slope with no joints or seams and formed without warping, waviness, or ripples that are not part of the panel profile and free of damage to the finish coating system.
Provide panels with thermal expansion and contraction consistent with the type of system specified:
Profile to be a 3 inch high trapezoidal leg standing seam, 24 inch coverage with stiffening ribs or striations, factory-caulked and mechanically field-seamed with concealed clips and fasteners.
2. I have downloaded and reviewed Amendment 0002. The revised specifications and Q&A have changed the roofing to Exposed Fastener roof with a 20 Year NDL warranty. I am not aware of any company that will offer this warranty for the PBR roofing. Can you please re-consider either allowing a trapezoidal rib standing seam roof with a 20 Year NDL weathertightness warranty or modify the warranty requirements for the PBR panel to allow for a weathertightness or standard warranty that is offered by manufacturers.
ANSWER: See response to Question 1.
Amendment 2 Contract Line-Item Breakdown Excel has been revised to include a new tab for pricing for CLIN 2001 Standing Seam Metal Roof & 20-Year NDL Weather Tightness Warranty
3. Specification section 13 34 19 sub section 1.10.1 calls for a Manufacturers 10yr No Dollar Limit warranty on the building. We cannot find a vendor who offers this.
Can this requirement be waived or can you direct us to vendors who do offer this? Sub section 1.10.2 calls for a 20yr NDL on the roof which is available and not a problem. Sub section 1.10.3 calls for a 10yr NDL on the panel finish which our vendors also do not offer. Can this also be waived or can you direct us toward vendors who do offer it?
a. ANSWER: In Attachment 8 Revised Specification_13 34 19_Amendment 0002, revise wording in specification 13 34 19 sub section 1.10.1 to call for a 5yr NDL on the building systems (Primary and Secondary structural systems). PEMB manufacturers may provide NDL warranties when the installer has met a Contractor Installation Program (CICP) and is certified.
PEMB manufacturers may also require that the complete building package (all structural and exterior envelope components) be purchased through them to provide an NDL.
4. Per Amendment 0002, the revised specifications and Q&A have changed the roofing to require an exposed fastener PBR style roof with a 20-Year NDL warranty. MBCI manufactures the PBR panel used by the majority of PEMB manufacturers. MBCI has published available warranties and does not offer a 20-year NDL warranty for the PBR exposed fastener roofing. Please consider either changing the warranty requirement to accept a 1-to-3-year warranty for the PBR exposed fastener roofing or accept the PEMB manufacturers standard standing seam roofing option that will provide a 20-year NDL warranty. If the Government is aware of a manufacturer that will offer a 20-year NDL warranty for the PBR style exposed fastener roofing, please provide the name of the manufacturer.
a. ANSWER: See response to Question 1.
5. The project plans on sheet E104 indicate to “provide new devices and integrate into existing facility fire alarm and notification system.” However, on the plans a FACP is shown in the new farm storage building.
Is the intent for this new farm shop building to have a standalone fire alarm panel or is the intent to have the existing Unimode 9600 fire alarm panel run this new shop building?
Additionally, if tying into the existing system, we would need to know all the existing devices/circuits to accurately quote this project and provide calculations for submittals. A site visit would help us determine if there is any circuit availability on the existing Unimode 9600 panel. Do any current fire plans exist for this project??
ANSWER: Devices shall be integrated with the existing Unimode 9600 fire alarm system in the main building. The contractor shall verify system capacity and compatibility, coordinate with the system vendor as needed, and provide all equipment, wiring, programming, and testing to ensure full integration.
See Attachment 10 Fire Alarm Drawings and Photos.
6. The plans state that Johnson Controls Security Solutions provides the fire alarm for this site.
Can you please share what the existing building’s fire alarm system is? Either Make and Model, or photos??
ANSWER: See Attachment 10 Fire Alarm Drawings and Photos. .
7. Please provide a building Insulator wage determination, only a mechanical duct and piping insulator wage determination was provided.

a. ANSWER: Refer to Attachment 8 Revised Specification_13 34 19_Amendment 0002.
19. Regarding Installation Details and Responsibility for Bird Screening – Underside of Lean-To, we have reviewed the contract documents and noted that the bird screening specified for the underside of the lean-to structure does not include installation instructions or details. Request clarification on the following:
a. Installation Method: Please provide installation instructions, details, or specifications for installing the bird screening on the underside of the lean-to.
i. ANSWER: Refer to Attachment 8 Revised Specification_13 34 19_Amendment 0002 for bird netting information. Refer to bird netting manufacturers’ recommendation for installation.
b. Responsibility: Please confirm that whether the USDA or a contractor is responsible for furnishing and installing the bird screening in this location.
i. ANSWER: Contractor is responsible for furnishing and installing per the design documents.
20. Regarding Roof System Weather-Tightness Warranty, the specified weather tightness warranty appears to be intended for a standing seam roof system.
Given that the current design uses 22ga PBR panels (which require penetrations), would the client accept proceeding without a weather tightness warranty, or alternatively, consider switching to a standing seam roof to meet this requirement?
ANSWER: See response to Question 1.
21. Regarding the Building System Warranty, the specifications call for a building system warranty exceeding one year. Can you confirm if a 1-year manufacturer's defect warranty (industry standard) would be acceptable in lieu of an extended building system warranty?
a. ANSWER: See response to Question 3.
22. Provide the specs for the sealed concrete called out in the finish schedule on A601.
a. ANSWER: Delete the wording on Attachment 4 - Plans Drawings, Sheet A601 for “Sealed/Stained Concrete”, see structural drawings and Attachment 3 - Technical Specifications subsection 03 30 00 CAST IN
PLACE CONCRETE
