The Q&A addresses 38 detailed technical questions about the project, covering specifications for pre-engineered metal building (PEMB) components including wall and roof panels, columns, insulation requirements, electrical and lighting systems, construction constraints, and site-specific details. Key clarifications include requirements for 22-gauge metal panels with a PBR style profile, 2:12 roof pitch, straight columns, interior liner panels between 10-12 feet high, and color matching with an adjacent storage facility.
The amendment provides specific guidance on utility connections, construction hours (7:00 AM - 4:30 PM M-F), project site access, and lighting control mechanisms. The project involves constructing a new farm shop building with an optional lean-to addition, located at the USDA Agricultural Research Service's Northwest Irrigation & Soils Research Laboratory. The total project magnitude is estimated between $500,000 and $1,000,000, with a site visit scheduled for 2:00 PM Mountain Time on Thursday, April 3, 2025. Questions and Answers:
Note: See final page below for a summary description of changes or document replacement to Specifications and Drawings.
1. Can the prime use sub-contract experience to satisfy past performance requirements?
ANSWER: Yes, the subcontractor past performance information may be submitted for evaluation pursuant to FAR 15.305(2)(iii). Note that the prime contractor always bears responsibility for the work of subcontractors.
2. Specification Section 13 34 19, PEMB, paragraph 1.4.9 states to provide manufacturer's standard insulated metal wall panels complete with vapor barrier. Paragraph 1.2.4.1 calls for R-19 Wall insulation. Plan sheet 15 of 27 contains details of standard sheet metal wall panels with 3-1/2" insulation. Please confirm which wall system and the insulation R-Value that is required for the walls since the plans and specifications do not match.
ANSWER: See Amended Drawings and Specification. Insulation requirements have been revised to meet ASHRAE 90.1 for Semi-heated metal buildings. Do Not Scale Drawings.
3. For Bid Option 1, lean-to add on. Does this roof get insulation?
ANSWER: No, the lean-to roof does not require insulation installed. As indicated on the drawings the bid-option does include bird-netting at the underside of the exposed steel frame.
4. The drawings (1/A301) specify straight columns while the 13 34 19 spec (Clause 2.3.2.b) specify tapered columns. Are tapered columns allowed?
ANSWER: No, Straight columns are required. See amended specification attached.
5. The drawings (2/A301) specify a standing seam roof while the 13 34 19 spec (Clause 2.4.1.c) specify exposed fastener roof. Which should we baseline?
ANSWER: A trapezoidal rib metal roof panel with exposed fasteners will be required as the baseline for this project. See amended specification attached.
6. Spec 13 34 19, section 2.4.1 requires 22 ga metal panel, galvanized steel, and 1.5" high rib at 7.2" o.c. Metal panel.
a. Please confirm 26 ga wall panel and 24 ga roof panels are acceptable in lieu of 22 ga.
ANSWER: No, 22 gauge panels will be required.
b. Please confirm galvanized coil is not required as long as the 20 year NDL warranties are provided.
ANSWER: Galvanized coil is not required as long as 20-year NDL warranty is provided. See amended specification 13 34 19 attached.
c. Please confirm manufacturer standard wall and roof panel profiles will be acceptable alternates to the specified 1.5" high rib at 7.2" o.c. metal panel profile.
ANSWER: See amended spec and panel requirements. Wall panel profile and color must match adjacent storage facility (Bldg. 6) panel profile, it appears to be a “PBR” style panel.
7. The specification says the roof pitch is 1/12. The drawings show a 2/12. Please verify the roof pitch that is required.
ANSWER: Roof Pitch is 2:12, See amended specification attached.
8. The specifications say tapered columns. The plans say and show straight columns.
Please verify if tapered or straight is required.
ANSWER: Straight columns are required. See amended specification 13 34 19 attached.
9. The drawings show interior metal wall lined but does not indicate to what height. Can you specify the desired height?
ANSWER: Interior liner panels are a minimum of 10’ to a maximum of 12’ high from finished floor. Final height of interior panels is based on wall girt spacing per delegated design from PEMB manufacturer in order to fasten top of panel to a wall girt.
10. Is there a desired color finish for the building?
ANSWER: Roof panels, wall panels, trim, gutters and downspouts colors shall match adjacent PEMB storage facility onsite. Contractor shall match color from manufacturer’s standard PVDF color selection.
11. Are there specifics details available for utility connections or is the contractor to devise the best means of connection and submit for approval?
ANSWER: The anticipated water service connection is pipe to pipe.
12. The plans show electrical and fire alarm connection at building 6. However, at the site visit, the electrical and fire alarm were said to connect at building 5. Which point of connection is correct?
ANSWER: Provide electrical connection from Building 6. Provide fire alarm connection through Building 5. Refer to E001 Rev 1.
13. There is an existing loading ramp in the area of proposed water and sewer connections.
How is the contractor to address this obstruction?
ANSWER: Recommend locating the water during the early phases of construction with the anticipation that it will be south or west of the ramp (avoid requiring work impacted by the ramp). If the ramp impacts the construction, JMc recommends that the point of connection be made inside the (shop building) Building #5. See image below from as-built site utility drawing indicating water line valve connection is 20’ from face of Building #5.
14. There is a floor drain shown in the southeast corner of the barn building slab 0n Pg.
S001 (sht. 9 of 27). There are no plumbing provisions shown to serve this drain. Is this drain to connect to facility septic system? Please clarify.

ANSWER: Yes, the USDA Location will grant access along this route.
18. Referencing page S001. Number 9 under the "Pre-Engineered Metal Building and Structural Notes" section states, "roof purlins shall be designed for an additional concentrated live load of 300 pounds located anywhere along the length of the purlin".
Standard live load for a PEMB is 20 pounds per square foot. Is the 300 psf the correct amount required? If it is the correct amount, what is the cause for this much live load? If 300 lbs is incorrect, what is the correct live load requirement?
ANSWER: 300 Pounds is correct. This is a concentrated “point” load in POUNDS (not a distributed “area” load in PSF)
19. What is the desired gauge and style of metal panels for the exterior walls?
ANSWER: See Amended specification 13 34 19 attached for gauge and panel profile.
