Drawing M-601 indicates that seismic design will need to be completed for connection of the

AHUs to the structure by the manufacturer. AHU manufacturers typically do not complete this type of design work. Please confirm a 3rd party structural engineer, provided by the contractor, will be sufficient for completing this seismic design work.

Furthermore, please clarify if the manufacturer will need to provide seismic calculations for internal components such as the compressor snubbers, heat recovery pump vibration isolation connections, and/or the supply/exhaust fan spring isolators? Specs (Section 23 73 13.00 40) call for a “Factory Panel Deflection Testing” (Part 2.2.2) but doesn’t call for any seismic certification.

Please clarify the requirements.

3rd party is acceptable.

Vibration isolation and seismic supports are required at the unit-level by the drawings. Internal isolation calculations are not required to be submitted.

Specification 23 73 13.00 40, Part 2.4.12, calls for the unit to be R410A, but that has been phased out. It states R32 is the basis of design. Please confirm refrigerant R454B will be an acceptable refrigerant to use on the new AHUs.

R32 and R454b are the main new refrigerants now that R410a is obsolete. Both are acceptable, however units will require refrigeration detection and flush controls as the allowable quantities of these refrigerants are drastically reduced from those allowed for R410a

RFP Section K.6 includes fill-in representations that the offeror has/has not participated in a previous contract or subcontract subject to the Equal Opportunity clause of this solicitation; and it has/has not filed all required compliance reports.

a. We do not find an Equal Opportunity clause in this solicitation, nor do we find a requirement to file compliance reports. Is this fill-in clause referring to 52.222-23 which is included in Section

L? Please advise.

b. If we have never been required to file compliance reports, how shall we respond to the second fill-in that asks if the offeror has/has not filed all required compliance reports? Shall we indicate “N/A” next to it?

a. Thank you. Clause 52.222-26 is added in Amendment 0002.

b. If you have never been required to file, then you can state that on your proposal.

4 10/29/2024 RFP Section L.1

Section L.1 instructions for Volume II indicates the contractor should limit their response to 8 pages (up to 5 pages to address the actual approach and up to 3 pages to address experience).

Under these instructions, item c. requires identification of all USDA-designated biobased products to be acquired/used/installed in the performance of construction, and prior experience/projects performed using USDA-designated biobased products in construction including a list of work similar in size, scope, and complexity. Please confirm this information will not be counted against the page limitations stated above.

The products to be acquired, used, and installed can be a separate.

However your description of experience in prior projects for use of biobased products need not exceed the 3 page allowance.

At the pre-bid site visit, we were not able to view the ceilings below the AHUs that are to be demolished to accommodate installation of new structural supports. We request the

Government provide pictures of each of these areas, both above and below the ceilings if possible, and pictures of the general rooms/surrounding areas so we can understand what will be required to access this work.

There is generally a 10 foot space above the ceiling grid and below the roof. The government does not have any pictures of the area but there are various in this.

RFP Section B.4 indicates the Period of Performance is 180 calendar days after Notice to Proceed

(NTP).

We are being told the current lead time for the air handling units is approximately 30 weeks from the time of order. Please confirm that NTP will be delayed and issued at a date that coincides with delivery of the air handling units.

Due to market conditions, we will be extending the period of performance from 180 days to 365 days for completion from

NTP. That should account for the lead time for materials and construction.

Does the clause "Notice of Price Evaluation Preference for HUBZone Small Business Concerns" apply to this solicitation? (ex. FAR 52.219-4 or similar)

This solicitation is full and open competition. FAR Clause 52.219-

4 is not applicable.

8 10/29/2024 RFP Section F.3

Under RFP Section F.3, item (a) states, “If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $ for each calendar day of delay…”.

Please confirm liquidated damages are not applicable to this Contract. If this is not the case, please provide the amount per calendar day.

There is not an amount that will be assessed for liquidated damages.

9 10/29/2024 SF 1442 Block 13

Block 13 of the SF 1442 indicates proposals are due 11/15/2024 by 1200 local time, which is

12:00 PM Pacific Time in Albany, CA. SAM.gov indicates offers are due at 12:00 PM CST, which would be 10:00 AM Pacific Time. Please also note that RFP Section B.5 states proposals are due

NLT 12:00 p.m. Pacific Time on 10/15/2024. Please confirm the time proposals are due on

11/15/2024.

1) Please clarify which AHU is included in the Base Bid. Plan Sheet MD-101 calls out AHU-4 as the base bid but the solicitation document calls for AHU-3. Please confirm.

The Standard Form 1442 (Price Schedule) and Section 01 11 00 para 1.2.1 sequencing generally align and indicate AHU-3 as the base bid (CLIN 0001).

Disregard unit numbers in Section 01 14 00 para 1.4.b which state AHU-4 is the base bid.

M-601 Note 4 - “PROVIDE UNIT WITH A FULL CONTROL PACKAGE INSTALLED AT THE FACTORY.

SEE PROJECT SPECIFICATIONS FOR ADDITIONAL REQUIREMENTS.”

The existing air handlers are provided with recently upgraded building controls that are intended to be reused on the new air handlers. The new units should not be provided with factory provided controls. Hardwire controls will be provided by the existing Distech control system. All ancillary sensors and control devices should be provided by the controls contractor.

Can you please confirm this is correct?

A/E recommendation is for units to be provided with factory actuators, control points, etc. that are then integrated into the building control system onsite. This will limit the downtime and construction time of each air handler replacement.

Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Government will remove the trees at Government expense.

Is there flexibility in the project schedule? Manufacturers are seeing lead times that extend past the posted project completion dates.

17 11/08/2024 RFP Section B.1, Price Schedule

The Price Schedule in Section B indicates AHU-3 is in the Base Bid (CLIN 0001) and AHU-4 is an

Optional Item (CLIN 0004). However, the Project Summary on drawing sheet G-000 indicates

AHU-4 is the Base Bid, and AHU-3 is Alternate 3. The following locations in the specifications are also conflicting:

- Section 01 11 00 para 1.2.1 indicates AHU-3 is in the Base Bid and AHU-4 is an alternate

- Section 01 14 00 para 1.4.b. indicates AHU-4 is in the Base Bid

- Section 23 05 93 para 1.3. indicates AHU-4 is in the Base Bid and AHU 3 is an alternate

Please provide clarity.

18 11/11/2024 Phasing and Material

For the winning bidder, is all of the equipment to be ordered all at once to avoid cost increases?

If so, where will the equipment be kept safe? Who carries that storage cost? If we don’t order the equipment all at once do our proposals need to account for wage and equipment cost increases? Or do we provide a proposal and exclude wage and equipment cost increases?

The contractor shall do order any material based on their best method. No wage/equipment increase requests will be entertained. Section 01 50 00 Sections 3.5 has information pertaining to storage a materials on-site. All on-site storage needs to be secured by Contractor. There are other storage requirements in multiple divisions regarding this.

19 11/11/2024 Phasing

It was mentioned on the job walk we would have three weeks from shut down to start up. Has this been confirmed? If it were to take longer than 3 weeks, will temporary cooling need to be provided?

See Section 01 14 00 Section 1.4 which states "The maximum acceptable duration for each air handling replacement is three weeks, counted from the time an existing air handling unit is taken out of service to the time the new replacement air handling unit is commissioned. Down time durations longer than three weeks must be justified and coordinated with the location monitor a minimum of one week in advance. Down time durations longer than three weeks will require the contractor to provide temporary HVAC to the lab spaces that are served by the air handling unit being replaced and that are required to be operational at the end of the three week duration."
