This document is a combined synopsis/solicitation for a Request for Quotation (RFQ) issued by the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Pacific West Area (PWA) for the purchase of two walk-in growth chambers.

The key requirements include: electrical service compatibility, heat rejection limits, compressed air and purified water usage limits, and specific lighting spectral properties that must match existing systems. The chambers must be capable of remote access and integration with the agency's central management system. This is a total small business set-aside, with NAICS code 334516 and a small business size standard of 1,000 employees. Offers are due by 12:00 p.m. Central Time on August 22, 2024, and the required delivery date is 180 days after award to the PWA facility in Hilo, HI. MANDATORY GENERAL CHAMBER REQUIREMENTS:

(All values provided on a per chamber basis)

1.0 Meet existing building design parameters:

1.1 Electrical Service: Main electrical service shall be compatible to be integrated with the following electrical services:

1.1.1 Inside building at control panel: 120/208volt, 3 phase, 60 cycle, four wire plus ground. Maximum MOP allowable = 50 amps

1.1.2 Inside building at chemical drier: 208-230volt, 3 phase, 60 cycle, three wire plus ground. Maximum MOP allowable = 30 amps

1.1.3 Exterior building at C/U: 208/230volt, 3 phase, 60 cycle, four wire plus ground. Maximum MOP allowable = 50 amps

1.2 Heat Rejection to Ambient: Chamber and Chemical Drier combined shall not expel greater than 10,200btu/hr to the building ambient.

1.3 Compressed Air: Maximum compressed air requirement shall not exceed 3.75 CFM @ 50psi

1.4 Purified Water: Maximum purified water requirement shall not exceed 2.1USGPH.

1.5 General location of growth chamber and air-cooling units (not to scale) 1.6

2.0 Controls and Management Integration

2.1 Remote Access and Management: Chambers shall be configured for, and capable of, fully integrating into the existing central management system for control, alarming and data collection activities. Contractor will provide an additional centralized management system to be able to monitor and control chambers on the system. This system shall be capable of full remote control of the chambers, including management and recording of all parameters. Further, the system shall be capable of matching all specific controlled elements within our current chambers including temperature control and resolution, specific light intensities and light spectral properties, relatively humidity, air velocities and relative air pressures, as is currently allowed for by our existing central management system.

3.0Plant Growth Lighting Suitability
3.1Spectral Properties: For continuity of research conditions between environments, plant growth lighting shall be consistent with existing lighting systems and specifically capable of matching the existing spectral distribution properties indicated below, to within +/- 2%, along the full 360nm to 780nm axis, and be validated by on-site spectroradiometer measurements and analysis.
