About this file

This document contains an amendment to a federal solicitation and the original solicitation. The amendment modifies the solicitation for repair and replacement of HVAC and electrical components at the USDA Carl Hayden Bee Research Center in Tucson, Arizona. The amendment adds an optional scope of work to test, adjust, and balance existing HVAC systems, and provides answers to questions from offerors. The original solicitation seeks a firm-fixed price construction contract to repair or replace HVAC and electrical components in two buildings at the research center. The work includes labor, materials, equipment, and supervision. The project aims to conform to applicable building codes. The solicitation is set aside for small businesses with a size standard of $39.5 million in average annual receipts. The estimated value is between $500,000 and $1,000,000. Questions are due by April 25, 2022 to the contracting officer. The Department of Agriculture Agricultural Research Service Pacific West Area is the issuing agency.

AMENDMENT #2

USDA Carl Hayden Bee Research Center, Tucson, AZ Questions/Answers

1. With the building being occupied during construction, is the contractor required to provide temporary heating/cooling during outages/demolition?

A. Refer to “02 41 19 Selective Demolition” section 3.2 for additional requirements regarding utility interruptions.

2. States “Install new smoke duct detector into existing supply air duct. Integrate into existing local FACP.” Please confirm this is part of the scope?

A. Yes, that is within the scope of work on this project.

3. It would appear the specification is calling for a 3rd party Testing Agency. Please clarify if a 3rd party agency is required? Is the testing limited to new installation or for the entire building?

A. It is allowable for contractor to perform cable insulation resistance and infrared testing. All test results are to be signed, dated and submitted for COR review per of Specification 26 05 19 Part 1.5 and Part 3.5.C and 3.5.D. Testing is only required for newly installed conductors and terminations.

4. It would appear the specification is calling for a 3rd party Testing Agency. Q: Please clarify if a 3rd party agency is required? Is the testing limited to new installation or for the entire building?

A. It is allowable for contractor to perform grounding resistance tests and termination torque verification of all lugs/terminations. All test results are to be signed, dated and submitted for COR review per of Specification 26 05 26 Part 1.5.b.3. Testing is only required for newly installed grounding conductors and terminations.

5. Will the contractor be allowed to use the lift outside basement to remove demo’d materials?

A. Yes, the contractor will be allowed to utilize the lift.

6. Is the Contractor responsible for draining systems prior to work? Or will that be done by the owner?

A. The Contractor shall be responsible for draining and refilling the system.

7. States "1. Use rigid steel... in mechanical equipment rooms, electrical equipment rooms...

below 18'...etc. Currently there is a mix of EMT conduit and GRC conduit." Please clarify if EMT is acceptable in mechanical and electrical rooms and under 18'?

A. Rigid Steel Conduit is required below 18 feet in all mechanical and electrical rooms per Specification 26 05 33 Part 3.2.B.1.

8. On many of the Mechanical Drawings there appears a keynote for “Bid Option 1” involving performing a TAB service for the VAVs on the first floor (in addition to new work). The instructions for this option seem excessively vague and the complete as-built mechanical drawings with the required balancing values was not provided. Additionally, the SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS for this RFP denotes one Lump Sum Price Line for the entire project. Will the USDA provide a detailed statement of work and adequate backup drawings to estimate the cost for Bid Option 1, as well as a REVISED Section B Price Schedule, or will the USDA delete the requirement for Bid Option 1 for this project?

A. Original MEP drawings, dated 1965, are available from USDA and include original design airflows. TAB scope of work would involve capturing existing conditions and equipment performance for VAV AHU system serving Non-Lab areas of building (exterior offices and corridors), comparing it to the original drawings, and making adjustments as required to balance the system and identify areas of deficiency. The square footage to bid the office TAB efforts can be accomplished utilizing a VAV AHU system.

Option CLIN 0002 has been added to Section B of the CLIN Schedule for Bid Option 1.

9. Provision Clauses, Section 1.08, page 6. Are there any city, county or state permits required at this facility?

A. No permits are required.

10. Attachment III, Final Drawings, A100, General Demolition Notes, D - Are we required to provide temporary HVAC to the areas that are being disturbed?

A. Yes, contractor is responsible for temporary utilities during construction, depending on the season and temperatures. This is a requirement indicated in the specifications.

11. Attachment III, Final Drawings, A100, Demo RCP, Key Notes, 01, Room 015 storage basement lid, is there going to be any ceiling at all re-installed after the grid ceiling is demoed in this room?

A. There is no new ceiling in Storage Rm 015. That room will house HVAC equipment and needs to be open to deck.

12. Attachment III, Final Drawings, A100, General Demolition Notes, I - Is all construction debris being put in USDA provided dumpsters? Also see Attachment III, Final Drawings, M- 100, General Notes, Item 15, that HVAC debris is to be removed from the property and disposed of per federal and local laws?

A. The contractor shall be responsible to supply dumpsters for all construction debris. Also, the contractor shall be responsible for all debris removal in accordance with applicable federal and/or local laws.

13. Attachment III, Final Drawings, ED-602 Keynote #1, Please restate differently. Is disconnected equipment to remain functional during change out?

A. As stated in Keyed Note 1 disconnect equipment to be removed all other equipment on circuit to remain operational. See new Panel M schedule on E-603 for re-circuiting of equipment being replaced. Coordinate with work shown on ED 101 and E-102. Keyed Note 1 on ED 101 states to remove existing FCU wiring back to source and existing conduit can be reused as appropriate.

Keyed Note 2 on E-102 stated to provide new conduit and wiring from source panel to motor (existing conduit may be reused as appropriate).
