About this file

This document contains an amendment to a solicitation for the Western Regional Research Center Bio-Safety Improvements Project. Amendment 0008 provides responses to offeror questions to clarify project details. It confirms equipment types like VAVs and reheat coils located on the second floor. It also specifies that all supply, return, and exhaust air terminals indicated with CFM values on drawings M201 through M204 are to be tested and balanced as shown before and after construction. A site visit was scheduled for April 6, 2022, with registration required by April 4, and all questions pertaining to the solicitation due by April 18. The amendment requires offerors to acknowledge receipt prior to the solicitation response deadline.

Q: It seems that the new Lab OAU is standalone with no BMS monitoring or control. Please confirm.

A: LOAU-1 will have a stand-alone control system. The controller shall be capable of being monitored by a BMS system if a new system is installed in the future. It was noted during the design phase that existing BMS was not functioning, and a new controls system was to be installed. All new equipment shall be capable of interfacing with the new system.

Q: Also, for the same fan room is the OA louver fixed position and/or does it have it a modulating damper? If modulating is this controlled by the existing control system?

A: The louver is a fixed blade type.

Q: Since we are adding a new fan wall only for the OA intake we need to understand where and how the associated system supply fan(s), along with the exhaust/return fan(s) and dampers are controlled? We don¿t want to bring in a high-level amount of OA without also exhausting a proportional amount for example.

A: The supply air, return air, relief air and exhaust air system will operate at constant volume. During the design phase, the control system was not functioning, so no information was available for the existing exhaust and relief fans. This project will balance the supply air, relief air and exhaust air to maintain a positive pressure for the building. The airflows for the existing exhaust and relief air fans are based on a TAB report that was completed for all systems in 2009. TAB will be conducted prior to the start of construction and once again after construction is complete. The contractor will submit the pre-construction TAB report to the COR for a record of existing airflows.

Q: Sheet M202 appears to have VAVs or reheat coils on the second-floor supply system. Please clarify these. Please confirm type of existing equipment in areas designated for balancing.

A: The systems do have various VAVs and reheat coils. Reheat coils are hydronic hot water.

Q: Please confirm that on Floors 1 - 4, per sheets M201 - M204, all Supply and Return Grilles with an indicated CFM value, is to be tested (and balanced if needed) to the CFM shown for each location.

A: Correct, all supply, return and exhaust air terminals will be balanced as indicated. TAB will be conducted prior to the start of construction and once again after construction is complete.

The contractor will submit the pre-construction

TAB report to the COR for a record of existing airflows.
