Question:

Per the technical proposal requirements, we are to list the following information regarding

Bio-based products. ( see below) If we do not have any past performance using bio-based products does this disqualify contractor or can contractor still list products and bid said project? c.

Identification of all USDA-designated biobased products to be acquired, used, and installed in the performance of construction, Proposed prior experience with the purchase, use, and installation of USDA-designated biobased products in construction; and Identification of past performance in biobased project management experience in the following areas: contracts performed using USDA-designated biobased products and dollar amount and work similar in size, scope, and complexity to the current requirement.

Answer:

No. Potential contractor will not be disqualified. Listing the products is fine.

Question:

Clarification is needed with regard to who is to complete which sections of the PPQ. Para. 7.a states the PPQ "should be completed and submitted directly from your reference directly to the contracting office." However, at Section 1 of the

PPQ we are directed to "BOLD the rating your

Technical POC indicated he/she would give your project if contacted." This seems to indicate that we are to contact the references for indications of what ratings they would give and then enter those ratings into the PPQ. Then we would forward the PPQ to the reference to

"verify/concur and score". 1) Are we to enter the references' ratings on the PPQ prior to sending to the reference? 2) If so, how is the reference to verify/concur/score the PPQ before emailing to the Contracting Officer: by signing and dating?

Answer:

Yes. Potential contractor can enter rating. The reference should email the PPQ¿s directly to the contracting office.

Question:

This paragraph requires the SF 1442 include our

Unique Entity Identifier (UEI) Number. Should this be entered into Block 14 of the SF 1442 or in box "Facility Code"?

Answer: Unique Entity Identifier (UEI) Number can be included in block 14.

Question:

The SF 30s are to be acknowledged in Block 18 of the SF 1442. In addition, for Amendments 0001 and

0002, Box 13.D indicates we are to sign and return the SF 30 with our proposal. However, for

Amendments 0003 and 0004 this requirement is not noted. Are we to return signed SF 30s for any or all the amendments?

Answer:

All the amendments will need to be sign and submit along with the proposal on the proposal due date.

Question:

Does USDA have a preferred method for contractors to annotate the period of performance. Could the annotation be placed on the proposal cover page?

Answer:

No. annotation on the cover page is fine.

Question:

We are assuming that when it is stated the proposal submission must include an "email quote", this refers to an email to which our proposal (forms, technical, past performance, price) will be attached. Is this correct?

Answer: Yes. That is correct.

Question:

Since we are submitting our proposal via email, we assume that a copy of the bid guarantee should be included in the proposal. Is other delivery of the bond required? If so, what is that?

Answer:

That is correct. A copy of the bid guarantee
