DESCRIPTION OF WORK

The project includes the following work on/adjacent to road bridges on the MBRTB:

- Roadside brushing along the approaches and adjacent to bridge abutments and wing walls;

- Replacing timber running planks (wearing surface);

- Replacing timber bumper strips at ends of bridges;

- Installing/replacing[1] W5-3 (One Lane Bridge) warning signs adjacent to bridge approaches; and

- Installing/replacing1 OM-3 Type 3 Object Markers adjacent to bridge approaches

Desire project to complete by Fall, 2020.

Technical Proposal

1A firm’s Technical Approach (HOW the work will be done) will be evaluated based on the following sub-factors:

a. Project Schedule- consists of a detailed time line of how the project will be completed within allotted contract time;

b. Quality Control Plan, includes but not limited to a plan for performing testing, grades and tolerances, and quality control of subcontractors work;

c. Sub-Contractors that perform key elements of work and expected to perform more than

20% of the work;

d. Bio-based products and energy efficient requirements..

Past Performance –

Complete a Past and Current Contract Information Sheet for each related project completed in the last 3 years.

1. Standard Form 1442 with Blocks 14-20 completed.

2. Complete prices for all items in Schedule of Items (RFP page 5) *

3. Mark the appropriate box in clause K.2 para (b) Annual Representations and

Certifications (page 21). Since SAM registration is required for award, block (i) should be marked and if there are any updates to your SAM, they should be reflected in paragraph (d) or preferably, your SAM registration is updated.

*Make sure you comply with Wage Determination:

Evaluation Criteria – Section M

The award of any contract as a result of this solicitation will be based on a best value assessment of each offeror’s proposal using the following evaluation factors: Technical Approach, Key Personnel,, Past Performance and Price.

The non-price factors (Technical Capability, Key Personnel and Past

Performance) when combined are approximately equal in importance to price.

TECHNICAL APPROACH EVALUATION

Technical capability will be evaluated to determine whether the offeror demonstrates an understanding and sound approach to meeting the solicitation requirements.

Technical Capability will receive a rating of Does Not Meet, Meets, or Exceeds as defined below.

Does Not Meet: Offeror does not demonstrate an understanding and sound approach to meeting the requirements.

Meets: Offeror demonstrates an understanding and sound approach to meeting the contract requirements.

Exceeds: Offeror demonstrates an understanding and sound approach to meeting the contract requirements AND exceeds the requirements of the solicitation

KEY PERSONNEL EVALUATION

The Government will assess the quality and extent of the qualifications of the

Offeror’s proposed personnel based on a detailed review of the content of resumes submitted as part of the offer (proposal). Personnel will be evaluated on their education/experience to the extent it adds value to accomplishing this project. Key Personnel will receive a rating of Does Not Meet, Meets, or Exceeds as defined below.

Does Not Meet: Offeror does not demonstrate education/experience

Meets: Offeror demonstrates satisfactory education/experience.

Exceeds: Offeror demonstrates satisfactory education/experience and AND exceeds the requirements of the solicitation.

PAST PERFORMANCE EVALUATION

Past Performance information will consider recency (within last 3 years), relevancy (similar work to this project) and quality of past performance (based on contacting referenced provided in Past Performance Data Sheet).

Past Performance will receive one of the following ratings:

High Confidence

Significant Confidence

Satisfactory Confidence

Unknown Confidence

Low Confidence

No Confidence

PRICE EVALUATION

Price will also be evaluated for Reasonableness in accordance with FAR 15.305
