13:00 Start. Robert introduced himself and reminded everyone that complete bid packages are due by

July 3rd.

Robert gave a general overview of the contract. Jacob introduced himself and gave a more specific overview of the work involved in the contract.

Robert said we expect construction to take two construction seasons, being awarded and starting this fall and finish next spring/summer. Barring extenuating circumstances, contractor shall be complete by

Fall/Winter of 2020

Robert paused to see if there were questions other than what had been emailed to him prior to the meeting. There were none.

Robert discussed how bids will be evaluated:

The contractor would be awarded to the proposal which is the “Best Value w/ Trade-Offs”. Each proposal shall contain 3 parts, provided in three separate documents:

1. Technical Proposal

a. Includes statement of technical approach, proposed schedule, Quality Control Plan, and a statement regarding use of bio-based products (if applicable)

2. Business Proposal

a. Includes references and their up-to-date contact information, list of relevant past projects, and Bid Bond

3. Price

Ryan Nupen joined the conference at approximately 13:10

Robert told the potential bidders NOT to include their price within their Technical Proposals

Lance from Pine Bluffs Excavating joined the call at approximately 13:15

Robert reminded everyone that Davis-Bacon Wage Rates are applicable for this contract in CO and WY.

Robert discussed the criteria under which proposals will be evaluated:

1. Technical Approach

2. Key Personnel

3. Price

Technical Approach, when combined, will be considered approximately equal to Price.

Robert discussed how each section of the proposals would be scored; they’d be assigned a rating of:

High confidence; or

Low confidence; or

No confidence

Robert paused to see if there were questions other than what had been emailed to him prior to the meeting. There were none.

Robert discussed the answers to the questions that had been emailed to him prior to the meeting (See attached document for those questions and answers). Additional questions were asked, and they have been added to the attached document.

Robert announced that he will be leaving the Forest Service for a new position in approximately one month. He will execute award of the contract, however, a new Contracting Officer will take his place after he leaves.
